Office of County Commissioners
Washington, PA, July 16, 1981
The Board of Washington County Commissioners met in regular session
with the following members being present: Commissioners Paluso, Gilmore and
Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant
Davis, Solicitor Melvin Bassi, Judge Sweet, Charles Gillespie, Budget Director;
Lou Lignelli, Property & Supplies Director; Roland Bourke, Redevelopment Author-
ity; Henry Fiumelli, Human Services Director; Farrell Jackson, Coroner; Linda
Hands, Secretary; Jim Jefferson, WJPA; Bob Sabot, WKEG; Linda Miller, WESA and
Dave Budinger, Observer -Reporter.
Chairman called the meeting to order atapproximately 10:00 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 75
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 75 be
approved as read.

Special Order of Business: 1. Judge Sweet - Courts
2. Roland Bourke - Redevelopment Authority
(1) Judge Sweet came before the Board in order to discuss the proposed
appointment of Tammy Wade as Deputy Court Administrator - Divorce, vice
Virginia Serevicz, effective July 20, 1981. Judge Sweet explained to the Board
the reasons involved in having this position filled and briefly outlined the
caseload of the Divorce Court. Discussion followed. The Board and Judge Sweet
agreed that the matter would be taken care of.
(2) Roland Bourke, Executive Director of the Redevelopment Authority,
presented to the Board a Resolution accepting the provisions of a Grant Agree-
ment authorized by the Department of Housing and Urban Development under the
Community Development Grant Program. Mr. Bourke briefly outlined the details
of this Grant Agreement.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Mr. Bourke also presented to the Board a Resolution approving local
amendments to the County's Community Development Programs for fiscal years
1980 and 1981, respectively. Mr. Bourke outlined the details of these amend-
ments.

Resolution.

New Business:
Chief Clerk presented to the Board an Agreement with Colleen Conner
as a Medical Records Consultant at the Washington County Health Center at a ratE
of $25.00 per hour with a maximum of three (3) hours per visit. The Consul-
tant will make at least one visit a year and will be available on an as -needed
basis. This agreement will be effective as of July 1, 1981 and shall continue
until July 1, 1982.

with Colleen Conner as per above.

Chief Clerk presented to the Board a Liquid Fuels Application in
the amount of $350,000 for the purpose of relocating and upgrading a portion of
L. R. 62035, Cross Creek Township. This improvement is federal reimbursement iro
conjunction with a local flood control project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Liquid Fuels
Application as per above.

for labor and material required to replace eight existing lavatory faucets in
the County Jail at a cost of $1,120.00.

Chief Clerk presented to the Board for their consideration and
approval the following requests for Supplemental Budget Appropriations:
1. Request from the Property & Supplies Office for the trans-
fer of $2,000 from Account 0126-404 to a new Account
#126-465 - Miscellaneous Expenses incurred by supplies pur-
chased for the Public Parking Garage.
2. Request from the Sheriff's Office for the transfer of
$500 to Account 0503-458-00 (Clothing) from Account
0503-405-00 (Wages)
3. Request from the maintenance of county buildings for the
transfer of $6,000 to the new account 0127-475-00
(furniture) from Account 0128-462-00 (Housekeeping Supplies)
4. Request from the County Jail for the transfer of
$3,000 to Account,0210-451-00 (Office Supplies) ($1,000)
and Account 0240-454-00 (Other Supplies) ($2,000) from
Account 0220-405-00 (Wages)
5. Request from the Human Services Department for the appro-
priation needed to fund the position of Human Services
Planner by the Salary Board Reorganization Meeting. Amount
of resolution should be $15,511 which includes the Salary
and Fringe Benefits.

Regarding the WCETA Program, Chief Clerk presented to the Board an
Agreement with Scott H. Fergus, Esq. for the purposes of providing legal ser-
vices in conjunction with the businessconducted by the agency in conformance
with the Comprehensive Employment and Training Act. This agreement will go into
effect on July 13, 1981.

with Scott H. Fergus, Esq. as per above.

Chief Clerk presented to the Board an Agreement with the Washington -
Greene Community Action Corporation for the purpose of developing a community

resource brochure. The brochure will contain information pertinent to the
services, such as unemployment insurance, public assistance, day care, etc.,
available to economi-cally disadvantaged residents of Washington County. The
brochure will be distributed, through formal training sessions, to the approxi-
mately 200 Public Service Employees that are to be laid -off as of September 30,

1981. The Agreement will be administered under CETA Titles IID and VI. Terms
of the Agreement will be for the period of July 13, 1981 through September 30,
1981 at a cost not to exceed $6,000.00

of auditing 30 sub -contracts during the 1979-80 fiscal years, for an amount not
to exceed $30,000.00. The standard billing rate of $27.50 per hour will be
charged, with the total cost ranging in the area of $25,000.00 to $30,000.00.

Chief Clerk presented to the Board for their approval and execution
a Petition for Permission to Transfer County Property which involves two tracts
of land situate in Nottingham Township (ME-38 and ME-39 in Mingo Creek Park).
This Petition stipulates that an agreement has been reached between the County
and William J. and Marjorie B. Bartram by which the Bartram's will pay to the
County the sum of $35,106.00 upon the transfer to the Bartram's the County's
right, title and interest in tracts ME-38 and ME-39.

as per above.
