Washington, PA, April 23, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Assistant Solicitor Moschetta, Charles Gillespie, Budget Director, Roland Bourke,
Redevelopment Authority, Joseph Giecek, Parks and Recreation Director, Farrell
Jackson, Coroner, Linda Hands, Secretary, Jim Jefferson, WJPA; Bob'Sabot, WKEG;
Bob Robertson, Observer -Reporter; Annette Walsh, WESA; Lucy Rea, Girl Scouts
and Helen Miller, League of Women Voters, Harry Brock, Kopper Foods.
Chairman called the meeting to order at approximately 10:00 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 64
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 64 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Roland Bourke, Executive Director of the Redevelopment Authority,
presented to the Board for their consideration and approval a Resolution approv-
ing the proposal
for redevelopment of disposition
Parcel No. 12 in the Canons-
burg Pike Street
Redevelopment project by Sam and
Adeline Colusci for the ie-
velopment of a new
transmission service building.
Mr. Bourke explained that the
new building will
contain offices, lobby/customer
lavatories, employee lounge
and locker facilities, a transmission repair shop, new and used parts storage and
five service bays with hydraulic lifts. The total project cost will be over
$200,000.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Concerning the WCETA Program, Lou Lignelli, Director, announced to all
those present the plans for the 1981 Summer Youth Employment Program, to be ad-
ministered by the Washington County Employment and Training Agency. Mr. Lignelli
explained that WCETA has received approximately $726,014 in funds from the U. S.

Department of Labor to conduct the 10-week Summer Youth Employment
Program. Mr. Lignelli then went on to explain the details of the program.
Chief Clerk presented to the Board a Lease Agreement with Frank
Carroll for office space in the Court Square Arcade for administering the 1981
Summer Youth Employment Program at a cost of $220.00 per month plus utilities.
The period of this Lease Agreement would be from May 15, 1981 through
September 15, 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Lease
Agreement with Frank Carroll as per above.

Old Business: Awarding of bids - Groceries & Staples for WCHC
Assistant Solicitor Moschetta informed the Board that Dan Bastin,
Administrator of the Health Center, had reviewed the bids for the groceries
and staples for the WCHC and recommended the bids be awarded as follows:

Total for all bidders $32,013.33
Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the bids for
the furnishing and delivering of groceries and staples for the WCHC to the
foregoing bidders; these being the lowest and/or most responsible bids received
in accordance with the specifications.

A Contract for the reconstruction of Oakland Avenue in the Borough

of Charleroi between Fifth and Ninth Streets was awarded to Burrell
Construction and Supply Company in the amount of $67,101.55. This
Contract provides for the reconstruction of a street, new sidewalks,
curbs and storm drainage. Construction is scheduled to be completed
by the end of September,1981.
Charleroi Neighborhood Improvement Area Recreation Project - Two
Contracts have been awarded to complete recreational improvements
in the Borough of Charleroi. Contract #1 has been awarded to El
Grande Industries in the amount of $38,747.05. Contract #2 has
been awarded to Vince's Electrical Service in the amount of $5,490.65,
A $15,500 grant from the Pennsylvania Department of Community
Affairs will be matched and supplemented by Fifth Year Urban County
funds. Work is expected to begin soon on the project.
New Business:
Chief Clerk presented to the Board a proposal from William E. Atcheson
of Fredericktown for garbage service at Ten Mile Creek Park at the rate of
$100.00 per month. The term of this proposal is from June 1, 1981 throuqh
October 1, 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Proposal from William E. Atcheson.

Chief Clerk presented to the Board the Proposal Settlement Agreements and
Consent Adjudication Orders for the cases of Sohio National Resources and Manor
Real Estate Company (for the use of Gulf Oil Corporation). Assistant Solicitor
Moschetta requested that the Board approve these proposed settlement Agreements
and authorize him to sign them on behalf of the County,'the Board, the Appeal
Board and the Assessor.

Agreements and Consent Adjudication Orders as per above.

Lettrich of Charleroi as the Architect for the renovation of the Washington
County Jail and Courthouse as recommended by Mr. Sember and Mr. Glance of
the Planning Commission.

going Agreement with Robert Lettrich of Charleroi.

approval the Day Care Contract with the Department of Public Welfare. The
