PALUSO, COMMISSIONERS -K-7 ------ - Minute No. 74 Office of County Commissioners Washington, PA, June 25, 19q1 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Actina Solicitor Retos, Charles Gillespie, Budget Director,- Henry Fiumelli, Human Services Director; Lou Lignelli, Property & Supplies Director; Ken Krupa, Planning Commission; J. James Fillingham, Architect; Linda Hands, Secretary; Bob Robertson, Observer -Reporter; Jim Jefferson, WJPA; Bob Sabot, WKEG; Linda Miller, WESA; Lucy Rea; Girl Scouts and Helen Miller, Leacrue of Women Voters and representatives of the Washington County Chapter of the Open Doors for the Handicapped. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to minute No. 72 each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that 1111inute No. 73 be, approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Plascara - Yes. Tiotion carried unanimously. Snecial Order of Business: Janet Tucci, architectural barriers chairman for Open Doors for the Handicapped, presented to the Board a plaque which pays tribute to the efforts of the Commissioners, the Washington County Authority and Architect J. James Fillingham in making the Courthouse Square Office Building the most architect- urally accessible building in the county. Linda Yelanich, President of O'OE'n Doors for the Handicapped, also made a few brief remarks. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $10,000.00 - EMS Highway Safety Project #EM80-79-1 2. U.S. Treasury - $92,000.00 - Employment & Training Program 3. Commonwealth of Pa. - $2,413.55 - Day Care Contract #9630 Nonth of June, 1980 (Retroactive U.C.) 4. COMMISSIONERS New Business: Chief Clergy: presented to the ?hoard an Agreement with Robert Murdoch of Graysville, PA, for the purpose of conducting an analysis of operations at the °lashington County Airport and comparing those operations with four (4) other airports which include Butler/Graham, Beaver County, Wheeling and Greene County Airports. The County will reimburse Mr. Murdoch $20.00 per hour which includes expenses and at a cost not to exceed $1,600.00. Work will be completed by August 14, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board an Agreement with Foreman, Bashford and Wallace of Zelienople for the purpose of conducting an Energy Audit for the County Courthouse and Jail for the total sum of $1,500.00. 14oved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding WCETA, Chief Clerk presented to the Board an Agreement with Budget Rent -a -Car of Pittsburgh for the leasing of a 15-passenger van for the period of three months. This van would be used to transport Y.C.C.I.P* participants that will he working in the Mingo Park in conjunction with the Department of Parks and Recreation. The cost of the van will be $580.00 per month plus 12per mile. The term of the agreement will be from July 1, 1981 through September 30, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agree- ment with Budget Rent -a -Car of Pittsburgh as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board an addendum to the Agreement with Erin A. McKinley, M.D., LTD., for the provision of medical services at the County Jail. Said addendum provides for an increase of $150.00 per month thereby setting the contract rate at $1,300 per month. Said addendum was approved at the last Prison Board meeting. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriations: 1. Request from the Resources & Investigations Office for the transfer of $450 to Account 0112-451-00 (Office supplies) from Account 0112-401-00 (Salary of Department Head) ($200) and 0112-404-00 (Other Staff Salaries) ($250). 2. Request for the County Airport Budget for the transfer of $1,600 to Account 0155-428-02 (Contracted Services - Operation Study) from the following accounts and amounts: Account No. Account Name Amount 0155-429-00 Contracted Main- tenance & Repair $500.00 0155-454-00 Other Supplies 800.00 0155-457-00 Equipment Repair 300.00 $1,60n.00 3. Request from the Washington -Greene MII/MR Program for the purpose of retaining $50,960.00 of State money in Washington County rather than returning it to the State by increasing the 1980-81 appropriation by $4,477.00. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval two deeds with Lloyd and Mary Ellen Kimple and John and Mary Szedon. Chief Clerk explained that these properties, located in Nottingham Township, were subjects of Declarations of Taking back in 1974 and the County is now returning to these individuals all the mineral rights including gas and oil, with the exception of the 'Naynesburg Seam of Coal. deeds. PALUSO, COMMISSIONERS Chief Clerk presented to the Board an Agreement between the Depart- ment of Health, Office of Drug and Alcohol Programs and the Washington - Greene Counties for operation of the Drug and Alcohol Program. The agree- ment is for a period of six (C) months; beginning July 1, 1981 and continu- ing through December 31, 1981 for the total sum of $247,022.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Agreement. Roll call vote taken: Kr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. !-Notion carried unanimously. Chief Clerk presented to the Board a request from the Department of Property & Supplies to have Level B of the Parking Garage available to use by the general public and to approve the parking rate as indicated be- low. The garage will he open between 9:00 a.m. to-5:00 p.m. Monday thru Friday, exclusive of County honored holidays. Chief Clerk presented to the Board a Resolution regarding the Clean Air Act and Implementation of the Inspection and maintenance Program stating that the Commissioners express their support for the federal Clean Air Act, but at the same time declared that an inspection and maintenance program needs further study. rlr. Mascara also pointed out that the law- suit which led to the mandate was filed in the early 1970's and cars since that time have been equipped with elaborate emission controls which should satisfy the standards of the Clean Air Act. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mac. Mascara - Yes.
