The Hoard of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Acting Solicitor Retos, Farrell Jackson, Coroner, Roland Bourke, Director of
the Redevelopment Authority, Linda Hands, Secretary, Bob Sabot, WKEG; Jim
Jefferson, WJPA; Annette Welsh, L7'SA; Jon Stevens, Observer -Reporter and
"fir. John Thompson, United Way.
Chairman called the meeting to order at approximately 10:00 a.m.
and asked if there were any corrections, additions or omissions to
Minute No. 69 each member having received a copy.
Moved by Mr. Gilmore, seconded by "ir. Paluso, that Minute No. F9 be
approved as read.

Special Order of Business:
Roland Bourke, Executive Director of the Redevelopment Authority,
presented to the Board a Resolution approving the execution of a sub -division
plan for the Washington County Industrial Park in North Strabane and Chartieis
Townships. Mr. Bour?:e ]lriefly outlined the project.

Chief Clerk informed the Board of the receipt of the following
1. Commonwealth of Pa. - $59,639.19 - Reimbursement for expendi-
tures incurred for Bridge Inventory Program

Chief Clerk informed the Board of a Public Notice concerning a Depart-
ment of the Army Permit submitted by Duquesne Light Company of Pittsburqh to
perform maintenance dredging, as required, for a period of ten years, in order
to provide sufficient depths for barge docking operations and unrestricted flow
of cooling water at the intake and discharge structures at the following
locations: (a) Monongahela River, Left Bank; (b) Allegheny River, Right Bank-
(c) Ohio River, Back Channel, Right Bank and (d) Ohio River, Left Bank.
Releases:
Chief Clerk informed all those present of the following two (2) mews
Lelloyne Center Recreation Project in the City of Washington -
The Contract was awarded to Recreational Surfaces, Inc. in the
amount of $9,987.00 for work involving the resurfacing of an
existing tennis court with a new color -coordinated "Lay-Kold"
surface. Also to be undertaken is some general seeding an�_top�
soil work around the perimeter of the court. The work is expected
to begin within two weeks and be completed by the end of June.
Sycamore Street Reconstruction Project in the City of Washinaton
(Phase II) - The Contract was awarded to Burrell Construction &
Supply Co. in the amount of $177,00n.0n. The work involves
total reconstruction, including a complete drainage network with
inlets, manholes and underdrain from Maple Avenue to Henderson
Avenue. Work is expected to begin within two weeks and be com-
pleted by the end of July.
New Business
Chairman 'Mascara read a Proclamation designating the month of June
as UNITED WAY TIiA1111',S FOR GIVING MONTH and urging all citizens to participate
in the special programs, open house and other_ events that demonstrate the
character and compassion of the United Way. Mr. Mascara then presented said
Proclamation to Mr. John Thompson of the United Way Office who made a few re-
marks.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing
Proclamation.

Chief Clerk informed the Board that Mayor Pete Daley of California
has been recommended for appointment to the SPRPC Board filling the vacancy
of Louis Bell. This term expires December 31, 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint-
ment of Mayor Pete Daley as per above.

Motion carried unanimously.
Chief Clerk presented to the Board an addendum to the original
agreement between the County of Washington and the Washington County Chapter
of the Association for Retarded Citizens dated July 1, 1980. This addendum
is for the provision of Community Living Arrangement services for three (3)
additional clients. The County is to make available to ARC a maximum of
thirteen thousand dollars ($13,000.00) for this purpose. Said addendum to
be effective June 1, 1981. Chief Clerk noted that the $13,000.00 is 100%
reimbursable by the State.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the adden-
dum as per above.

Chief Clerk presented to the Board a request from the Chief
Assessor, Wayne Fleming, for the approval of an extension of the "Discount"
period for the "Revised", "Corrected" or "Duplicate" taxables until June 30,
1981 due to errors made on the tax bills.
Moved by Pair. Gilmore, seconded by Mr. Paluso, approving the fore-
going extension of the "Discount" period on the tax hills.

Motion carried unanimously.
Chief Clerk presented to the Board a Resolution which was adopted
by the membership of the PSACC at its seminar in Harrisburg held during
may 10 - 12 which states that the PSACC supports the continuation of the
County Court Cost Reimbursement Program with the following conditions:
a. That each County shall receive $70,0n0 per authorized Common
Pleas Court Judge where the county and the judicial district is coterminous.
Where the judicial district is comprised of more than one county, the
$70,000 per authorized judge shall be prorated on a population basis.

b. Tiiat no county shall receive less than 75% of the previous year's
-appropriation.
c. That each county which provides services to an Appellate Court
Judge receive first priority for 100% funding from the state for providing said
services.
BE IT FURTHER RESOLVED that the PSACC recommend to the General Assembly
specific county appropriations in the proposed 1981-82 General Fund Budget from
which $27.5 million can be reallocated to fund the County Court Cost Reimburse-
ment Program.
A brief discussion followed.
Moved by Pir. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Concerning the WCETA Program, Chief Clerk presented to the Board the
following Agreements:

The purpose of these Agreements is to provide the specified training
programs for CETA participants under CETA Title IIB. The terms of the Agreements3
is from June 1, 1981 through September 31, 1981. The Agreement amounts will
not exceed those listed above.
Moved by Mr. Gilmore, seconded by Per. Paluso, approving the foregoing
Agreements.

Chief Clerk announced that there will be a Salary Board Meeting on
Thursday, May 28, 1981 at 1:30 p.m.

10:30 A.M. - OPENING OF BIDS - MEDICINE CARTS FOR THE WCHC
Mr. Metcalfe reported to the Board that no bids were received.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the
Chief Clerk to re -advertise for bids for the ten (10) medicine carts for
the tlashington County Health Center.
