COMMISSIONERS Minute No. 75 Office of County Commissioners Washington, PA, July 2, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Administrative Assistant Davis, Acting Solicitor Retos, Charles Gillespie, Budget Director; Attorney Melvin Bassi, Coroner Jackson, Earl Bugaile, Bob Smouse, Planning Commission; Lou Lignelli, Property & Supplies Director; Roland Bourke, Redevelopment Authority Director; Betty Gallo, Secretary; Dave Buddinger, Observer -Reporter; Jim Jefferson, WJPA; Linda Miller, WESA; and Helen Miller, League of Women Voters. Chairman called the meeting to order at approximately 10:05 a.m, and asked if there were any corrections, additions or omissions to Minute No. 74 each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 74 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke, Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution accepting the provisions of an Amended Grant Agreement authorized by the U.S. Department of Housing and Urban Development under Section 108 of the Housing and Community Development Act of 1974, as amended. Mr. Bourke briefly outlined the purpose of this Resolution which will secure funds for revitalization of the commercial district in Charleroi. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Awarding of Bids - Printing of Washington County Profile Publication Acting Solicitor stated that he had reviewed the bids for printing of the Washington County Profile Publication and recommended that the bid be awarded to the lowest bidder - S.A. MANCUSO PRINTING CO., INC., of Washington; this being the lowest and most responsible bid received in accordance with specifications. Moved by Mr. Gilmore, seconded by 11r. Paluso, awarding the bid for printing of the Washington County Profile Publication as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS Correspondence: Administrative Assistant informed the Board of the receipt of the following checks: Release: 1. Pa. Department of Public Welfare - reimbursements for faster care and institutional care payments: $121, 926.86 2nd quarter (1980) $120, 895.76 3rd quarter (1980) 2. Pittsburgh National Bank - $143, 982.57 - interest and principal C.D. #1929 - matured June 30, 1981 Administrative Assistantw informed the Board of the following News The Washington County Commissioners have announced that the U.S. Department of Housing and Urban Development (HUD) has given final approval to an $815,000 Urban Development Action Grant (UDAG) Program which will facilitate a $14 million expansion by Dynamet, Inc., in Chartiers and South Strabane Townships. The County Redevelopment Authority will execute a $773,738 contract for site improvements with M & M Equipment Sales Co, of Burgettstown on July 7, 1981, The improvements included within this contract are the relocation of a portion of Chartiers Creek, backfilling the old channel and grading and compacting an approximately 12 acre site to an elevation above the level of the 100-year flood. The 12 acre parcel will be conveyed to Dynamet, Inc., following completion of the site improvement work. On July 6, 1981, the Redevelopment Authority will convey a 6 acre parcel to Dynamet on which the site improvement work will be done by the company. The $14 million expansion by Dynamet on land provided under the County's UDAG Program will result in 104 new jobs and provide additional tax revenues to the County, school district and local governments, Administrative Assistant presented a Lease agreement for the Board's consideration and approval between the County of Washington and the Washington County Redevelopment Authority for leasing a xerox photocopy machine, Model No. 3100, bearing Serial No. 446-099286, on a month -to -month basis, commencing July 1, 1981, for the rental sun of $137.98 per month. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Lease. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Administrative Assistant present two (2) Requests for Supplemental Budget Appropriations for the Board's consideration - for the transfer of funds in the amount of $750 to Acct. No. 0250-422-00 (Telephone) from Acct. No. 0250- 403-00 (Salaries of Professional Staff) for Adult Probation; and the transfer of funds in the amount of $5,300 to Acct. No. 0156-428-00 ($5,000) Contracted Services) and Acct. No. 0156-431-00 ($300) from Acct. No. 0156-404-00 (Other Staff Salaries) for County Parks. 440 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. COMMISSIONERS Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Requests for Supplemental Budget Appropriations. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Administrative Assistant announced that the County offices will be closed on Friday, July 3, 1981, in observance of the 4th of July holiday. Administrative Assistant informed the Board that the Children & Youth Advisory Board has recommended that Russell W. Piper, M.D. of Washington, Pa., be appointed to replace Dr. Edward Foley on the Board for a three year term commencing July 1, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of Russell W. Piper, M.D. to the Children & Youth Advisory Board as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the Washington County Employment & Training Agency, Adminis- trative Assistant presented two (2) amendments to the following agreements: Optician's Institute - to increase funds from $35,365.09 (Title IIB) to $35,575.09 to cover increases in exam rates and book costs. Washington High School - increase in funds from $24,288.00 (Title IV-YETP ) to $29 , 899.00 to cover increases in Allowance payment rates. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing amendments. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the County's legal department, Mr. Mascara thanked Attorney George Retos for filling in as Acting Solicitor since December 1980, and then introduced Attorney Melvin Bassi of Charleroi, who will be appointed today as the new County Solicitor for the Commissioners. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of Melvin Bassi, Esq., as County Solicitor for the Commissioners. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
