Office of County Commissioners
Washington, PA, May 14, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief_ Clerk Dallatore, Administrative Assistant Davis,
Acting Solicitor Retos, Henry Fiu melli, Human Services Director, Charles
Gillespie, Budget Director, Farrell Jackson, Coroner, Linda Hands, Secretary,
Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Annette Welsh, c^?ESA;
Bob Sabot, WKLG; Helen Miller, League of Women Voters and John Mazza.
Chairman called the meeting to order at approximately 10:00 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 67
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 67 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. U. S. Treasury - $150,000.00 - Employment and Training Program
Chief Clerk informed all those present of the following News Release:
Oakland Avenue Street Reconstruction in Charleroi - Contract No. 1
was awarded to Gary Metzinger, Cement Contractor, in the amount of
$46,581.00. This work involves the construction of a 400 foot con -
Crete retaining wall along the northern side of the Oakland. Avenue
begint.ing at Sixth Street. The work is expected to begin within
three weeks and be completed by the end of July.
New Business:
Chief Clerk informed the Board that Park Rankin of Canonsburg has
been recommended for appointment to the Washington County housing Authority
to fill the unexpired term of Nathan Goff; this term would expire December 31,
1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
appointment.

Concerning the WCETA Program, Chief Clerk presented to the Board
an Agreement with SAmS Associates for the purpose of conducting a testing
and assessment program for approximately 600-700 participants in the 19R1
Summer Youth Employment Program. The term of the agreement is from June 1,
1981 - August 31, 1981 at a cost not to excee:37,�?'l�?.9�. The cost of the
program is budgeted in the Summer Youth Employment Program grant.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agree-
ment with SA14S Associates as per above.

Chief Clerk presented to the Board for their consideration and
approval an Agreement with Washington Sanitation, Inc., for the purtnose of
removing rubbish at the Health Center and Courthouse areas. The period of
the agreement is from June 1, 1921 to may 31, 19R2. There would be four (�)
pick-ups per week at the Health Center at a monthly cost of $209.00 and
three (3) pick-ups per week at the Courthouse at a monthly cost of $100.00.
Moved by Mr. Gilmore, seconded by *fir. Paluso, approving the agree-
ment with Washington Sanitation, Inc. as per above.

Chief Clerk requested authorization to advertise for bids for
ten medicine carts for the Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the
Chief Clerk to advertise for bids as per above.

Motion carried unanimously.
Chief Clerk presented to the Board a Basic Ordering Agreement
(BOA) with the U. S. Department of Justice for the safekeeping, care and
subsistence of Federal Prisoners; said agreement having been reviewed by the
Acting Warden and the Solicitor. Chief Clerk noted that the agreement will
continue for an indefinite period of time unless terminated by either party
by thirty days advance notice.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore-
going Agreement with the U. S. Department of Justice.

Chief Clerk announced that the County Offices will be closed on
May 19, 1981, Election Day.
Chief Clerk presented to the Board the following Resolution:
WHEREAS, the mid Mon Valley and highway district 12-0 (West-
moreland/Washington/Fayette and Greene Counties) have in the
past and continue today being underfunded, shortchanged and
neglected by the Pennsylvania Department of Transportation;
and
WHEREAS, statistics extracted from PennDOT factsheets and an
19-month computer printout irrefutably confirm this underfund-
ing; and
WHEREAS, by PennDOT's own statistics, District 12-0 has, by
district, the second worst roads in the Commonwealth, -yet is
ninth in funding for highway and bridge repair and replacement;
and
WHEREAS, by PennDOT's own statistics, other commonwealth high-
way districts with far superior roads are receiving dispropor-
tionate shares of existing funding; and
WHEREAS, the mid Mon Valley has suffered tragic loss of life,
injuries, damage to vehicles, loss of industry, high unemploy-
ment and loss of population.
NOW, THEREFORE, we, the Washington County Board of Commissioners
on this date have passed this resolution demanding the Governor
of Pennsylvania and the Transportation Secretary to immediately
restructure funding allocations elevating District 12-0 to a
level of funding commensurate with our needs.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the foregoing
Resolution be approved.
