Washington, PA, April 2, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Charles Gillespie, Budget Directac
Farrell Jackson, Coroner; Barb Gibbs, E.E.O. Officer; Linda Hands, Secretary,
Bob Sabot, WKEG; Jim Jefferson, WJPA; Susan Neft, WESA; Bob Robertson,
Observer -Reporter; Helen Miller, League of Women Voters; Lucy Rea, Girl Scouts
Cindy Perkins -Small, Intern.
Chairman called the meeting to order at 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 61 each
member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 61
be approved as read.
Roll call vote taken:

Chief Clerk informed the Board of the receipt of the following
1. Commonwealth of Pa. - $10,000.00 - Initial payment to implement
Aftercare Program
2. Commonwealth of Pa. - JCJC - $28,082.00 - 1981 Juvenile Pro-
bation Grant
3. Commonwealth of Pa. - $18,585.24 - Day Care Contract #9630 -

Chief Clerk informed all those present of the following four News
Canonsburg Pike Street Project Area IV - The County Redevelopment
Authority has conveyed land in the Canonsburg Pike Street Project Area IV to
Factory Built Homes, Inc. who will build twelve new townhouses which re-
presents the first phase of development in this project. In a second phase,
additional land will be conveyed to Factory Built Homes, Inc. for another
twelve townhouses. This project area is located on East Pike Street. The
townhouses will sell for $43,000 and be guaranteed under the Home Owners
Warranty Program which provides coverage for major structural defects for
ten years.

Monongahela Business District Urban Renewal Area - The County Redevelop-
ment Authority has conveyed to George H. & Eva D. Stratigos Disposition Parcel
No. 5 in the Monongahela Business District Urban Renewal Area. The developer
will construct a 6,000 square foot $250,000 commercial building on this last
remaining disposition parcel which is located on Main Street near 3rd Street
between the Odelli Building and the First Federal Savings and Loan Association
Building. Construction should begin in April and be completed by August or
September of this year.
North Strabane Storm Sewer Improvements Project - A Contract in the
amount of $69,212.50 has been awarded to Gerald Vitale, Inc. of North Charleroi
for the North Strabane Storm Sewer Improvements Project. This project involves
the construction of a concrete headwall into Chartiers Creek and a trunk storm
sewer interceptor along Latimer Street to Chartiers Street in the Village of
Strabane. This project is the initial step toward correcting the flooding
problems for homeowners in the area.
Sewerage Flow Equalization Chamber Project - A Contract for $45,511.00
to construct a sewerage flow equaliztion chamber has been awarded to Gerald
Vitale, Inc. of North Charleroi. The 11,000 gallon capacity sewerage flow
equalization chamber is required to store and regulate the flow of sanitary
sewerage from the Industrial Park into the Chartiers Township's Sanitary
Authority's sewerage collection system.
New Business:
Chief Clerk presented to the Board an Arden Fairgrounds Sewage Agree-
ment which would provide for the improvement of the sewage disposal facilities
of the Arden Fairgrounds by installing sewage lines from the various sanitary
facilities located thereon to the main sewage line which is situated adjacent
to Chartiers Township Road No. 586. Chief Clerk noted that expenses of the
County would not exceed $2,000.00 for this work.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement.

Chief Clerk presented to the Board an Agreement with Earl Riggle, Sr.,
of Marianna, for the delivery of ballot boxes and all necessary voting equipment
for the May 19, 1981 Primary Election at the total cost of $2,400.00.

going Agreement with Earl Riggle, Sr.

Chief Clerk requested authorization to advertise for bids for gro-
ceries and staples for the Washington County Health Center for a 3-month
supply.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration a
Resolution authorizing a Tax Anticipation Note and using the maximum funding
technique, through Pittsburgh National Bank and appointing Babbitt, Meyers &
Co. Inc. and Commonwealth Securities and Investments, Inc. as Underwriters,
Berkman Ruslander Pohl Lieber & Engel as Bond Counsel and Pittsburgh National
,capital funding bond issue up to $3,000,000 and to prepare
Bank as paying Agent forAdocUments and to place the bond issue in the bond - -
market at the proper time to obtain the lowest possible cost.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the
Resolution as per above.

Chief Clerk presented to the Board for their consideration and
approval the Rules and Regulations on Sexual Harrassment as prepared by
Barb Gibbs, E.E.O. Officer. Ms. Gibbs commented briefly on the Policy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore-
going Policy.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and
approval a Lease and Option Agreement with Computer Election Systems for one
(1) Alpha Ballot Tab 2-3 in the amount of $14,000 for a period of one year.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agree-
ment with CES as per above.

Bob Sabot of WKEG presented to each Commissioner a tape of the bicenten-
nial speeches which they made on March 28, 1981 in front of the Courthouse.
Mr. Sabot also stated that a tape would be made with the ceremonies on it and
that it would be presented to the Bicentennial Committee to be placed in the
time capsule.
Meeting adjourned at 10:15 a.m.
