PA.LUSO, COMMISSIONERS Minute No. 69 Office of County Commissioners Washington, PA, May 21, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Acting Solicitor Retos, Henry Fiumelli, Human Services Director, Farrell Jackson, Coroner, Timothy Harrison, Juvenile Probation Office Director, Linda Hands, Secretary, Bob Sabot, WKEG; Jim Jefferson, WJPA; Bob Robertson, Observer -Reporter, Annette Welsh, WESA; Helen Miller, League of Women Voters. Also in attendance: Robert C. Arthurs of Babbitt Meyers & Company; Representatives of Commonwealth Securities and Invest- ments, Inc; and representatives of the firm of Berkman Ruslander Pohl Lieber & Engel. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 68 each member having received a copy. read. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 68 be approved as Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $3,087.10 - Drug and Alcohol Program-C.A.R.E. Contract - month of March, 1981 2. U. S. Treasury - $120,000.00 - Employment & Training Program (Acting Solicitor Retos entered the meeting) New Business: Chief Clerk presented to the Board for their consideration and approval an Ordinance of the County of Washington authorizing the incurrence of nonelectoral debt by the issuance of General Obligation Bonds, Series of 1981, in the aggregate principal amount of $2,400,000.00 for the purpose of providing funds for renovations of the Washington County Jail and Courthouse, acquisition of voting machines, purchase of moveable equipment and machines for County offices, land acquisition and flood control (Cross Creek Park) and the County Assessment Program and to pay all costs and expenses of issuance of the bonds; fixing the form, number, date, amounts and maturities thereof; providing for the sale thereof at negotiated sale; pro- viding for the payment of debt service thereon; authorizing the execution and delivery thereof; L� MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R..€*lascara y DAVID L. (It was noted that the purchase will be confirmed on June 18, 1981.) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Ordinance. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Motion carried unanimously. Property & Supplies Department: Chief Clerk presented to the Board an Agreement with Simplex Time Recorder Company for the purpose of maintaining a service, inspection and testing agreement for the fire alarm system within the new county office building. The terra of the agreement is from July 1, 1981 to June 30, 1982. The annual fee is $1,450.20. This agreement covers all equipment with the exception of defective smoke detectors and includes a semi-annual inspec- tion of the system. Chief Clerk noted that Simplex is the company who installed the system and therefore recommended to handle the maintenance of this technical system. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agreement with Simplex Time Recorder Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk also presented to the Board an agreement with the Washington County Authority stipulating that Washington County will be responsible for the maintenance, repair and operation of the County Office Building as well as collection of revenues in the parking facility. This agreement has been reviewed by Solicitor Retos and approved at a special meeting of the Washington County Authority on May 18, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agreement with the Washington County Authority as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISMONERS Chief Clerk presented to the Board for their consideration and approval an applicatior to the Juvenile Court Judges' Commission for a grant for a Student Intern Program in the amount of $4,000.00 for two (2) positions for the period of June 8, 1981 through August 14, 1981. Henry Fiumelli noted that this grant is 100% refundable by the State. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Application. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced that the County Offices will be closed on Monday, May 25, 1981 in observance of the Memorial Day Holiday.
