COMMISSIONERS Minute No. 67 Office of County Commissioners Washington, PA, May 7, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Daivs, Acting Solicitor Retos, Charles Gillespie, Budget Director, Deborah DeStefano, Adult Services, Farrell Jackson, Coroner, Linda Hands, Secretary, Bob Robertson, Observer -Reporter, Annette Welsh, WESA, Jim Jefferson, WJPA, Bob Sabot, WKEG, Helen Miller, League of Women Voters and a group of senior citizens from the various areas in the County. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 66 each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 66 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. U. S. Treasury - $115,000.00 - Employment and Training Program New Business: Chief Clerk presented to the Board a Proclamation designating the week of May 24 - 30, 1981 as SOIL STEWARDSHIP WEEK expressing the Board's appreciatior of the value of the soil to the public welfare, and desiring to honor those who protect it. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the refinishing of office furniture and equipment located in th' Courthouse Square Building. Chief Clerk explained that the refinishing will consist of repainting office furniture and equipment to give a look of color -coordination and will in- clude the addition of custom-made caps for the desk tops. Approximatley 206 items of furniture consisting of desks, tables, chairs and file cabinets will be re- finished. 400 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes-. Motion carried unanimously. Chief Clerk informed the Board that the following individuals have been recommended for appointment to the Recount Board for the May 19, 1981 Primary Election: Anne Schellinger - McMurray Emily Stotka - Brownsville Lil Burns - Houston Robert Deckert - Venetia Grace Rutz - Monongahela Thelma Crunick - Washington Margaret Casper - Westland Nancy Komondar - New Eagle Alternates: Margaret Rockwell - W. Brownsville Bernice Oates - Monongahela Catherine Perecko - Monongahela Ted Breuer - Charleroi Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint- ment of the Recount Board for the May 19, 1981 Primary Election as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Computer Election Systems (CES) Softwar-e Licensing Agreement for the governing of conditions for tabulating punched -card ballots using CES computer Programs. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agreement with CES as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed all those present of the following News Release: Dedication and Open House of the New Liberty Tower Highrise Housing for the elderly in California, PA on Monday, May 11, 1981. The dedi- cation ceremony will begin at 11:00 a.m. at Liberty Tower located at the corner of Liberty Street and Fifth Street in California. Follow- ing the dedication ceremony an open house will be held and those in attendance will have an opportunity to tour the new highrise facility. 1 1 1 MINUTE BOOK 401 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA ' Frank R. P1aw' cEra . DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Special Order of Business: Chairman Mascara read a Proclamation declaring May as OLDER AMERICANS MONTH in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr- Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara then presented this Proclamation to Wilma Toth, Chair- person for the Washington County Advisory Council on Aging who in turn presented a plaque of appreciation to the County Commissioners. The Board thanked Mrs. Toth for the plaque, Chief Clerk presented to the Board a Proclamation designating May 11 - 17, 1981 as SALVATION ARMY WEEK uring all citizens to join in honoring the dedicated and compassionate service of the Salvation Army and its officers and soldiers in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the Salvation Army Week Proclamation as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
