Minute No. 80
Washington County Commissioners
Washington, PA, August 13, 1981
The Board of County Commissisioners met in regular session with the
following members being present: Commissioners Paluso and Gilmore. Absent beinc-
Commissioner Mascara. Also being present: Chief Clerk Dallatore, Solicitor
Bassi, Administrative Assistant Davis, Charles Gillispie, Budget Director,
Farrell Jackson, Coroner, Linda Hands, Secretary, Dave Budinger of the Observer -
Reporter, Bob Sabot of WKEG, Jim Jefferson of WJPA, Linda Miller of WESA and
Fran Powers of the Brownsville Telegraph.
Vice-chairman Gilmore called the meeting to order and asked if there
were any corrections, additions or omissions to Minute No. 79 each member hazing
received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 79 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Old Business: Bids
Regarding the bids received for the furnishing and delivering of the
Tax Duplicate Page Forms, Solicitor Bassi stated that he had reviewed the bids
in conjunction with the Chief Assessor and recommended to the Board that the bid
be awarded to Arnold Graphic Industries,, Inc., this being the lowest and most
responsible bid received.
Moved by Mr. Paluso, seconded, by Mr. Gilmore, that the bid be awarded
to ARNOLD GRAPHIC INDUSTRIES, INC. for the amount set forth in their bid; this
being the lowest and most responsible bid received in accordance with the speci-
fications.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore -- Yes.
Motion carried unanimously.
Solicitor Bassi also recommended to the Board that the bids for the
MH/MR Audit continue to be tabled for further review,
Correspondence:
Chief Clerk informed the Board, of the receipt of the following check:
1. Commonwealth of Pa. - $965.69 , Pa. Game Commission -Payment of
fixed charges in lieu of taxes for 1981 on state gamelands

New Business:
Chief Clerk presented to the Board an Agreement with Robert -.
Lettrich, AIA, of Charleroi for the renovation of -the County.Courthouse at the
rate of $35.00 per hour. Chief Clerk noted that this Agreement has been review-
ed by Mr. Sember and Mr. Glance of the Planning Commission.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Agreement with Robert Lettrich, AIA, of Charleroi.

Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Chief Clerk requested authorization to advertise for bids for a
Public iAdressand Audio Recording System for four courtrooms in the Court-
house.
Moved by Mr, Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
the following Supplemental Budget Appropriations requests:
1. Request from Magistrate Albert Spence's Office for the
transfer of $300.00 from Account 0701-405-00 (Wages) to
Account 0704-451-00 (Office Supplies).
2. Request from the Clerk of Courts Office for the transfer
of $2,000.00 to Account 0505-431-00 (Xerox) ($1,000) and
Account 0505-451-00 (Office Supplies) ($1,000) from Account
0505-405-00 (Wages).
3. Request from the Weights and Measures Office for the transfer
of $1,000.00 to Account 0122-452-00 (Auto Operation Costs)
from Account 0122-404-00 (Other Staff Salaries).
4. Request from the Tax Assessment Office for the transfer of
$1,650 to Office Supplies Account 105-451-00 from Advertising
($650) Account 105-421-00 and from Employee Reimbursed Ex-
penses (.$1,000) Account 105-424-00.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Supplemental Budget Appropriations.

Prison Board meeting at 11:30 a.m. in the Commissioners' Conference Room today.
