COMMISSIONERS Minute No. 82 Washington County Commissioners Washington, Pa., August 27, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Administrative Assistant Davis, Coroner Jackson, Budget Director Charles Gillespie; Henry Fiumelli, Human Services Director; Roland Bourke of the Redevelopment Authority; Betty Gall), I Secretary; Linda Miller of WESA; Fran Powers of The Brownsville Telegraph; Bob Sabot of WKEG; Jim Jefferson of WJPA; Jon Stevens of The Observer -Reporter; Lou Falvo of The Chamber of Commerce; I Lucy Rea of The Girl Scouts; and Joshua Holliday. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 81, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 81 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Bids - MH/MR Audit E Solicitor Bassi stated that the bids for the MH/MR Audit had been reviewed by Mr. Fiumelli and Mr. Barshick and recommended that the bid be awarded to the lowest bidder, James M. Dugan. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the MH/MR Audit be awarded to JAMES M. DUGAN, CPA., Washington, Pennsylvania, for the amount set forth in his bid; this being the lowest and most responsible bid received in accordance with the specifications. Roll call vote taken: S Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke - Redevelopment Authority Roland Bourke of the Redevelopment Authority presented to the Board for their considera- tion and approval the following two Resolutions in connection with the Borough of Canonsburg Redevelopment Project: (1) Resolution approving the Redevelopment Proposal for the Franklin P Avenue Redevelopment Area; and (2) Resolution approving the Redevelopment Proposal for the Oak Spring Redevelopment Area. Mr. Bourke briefly outlined these projects. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolutions as presented by Mr. Bourke. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Applications. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Letter of In- tent addressed to the Interdepartmental Human Services Planning Committee in Harrisburg in connec- tion with the development of a coordinated human services planning document for the Washington - Greene County area. Mr. Fiumelli elaborated on this matter. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Letter of Intent. Chief Clerk informed the Board that Ms. Elizabeth Phipps of Washington has been recom- mended for appointment to the Washington -Greene County Drug and Alcohol Planning Executive Commis- sion to serve in the "Medical" category for a three-year term, effective September 1, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the resurfacing of an existing parking lot located at the Washington County Airport. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation Request: Request from the Parks Department for the transfer of $4,100.00 to the accounts listed for the amounts shown from Account #0156-406-00 (Temporary Wages) 156-452 Automotive Operation $2,900.00 156-453 Minor Maintenance & Repair $ 500.00 156-462 Housekeeping Supply $ 700.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation Request. Chief Clerk presented to the Board for their consideration and approval a request from the CETA office to enter into an agreement with the Office of Employment Security for the purpose i f of providing Unemployment Insurance verification services for individuals enrolled in Title IIB/C training programs; said information necessary for the determination of allowance payment amounts.. Cost of said service is at the rate of $1.47 for the initial verification and $.74 for subsequent verifications. The total number of verifications in FY82 will not exceed 400.
