PALUSO, COMMISSIONERS Minute No. 85 Washington County Commissioners Washington, Pa., September 17, 1981 E i The Board of County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Coroner Jackson, Administrative Assistant Davis, Roland Bourke of the Redevelop- ment Authority; Linda Hands, Secretary; Lou Lignelli, Acting Director of Property & Supplies; Bob Sabot of WKEG; Jim Jefferson of WJPA; Jon Stevens of The Observer -Reporter; Helen Miller of The League of Women Voters; Lou Falvo of The Chamber of Commerce; Earl Bugaile of the County Planning Commission; Donna Miller of the Washington -Greene Community Action Corporation; Helen Perrine of The Pennsylvania Energy Center; and Gene Shaw, Eugene Painter and Gaylord Sheller of the County Conservation District. I Chairman Mascara called the meeting to order at 10:00 a.m. and asked if there were any ;corrections, additions or omissions to Minute No. 84, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 84 be approved as read. Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Earl Bugaile of the Planning Commission introduced to the Board Donna Miller of the SWashington-Greene Community Action Corporation and Helen Perrine of The Pennsylvania Energy Center. Mr. Bugaile explained that these two agencies are sponsoring programs to bring the need Ito conserve energy and reduce costs to the consumer through informational programs and free energ;r r ,analysis programs for homes and businesses. Mr. Bugaile explained that the new county office i building will also be surveyed in order to find ways in which the County could possibly save energy. Both Ms. Miller and Ms. Perrine made some brief remarks. A brief discussion followed. I Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting a Proclamation declaring the week of September 20th as ENERGY AWARENESS WEEK in Washington County. Roll call vote taken: j Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Representatives of the County Conservation District requested that the Commissioners adopt a Proclamation declaring the week of October 4 - 10, 1981, as "Conservation District Week". i I Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting a Proclamation declaring the week lof October 4 - 10, 1981, as CONSERVATION DISTRICT WEEK in Washington County. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. E Motion carried unanimously. I Roland Bourke of the Redevelopment Authority presented to the Board for their consideration !and approval a Resolution approving a proposal for the redevelopment of Disposition Parcels No. 45 through 55 in the Independence Township P & W Patch Project by Factory Built Homes, Inc., and the form of the Redevelopment contract with said developer. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously, Mr. Bourke presented to the Board for their consideration and approval a Resolution approv- ing the California Second Street Redevelopment Proposal, Mr. Bourke briefly outlined this project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution as present- ed by Mr. Bourke. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Bourke presented to the Board for their consideration and approval a Resolution approv- ing the execution of a Subdivision Plan for the Washington County Industrial Park in North StrabanB Township. Mr. Bourke briefly outlined this project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution as present- ed by Mr. Bourke. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Bourke presented to the Board for their consideration and approval a Resolution authori- zing the execution of a deed conveying 10.1 acres of county land to the Washington County Indus- trial Development Authority for reconveyance to McKenzie Corporation. Mr. Bourke briefly outlined this project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution as present - ad by Mr. Bourke. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Bids Concerning the bids for the Pavement Resurfacing of a Parking Lot located at the County U rport, Solicitor Bassi recommended that the bid be awarded to the low bidder, Black Top Paving :ompany, Inc., for the amount set forth in their bid - $5,598.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the foregoing bid to BLACK TOP PAVINN :OMPANY, INC., Washington, Pennsylvania, this being the lowest responsible bid received in accor- lance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Q MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Solicitor Bassi recommended that the bid for the printing and delivering of the necessary ballot pages for the Municipal General Election be awarded to Badzik Printing Service, Inc., the only bidder, for the amounts set forth in its bid with the exception of Item #2 (approximately 7500 absentee ballot pages assembled and stapled by precinct). Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the bid for the printing and de- livering of the necessary ballot pages for the Municipal General Election to BADZIK PRINTING SERVICE, INC., Donora, Pennsylvania, the only bidder, as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the furnishing and printing of the ballot cards for the Municipal General Election be awarded as follows: Computer Election Systems, Inc. - furnishing of blank ballot cards $3,240.00 ($29.46 per thousand) Badzik Printing Service, Inc. - printing of ballot cards $26.45 per thousand Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. i Motion carried unanimously. (Mr. Mascara noted that by awarding the bids as per above, a total savings of $5,012.00 will be realized. He therefore commended the Purchasing and Election Department for their careful scrut- iny of these bids.) I Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - $120,000.00 - Employment & Training Program i Chief Clerk made an announcement of the following News Releases: F Demolition and Site Clearance Contract No. 6 in the Borouqh of Charleroi - A contract was awarded to Joseph Lettrich and Sons in the amount of $28,950 for the repair and alteration of the existing sidewall of the Miller Building exposed after the demolition of the Charleroi Hotel. i Ashland Avenue and Brown Alley in the Borough of Canonsburg - A contract was awarded to Giulio Parente Landscape Contractors in the amount of $46,804.40. Poplar -Walnut Street Project in the City of Washinqton - The i final 8 lots have been conveyed to Factory Built Homes, Inc. E North Charleroi Street Improvements Project - A contract was awarded to Carmen Paliotta Contracting Company of Library, Pennsylvania, for $15,700 for the reconstruction of Isabella Avenue between Sixth Street and Orange Street. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Agreement with the Borough of Bentleyville for rental of the Bentleyville Public Library as a Senior Citizens Center at the rate of $75.00 per month plus $175.00 per month toward utilities; said agreement to be effective November 1, 1981. Chief Clerk explained that the Center is relocating from The First Presbyterian Church to this new location. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with the Borough of Bentleyville. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Intermediate Care Facility Agreement with the Department of Public Welfare concerning the Medical Assistance Program for the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement and author.- izing the Chairman to so execute. Chief Clerk presented to the Board for their consideration and approval a Proclamation declaring the week of September 26th through October 3rd as Trauma Week. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting a Proclamation declaring the week of September 26th through October 3rd as TRAUMA WEEK in Washington County. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Deed of Easement between the County and Richard A. and Diana Schlegel for the installation of a gas line and meter near the Mingo Creek Park entrance road and Sugar Run Road. Solicitor Bassi informed the Board of an invoice from Farview State Hospital in the amount of $14,400.00 for treatment of Joseph A. Rosman, Jr. Mr. Bassi advised the Board that this is a correct billing based on all of the investigation which he had uncovered and that the billing is in accordance with the Mental Health Procedures Act of 1976. He stated that he believes the County is responsible for this payment. Discussion followed. No action was taken on this matter.
