Washington, PA, April 16, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Mascara. Absent be-
ing Commissioner Gilmore. Also being present: Chief Clerk Dallatore, Admini-
strative Assistant Davis, Acting Solicitor Retos, Charles Gillespie, Budget
Director, William Sember and Earl Bugaile of the Planning Commission, Floyd
Laubnam, Photographer, Farrell Jackson, Coroner, Linda Hands, Secretary,
Susan Neft and Annette Walsh, WESA; Jim Jefferson, WJPA; Bob Sabot, WKEG;
Bob Robertson, Observer -Reporter; Lucy Rea; Girl Scouts. Also present were
various volunteers from local fire departments and local ambulance services.
Chairman called the meeting to order at approximately 10:10 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 63
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 63 be
approved as read. Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. U. S. Treasury - $160,000.00 - Employment and Training Program
New Business:
Regarding the Drug & Alcohol Program, Chief Clerk presented to the
Board for their approval the submission of the Annual Plan for FY 1981/82 and
the Statement of Intent to be executed by the Chairman.
Moved by Mr. Paluso, seconded by ter. Mascara, approving the foregoing
Annual Plan and Statement of Intent.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk informed the Board that John Bernard of Hickory has been
recommended for appointment to the Drug and Alcohol Commission for a 3-year
term, representing the Hickory -Fort Cherry Area which is not represented on the
Board and filling the "optional" slot. Said appointment effective May 1, 1981.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the appoint-
ment of John Bernard of Hickory as per above.

Concerning the WCETA Program, Chief Clerk presented to the Board
a request for approval of a non -financial agreement with the Bureau of Job
Service, Office of Employment Security for administering the 1981 Summer
Youth Program. The responsibilities would include the recruitment, screen-
ing, eligibility determination, selection and referral of individuals apply"
ing for the Summer Youth Employment Program. The agreement will be in effect
until September 30, 1981.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Non-
financial agreement as per above.

Chief Clerk presented to the Board for their consideration and
approval a Soil Conservation Service Certification relating to land rights,
water rights and construction permits for the purpose of installation,
operation, maintenance and inspection of the works of improvements in con-
nection with the Cross Creek Watershed Program.
Chief Clerk also presented to the Board an agreement with the Soil
Conservation Service concerning condemnation proceedings for six properties
in the County of Washington. Said property owners are:

Alvin Bell
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Soil
Conservation Certification and the Agreement with SCS for the condemnation of
properties as per above.

Regarding the Property & Supplies Office, Chief Clerk presented to
the Board a Proposal from Acme Window Cleaning Company for the purpose of
cleaning the windows at the Courthouse for a one (1) time cleaning. The cost
would be $792.00 which would include washing the glass in all exterior
windows, inside and outside. Chief Clerk noted that the Property & Supplies
Office had contacted three other companies and only received the proposal
from Acme Window Cleaning Company.

Chief Clerk presented to the Board a Elevator Maintenance Agreement
with Marshall Elevator Company for the purpose of servicing the three elevator,
units in the Courthouse Square Office Building. The terms of the agreement call
for the complete servicing of the elevator units and one preventive maintenance
call per month. The term of the agreement is from May 1, 1981 thru April 30,
1982. The cost is $972.00 per month.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
Proposal and Agreement.

Chief Clerk presented to the Board for their consideration and approval
the following five (5) requests for Supplemental Budget Appropriations under
each department:
1. Request from the Recorder of Deeds to appropriate $1,500
into Account 0501-451-00 - Office Supplies from Accounts
0501-405-00 - Wages ($1,000) and 0501-422-00 - Telephone
($500).
2.' Request from the Sheriff's Office for the transfer of
$4,000 to Account 0503-451-00 - Office Supplies from
0503-405-00 - Wages.
3. Request from the Public Defender's Office for the transfer
of $500 to Account 0508-451-00 - Office Supplies from 0508-
422-00 - Telephone.
4. Request from the Central Switchboard for the transfer of
$7,000 to Account 0113-422-00 - Central Telephone - from
revenues received from other departments for telephone in-
voices per 3-31-81 report.
5. Request from the District Attorneys Office for the transfer
of $2,000 to Account 0507-451-00 - Office Supplies from
0507°405-00 - Wages; also the transfer of $2,000 to Account
0507-454-00 - Auto Operation Costs from 0507-447-02 -
Constables.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
Supplemental Budget Appropriation Resolutions.

Chief Clerk announced that the County Offices will be closed on
Friday, April 17, 1981, in observance of the Good Friday Eioliday.
Solicitor:
Acting Solicitor Retos presented to the Board for their consideration
and approval the following tax refunds.
Moved by Mr. Paluso, seconded by Mr. Mascara, that the Tax Assessment
Office be authorized to prepare the following tax refund due to either duplica-
tion or overpayment of real estate or personal property tax:

Moved by Mr. Paluso, seconded by Mr. Mascara, that RESOLUTION
NO. 21, for property situate in Carroll Township, Washington County, Penn-
sylvania, sold on October 29, 1962, Tax Claim Sale, being described as Lots
153 and 154, Eldora Addition #3, DB 552-169 situate in Carroll Township,
Washington County, Pennsylvania and formerly assessed in the name of George L.
Wanner Estate, be approved and that the sum of $200.00 be accepted from
JAMES T. & MARY KIFER, Washington County Tax Claim Bureau receiving the con-
sent of the taxing districts involved: Ringgold School District-- January 27,

VOLUNTEER RECOGNITION CEREMONY:
Chairman Mascara explained that Governor Thornburgh had proclaimed
the week of April 13th to 17th as "Local Government Week" and that the theme
of "Volunteerism" was chosen to honor the many volunteers who contribute much
of their time and interest to Local Governments. Both Commissioner Mascara and
Commissioner Paluso made a few comments and thanked those volunteers present
for their untiring efforts. The Commissioners then proceeded to recognize each
volunteer present who had twenty-five or more years of active service by pre-
senting them with a Certificate of Appreciation.
