COMMISSIONERS Minute No. 73 Office of County Commissioners Washington, PA, June 18, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Budget Director, Charles Gillespie; Lou Lignelli, Property & Supplies Director; Farrell Jackson, Coroner; Steve Wiencek, of the Redevelopment Authority; Linda Hands, Secretary; Fran Powers, Brownsville Telegraph; Dean Richardson and Jane 11. Joffe, Berkman Ruslander Pohl Lieber & Engel; Bob Robertson, Observer - Reporter; Jim Jefferson, WJPA; Bob Sabot, WYFG; Lucy Rea, Cirl Scouts: Helen Miller, League of Women Voters and Linda Miller, MESA. Chairman called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 72 each member having receive WRISS` IA Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 72 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Steve Wiencek of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving the Cooperation Agreement between the Redevelopment Authority and the County Commissioners with regards to the Charleroi Central Business District Renewal Area. Mr. Wiencek briefly outlined the project. Moved by 11r. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Air. Mascara - Yes. Motion carried unanimously. Mr. Wiencek also presented to the Hoard a Resolution authorizing adoption of the Subdivision Plan for the Arden Downs industrial Redevelopment Area situate in South Strabane Township. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara.- Yes. Motion carried unanimously. 1 423 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Frank R. Mascara, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Old Business: Awarding of Bids - Ten (10) Medicine Carts for the WCHC Chief Clerk informed the Board that Dan Bastin, Administrator of the Health Center, had reviewed the bids for the ten (10) medicine carts for the WCHC and recommended that the bid be awarded to STUART'S DRUG & SURGICAL SUPPLY, INC., of Greensburg; this being the lowest and most responsible bid received in accordance with the specifications. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the bids for the ten (10) medicine carts as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Per. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following Check: Release: 1. U. S. Treasury - $85,000.00 - Employment & Training Program Chief Clerk informed all those present of the following News Washington Park Recreation Project - City of Washington - The Contract was awarded to A & R Installations, Inc. in the amount of $18,278.89. The work involves replacement of bleachers at the Pony Field at Washington Park with new wood bleachers with fiberglass covers. Also, a 30 foot french drain will be in- stalled above the bleachers (at the top of the hillside) to dissipate the water flow in the bleacher- area. Work is expected to begin within two weeks and be completed by the end of July. New Business: Chief Clerk presented to the Board a Change Order to the contract with Wine Contruction Company for the construction of the Raccoon Valley Sportsmen parking lot. The cost of the project would not exceed $14,029.60 and work is expected to be completed by August 30, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Change Order with Wine Construction Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk presented to the Board an Agreement between the Adult Welfare Services and the Southwestern Pennsylvania Area Agency on Aging which states that in the event that the County Legal Department is unable to provide legal assistance in the areas of guardianship proceedings and Foster Home Proprietors, the County Commissioners will designate legal representation out- side of the County Legal Department to represent the Adult Welfare Services at the rates of $250 per case for guardianship proceedings and $50 per hour for the Foster Home Proprietors. Agreement. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Hoard for their consideration and approval the following requests for Supplemental Budget Appropriations under each department: 1. Request from Judge Richard DiSalle's Office for the appropriation of $5,000 for additional books and publications - account 0142- 454-00 ($4,000) and Office Supplies - Account 0142-451-00 ($1,000). (Superior Court) 2. Request from the Military Affairs Office for the transfer of $522 to Account 0159-451-00 (Office Supplies) from Account 0159- 434-00 (Appropriations and Subsidies) 3. Request from the Juvenile Probation Office for the appro- priation needed due to the establishment of two (2) new Probation Officer positions as per Salary Board Reorganization Meeting that were not budgeted in the original budget. Concerning WCETA, Chief Clerk presented to the Board an amendment to the Agreement with Triangle Institute of Technology for the purpose of increasing the Contract by $700.00 due to an increase in the tuition which was not included in the original authorization amount. This is funded under Title II-B. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the in- crease in the agreement with Triangle Institute of Technology as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a request from the Property & Supplies Department to declare an emergency situation relative to the repair of the air conditioning unit which cools the Court House. Mr. Lignelli explained that a leak had been detected in the water system that goes to the air conditioning to the Court House - a pressure valve had popped off which caused damage to the air conditioning unit. Mr. Lignelli also stated that he had contacted MCC Powers which is the service repair company; and as a result of the damage, they had to call one of their experts from Philadelphia who is presently assessing the situation. lie stated the estimate of the damage will not be known until some time Friday or Monday. lie also stated that he has located a couple of companies that would be interested in renting to the County some window air-conditioning units but that will depend on how long the air conditioning system be down. 426 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYL.VANIA Frank R. mascara, DAVID L. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting a Resolution declaring an emergency situation as per above. Roll call vote taken: Mr. Paluso - Yes; I3r. Gilmore - Yes; Mr. 14ascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a one-year Agreement of Cooperation with the Southwestern Pennsylvania Area Agency on Aging for the purpose of formally establishing a working relationship regarding the development of policies and priorities for services to the elderly residents of Washington County.
