Washington County Commissioners
Washington, PA, July 23, 1981
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Mascara. Absent
being: Commissioner Gilmore. Also being present: Chief Clerk Dallatore,
Administrative Assistant Davis; Solicitor Bassi; J. Bracken Burns, E.M.S.;
Roland Bourke, Redevelopment Authority; George Retos, Law Clerk; Henry Fiumelli,
Human Services Director; Linda Hands, Secretary; Fran Powers, Telegraph;
Bob Sabot, WKEG; Jim Jefferson, WJPA; Dave Budinger, Observer -Reporter and
Helen Miller, League of Women Voters.

Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 76 be
approved as read.

Motion carried unanimously.
Special Order of Business:
Roland Bourke of the Redevelopment Authority presented to the Board
for their consideration and approval a Resolution authorizing execution of a
Compliance Certificate certifying compliance with deed and agreement conditions
and restrictions in the conveyance from Washington Industrial Development Corp-
oration to Reata Development Company. Mr. Bourke briefly outlined the Resolution.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
Resolution.

Motion carried unanimously.
Bracken Burns, EMS Director, presented to the Board 3 (three) appli-
cations for Highway Safety Project Grants as follows:
1. Avella Ambulance Service for the purchase of a new ambulance
vehicle at a total cost of $30,000; $20,000 of that being matched
from the applicant and $10,000 of Federal Funds.
2. For the purpose of acquiring 18 sets of MAST Trousers on
behalf of 13 applicant services at a cost of $5,400; $2,700 of
that being matched by the applicants and $2,700 being matched
by Federal Funds.

3. Bentworth Ambulance Service and Nichol Ambulance Service for 2-
(two) Monitor/Defibrillator Recorders at a total cost of $12,000;
$6,000 of that being matched from the applicants and $6,000 of that
being matched from Federal Funds.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the 3 (three)
applications for Highway Safety Project Grants as per above.

New Business:
Chief Clerk requested authorization to advertise for bids for proposals
for the MH/MR audit for the fiscal year 1980-81.
Moved by Mr. Paluso, seconded by Mr. Mascara, giving Chief Clerk auth-
orization to advertise as per above.

Chief Clerk presented to the Board for their consideration and approval
the following Supplemental Budget Appropriation:
Account
1. Request for the Health Center Admi nistr_ati`on/ for the transfer
of $75.00 to Account 1010-447-01 (Legal Fees) from Account
1010-424-00 (Employee Reimbursed Expenses)
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foreqoing
Supplemental Budget Appropriation.

Motion carried unanimously.
Chief Clerk presented to,the Board a change in the Service Agreement
with Washington Sanitation. The changes being effective August 1, 1981 are as
follows: `..
Washington County Health Center:
Additional pick-up from 4 to 5 days a week, $40.00 extra per month,
making the total monthly charge $240.00.
Washington County Court House Square:
Add one 2 yd container on Level "C" of Court House Square for an
additional cost of $50.00 per month, making the total cost for the
Court House, Jail and Court House Square $150.00.

Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing
changes to the Service Agreement with Washington Sanitation.

Motion carried unanimously.
Chief Clerk presented to the Board a renewal of a Right -of -Entry
Agreement with Immaculate Conception Church and Immaculate Conception High
School authorizing them to use the unoccupied portion of the industrial site
known as the Crile Industrial Site situate in South Strabane Township, now
owned by the County, as a cross-country course by its' cross country team.
The right -of -entry would extend from September 1, 1981 thru August 31, 1982.
Moved by Mr. Paluso, seconded by Mr. Mascara, approvinq the Aqreement
as per above.

Motion carried unanimously.
Chief Clerk requested authorization to advertise for bids for the
Tax Duplicate Page Forms for the Tax Assessment Office -
Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief
Clerk to advertise for bids as per above.

Motion carried unanimously.
