PALUSO, COMMISSIONERS Minute No. 71 Office of County Commissioners Washington, Pa., June 4, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Gilmore. Absent being: Commissioner Mascara who was out of town on County business. Also being present: Chief Clerk Dallatore; Acting Solicitor Retos; Administrative Assistant Davis; Coroner Jackson; Budget Director Gillespie; Bob Sabot - WKEG; Jim Jefferson - WJPA; Bob Robertson - Observer -Reporter; Annette Welsh - WESA; Helen Miller of The League of Women Voters; and George Stuart. Vice -Chairman Gilmore called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 70, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 70 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - $125,000.00 - Employment & Training Program 2. Commonwealth of Pa. - $5,566.90 - reimbursement for expenditures for Cross Creek Watershed 3. Commonwealth of Pa. - $8,281.35 - reimbursement for Indochinese Refugees - 2nd and 3rd quarters of 1980 Chief Clerk informed all those present of the following News Release: The U.S. Department of Housing and Urban Development (HUD) has notified the Washington County Housing Authority that HUD has approved an additional 60 units under the Section 8 Rent Subsidy Program for Washington County. The addition of these 60 new units increases the total number of subsidy units being administered by the Housing Authority to 410. New Business: Chief Clerk presented to the Board a proposal from Main Hurdman & Cranstoun to perform an audit of the Children and Youth Program for the periods of 1-1-80 to 6-30-80 and 7-1-80 to 6-30-81 for an amount not to exceed $13,400.00 plus expenses. It was noted that the Budget Director, Mr. Gillespie, had not had an opportunity to review this proposal; therefore, Vice - Chairman Gilmore recommended that the matter be tabled. (CETA Program) Chief Clerk presented to the Board a request to amend the Agreement with Penn Commercial Beauty Academy (Title II-B) by an additional $2,000.00 due to the addition of training costs in relation to books and supplies. The revised total authorization amount is $30,799.92. 415 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R. Mascara, DAVID L. GILMORE. EDWARD M. PAL$1SO, COMMISSIONERS Chief Clerk presented to the Board a request to modify a Title IV YETP contract with the Pittsburgh Catholic Educational Programs, Inc., in order to increase their level of service from 20 to 33 positions. This would necessitate an increase in their budget of $21,000.00; the new budget total would be $174,283.00. The contract period is from October 1, 1980 through September 30, 1981. Chief Clerk also presented to the Board a request to enter into an Interdepartmental Agreement with the Washington County Department of Parks and Recreation for the purpose of con- ducting two (2) YCCIP projects. One project would consist of two 5-men crews to work at the Mingo Park to complete a physical fitness trail, build playground equipment, demolish small buildings and repair other buildings on.thea-Park grounds. The other project would consist of a 2-man crew to work at the Cross Creek Park in conjunction with the Parks and Flood Control Depart- ments. The Mingo Park Project would also require two supervisors of the work crews wh® would be paid $5.00 an hour and work a 40-hour week. The work crews would be paid $3.35 an hour and also work a 40-hour week. The term of this agreement would be from June 15, 1981 through September 30, 1981. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing amendment, modifi- cation and Interdepartmental Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Lease Agreement with the WCETA for the purpose of providing a Xerox 3400 copy machine with sorter to the WCETA. The lease is for a term of five (5) years commencing on September 19, 1980 (date of installation) and ending on September 18, 1985, payable in monthly installments of $287.75. This monthly installment is to cover the County's obligation on this xerox machine to First National Bank. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Lease Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Solicitor: Acting Solicitor Retos presented to the Board for their consideration and approval the following tax refunds. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be author- ized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1.
