Chairman called the meeting to order at approximately 19:99 a.m. and asked if there were any corrections, additions or omissions to Plinute No. 5P each merwer having received a copy. Moved by Pir. . Gilmore, seconded by ^Ir . Mascara, that Minute No. 5 8 he approved as read. Roll call vote taken: PIr. C'ilmore - Yes, r,Tr. mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke, Executive Director of the Redevelopment Authority, pre- sented to the Board the following two Resolutions regarding the Dynamet Expan- sion Project: 1. Resolution authorizing the execution by the Board of County Commissioners of Washington County of a Deed of conveyance to the Redevelopment Authority of the County of Washington of land author- ized to be sold by order of the Court of Common Pleas of Washington County dated February 27, 1981. 2. Resolution authorizing the execution of a cooperation agreement between the County of Washington and the Redevelopment Authority of the County of Washington. Mr. Bourke outlined the Project in further detail. Moved by �Ir. Gilmore, secondea by "-Ir.=lascara, approving the foregoing Resolutions. Roll call vote taken: Mr. Gilmore - Yes; mr. Mascara - Yes. Motion carried unanimously. (Acting Solicitor Retos entered the meeting). Correspondence: See page 369 New Business: Chief Clerk informed the Board that the following persons have been recommended for appointment to the OEDP (Overall Economic Development Program): 1. To represent city government: Leah Driehorst, Mayor of the City of Washington; 1 2. Gilmore, seconded by Mr. Mascara, approving the foregoing appointments to the OEDP Committee. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for a 4-wheel drive pickup truck, a 19-horsepower lawn and garden tractor and two 16-horse- power lawn and garden tractors for the Parks Department. Moved by Mr. Gilmore, seconded by Mr. mascara, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board an Agreement to Settle Condemnation against Raccoon Valley Sportsmen Association relating to Site 662 in the Cross Creek Watershed Area. This case has been settled for $10,000.00 plus y500.00 for attorney and appraisal fees allowed by the Emminent Domain Code. The Sportsmen Association has been paid $2,300.00 as partial payment, leav- ing a balance of $7,700.00 and $500.01. 11oved by Mr. Gilmore, seconded by Per. Gilmore -- 'des, L'tt. :/ascara -- Yes. 11otion carried unanimously. "Ir. Tlascara briefly commented on two areas of concern which appeared on the agenda - Redevelopment and CETA. He stated that the Redevelopment Authority resolutions concerning the Dynamet Project (funded by UDAG) are a classic example of the kind of programs that will be affected by President Reagan°s austerity program in cutbacks. He stated that this program is a classic example of the kind of cooperation we should have between the private sector and the public sector. Mr. T3ascara also stated that he and Commissioner Gilmore learned while attending the NACo Conference in Washington D.C. that there will he approxi- mately $700,000 of additional cuts in the CETA training programs.
