PALUSO, COMMISSIONERS Minute No. 78 Washington County Commissioners Washington, Pa., July 30, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Mascara. Absent being: Commissioner Gilmore. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Assistant Solicitor Moschetta; Administrative Assistant Davis; Coroner Farrell Jackson; Linda Hands, Secretary; Lou Lignelli, CETA Director; Dave Budinger of The Observer -Reporter; Bob Sabot of WKEG; Karen Peters of The Valley Independent, Robert Gregg of WJPA; Bill Hand of The Brownsville Telegraph; and Lou Falvo of the Chamber of Commerce and Harry Brock of Continental Topper, Inc. Chairman called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 77, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 77 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $31,522.08 - Day Care Contract #9630 Month of July, 1981 2. Commonwealth of Pa. - $2,505.56 - Juror Compensation Cost Reimbursement for month of Jan. 1981 3. U.S. Treasury - $145,000.00 - Employment & Training Program 4. Commonwealth of Pa. - $8,149.13 - balance due for prorated share of 1979 Public Utility Realty Tax 5. Commonwealth of Pa. - $4,162.20 - Children & Youth Program Indochinese Refugees for 4th quarter of 1980 6. Commonwealth of Pa. - $4,000.00 - JCJC Grant for Student Intern Program for Juvenile Probation Department New Business: Chief Clerk requested authorization to advertise for bids for the 1982 Tax Notices. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a request from the Property & Supplies Department to appropriate $25,000.00 as partial payment to West Penn Power Company for installation of under- ground facilities which was originally negotiated in September of 1978 and work finally completed in January of 1981. Total cost of the installation was $99,753.55. It was also requested that f said Department be authorized to negotiate a repayment plan for the remaining balance over a one or two-year period. n �J 1 MINUTE B❑❑K '.J455 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PALUSO, COMMISSIONERS Moved by Mr. Paluso, seconded by Mr. Mascara, approving the requests from the Property and Supplies Department as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a renewal of the Hay Harvesting Agreement with Al Gucker of Finleyville for County owned property in Mingo Creek Park; said agreement to be effective from August 1, 1981 thru July 31, 1982. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board Settlement Agreements and Consent Adjudication Orders for two coal tax assessment appeals involving Valley Camp Coal Company and Kanawha and Hocking Coal and Coke Company. Assistant Solicitor Moschetta briefly explained these documents and re- quested authorization to sign said documents on behalf of the Commissioners, Appeal Board and the Assessor. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing documents and authori- zing Assistant Solicitor Moschetta to sign said documents as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously.
