PALUSO, COMMISSIONERS Minute No. 60 V, Office of County Commissioners Washington, PA, March 19, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Farrell Jackson, Coroner; Acting Solicitor Retos; Henry Fiumelli, Human Services Director; Jim Jefferson, WJPA; Bob Sabot, WKEG; Susan Neft, WESA; Helen Miller, League of Women Voters; Bob Robertson, Observer -Reporter, Linda.Hands, Secretary. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 59 each member having received a copy. Moved by Mr, Gilmore, seconded by Mr. Paluos, that Minute No. 59 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk presented to the Board the receipt of the following checks: 1. Commonwealth of Pa, - $52095.84 - Child Support Program - Incentives for January, 1981 2. U. S. Treasury - $135,000.00 - Employment and Training Program Chief Clerk informed all those present of a Public Notice stating that Wheeling-Pittsburgh Steel Corporation has applied for a Department of the Army Permit; the applicant proposes to perform maintenance dredging, as requires., for a period of ten years, to remove accumulated river sediment from the applicant's Allenport Plant dock area. New Business: Chief Clerk informed the Board of a request from the Pa. Army National. Guard to use Cross Creek Park for training purposes on April 11 and 12th, 1981. request. 1 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS Concerning the Children & Youth Program, Chief Clerk presented to the Board for their consideration and approval Provider Agreements with the VIP ($15,000.00) and Parents Anonymous, Inc. ($10,000.00) for a period of one year. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreements. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board a request for a Supplemental Budget Appropriation for the Bridge Inspection and Inventory Program in the amount of $74,548.99 of which 80% is reimbursable. The Federal share amounts to $59,639.19 and $14,909.80 of Liquid Fuels Funds will be used.. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the request for a Supplemental Budget Appropriation as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a lease agreement with Joseph E. Yuhas and Billie Yuhas for a house rental in Cross Creek Park at a rate of $125.00 per month. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving,the foregoing lease agreeement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a County Aid Application for Jefferson Township in the amount of $400.00 for improvements to a road in the area of Hanlin Station Flood Control Dam. Chief Clerk stated that the township used their own employees for these improvements. Moved by Mr. Gilmore, seconded by Mr. Paluee, approving the foregoing County Aid Application. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. GILMORE, EDWARD M, FALUSO, COMMISSIONER$ Chief Clerk presented to the Board a Proclamation designating March 25, 1981 as "FRED WARING DAY" and urging all citizens to join in a public acclama- tion of the superior accomplishments of Fred Waring for his contributions to music and youth in Pennsylvania. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the.foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Concerning the Washington County Health Center, Chief Clerk presented an agreement with Charles E. Mertz as a laundry -linen management consultant for a fee not to exceed $1,600.00. Mr. Mertz is to study the'Health Center laundry and linen status and all present laundry and linen procedures. Moved by Mr. Gilmore, seconded by Mr. Paluso, approvng the Agreement with Charles E. Mertz as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Parcel Inspection Policy which would be enforced at the WCHC to prevent and/or discourage theft of Health Center supplies and equipment. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Parcel Inspection Policy as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a renewal of the agreement with Kathleen Backner as a Speech -Language Pathologist at the Washington County Health Center. She will make one visit to the WCHC on a quarterly basis with a maxi- mum of three hours per visit. at $38.50 per hour, effective March 16, 1981 - March 16, 1982. Chief Clerk presented to the Board a renewal of the agreement with Louis Dagostino. as Barber at the WCHC. He will perform his services eight hours per day for three days per week at the rate of $184.80 per week, effective January 1, 1981 - January 1, 1982. Chief Clerk presented to the Board a renewal of the agreement with Laura Newnan as Beautician at the WCHC. Chief Clerk presented to the Board a contract with Wine Construction Inc., of Sewickley for construction of a section of L. R, 62035 in Cross Creek Township. This project will cost approximately $590,000.00 and is a result of SCS building a flood control structure adjacent to this road. The work will involve partially relocating the road and partially raising it to bring it out of the flood plain when the dam is built, Construction will begin on March 23rc. and will take about four months to complete. Seventy-five percent of the costs are reimbursable by the federal government. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Contract with Wine Construction, Inc. as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a proposal from GeoMechanics, Inc. to provide the necessary Geotechnical Services for the Washington County Health Center addition at a cost of $7,940.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the proposal from GeoMechanics, Inc. as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
