Office of County Commissioners
Washington, PA, June 11, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Acting Solicitor Retos, Charles Gillespie, Bridget Director, Linda Hands,
Secretary, Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Annette Welsh,
WESA; Bob Sabot, WKEG; Lucy Rea, Girl Scouts and Helen Miller, League of Women
Voters.
Chairman called the meeting to order at approximately 10:00 a.m. and
asked if there were any corrections, additions.or omissions to Minute No. 71
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 71 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Chief Clerk presented to the Board the Proposal from Main Hurdman &
Cranstoun (which was tabled last week for further review by the Budget Director
and Human Services Director) for the audit of the Children & Youth Program for
the periods of 1-1-80 to 6-30-80 and 7-1-80 to 6-30-81. Fees for the audit will
not exceed $13,400 plus expenses and work would begin sometime in June, 1981.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Proposal.

Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - $85,000.00 - Employment & Training Program
* 2. Commonwealth of Pa. - $43,938.00 - For Appellate Court costs
for fiscal year 1979
* 3. Commonwealth of Pa. - $163,504.61 - Reimbursement for costs for
administration and operation of the courts during fiscal year
1979
* The Commissioners noted that these checks were for reimbursement for, the year 1979 and that no
reimbursement had been received for 1980 and 1981. A short discussion followed.

New Business:
Chief Clerk requested authorization for the Board to execute a Petitions
for Court Approval of the Purchase and Sale Price of the Women's County Home lo-
cated in South Strabane Townshfip for conveyance to the Industrial Development Corporation.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the execution
of the Petition as per above.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board a letter of understanding with the
Beaver County Commissioners in whichW,ashington County agrees to establish a
reception point for 5,870 residents of Beaver County at the designated evacuations
site at Arden Downs (Old Race Track), Wasington County, pursuant to the Beaver
County Emergency Operations Plans for Radiation Incidents -Beaver Valley/Shipping.-
port dated September 12, 1980.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the letter of
understanding with Beaver County as per above.

Chief Clerk presented to the Board an invoice from R. M. Keddal &
Associates, Inc. for the professional services rendered for the preliminary
report on the West Middletown Company, Inc. condemnation at Cross Creek Park
in the amount of $611.75.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment
to R. M. Keddal & Associates, Inc. as per above.

Chief Clerk requested authorization to advertise for bids for the
printing of 10,000 copies of the Washington County Profile Publication.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids as per above.

CETA
Chief Clerk presented to the Board a request to increase the level
of service in the Washington School District from ten training positions to
fifteen positions at no additional cost. The contract term is from October 1,
1980 through September 30, 1981 under Title IV Youth Employment and Training
Program (YETP).
Chief Clerk also presented to the Board the following Contracts with
the two (2) Area Voaational Technical Schools in order to conduct a Summer
Vocational Exploration Program. This program will give the 14 and 15 year old
participants in the Summer Youth Employment Program the chance to explore
several career areas and to enhance their abilities to make appropriate career
choices in the future. The students will be attending for 62 hours a day for
the 8 days. The terms of the Contracts will be from June 15, 1981 through
July 30, 1981 under CETA Title IV - Summer Youth Employment Program (SYEP).
Mon Valley Area Vocational Technical Shcool - for the contract
amount not to exceed $30,000.00 to serve approximately 150 stu-
dents ages 14 and 15 - the areas covered will be Welding, Build-
ing Maintenance, Auto Mechanics, Medical Assistant, Cosmotology
and Textile Fabrication.
Western Area Vocational Technical School - for the Contract
amount not to exceed $25,000.00 to serve approximately 150 stu-
dents ages 14 and 15 - the areas to be covered will be Business
Data Processing, Cosmotology, Health Assistant, Automotive
Mechanics, Carpentry and Masonry.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Contracts under the CETA Program.

the following requests for Supplemental Budget Appropriations under each depart-
ment:

2. Request from the Juvenile Probation Office for the transfer
of $200 to Account 0260-456-00 (Minor Equipment) and $800
to Account 0260-451-00 (Office Supplies) from Account 0260-
407-00 (Overtime)
3. Request from the Clerk of Courts Office for the transfer
of $1,000 to Account 0505-451-00 (Office Supplies) from

4. Request from the Courts - Court Administrator -for the trans-
