PALUSO, COMMISSIONERS E ,inute No. 87 Washington -County Commissioners Washington, PA, October 1, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and 11ascara. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Ad- ministrative Assistant Davis, Charles Gillespie, Budget Director; Roland Bourke of the Redevelopment Authority; Lou Lignelli, Acting Director of Property & Supplies; Coroner Jackson; Linda Hands, Secretary; Jon Stevens of. the Observer -Reporter; Bob Sabot of WREG; Jim Jefferson of WJPA; -Linda £filler of WESA; Lucy Rea of the Girl Scouts and Helen Miller of the League of Wo- men Voters. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or ommissions to Minute No. 86, each member having received a copy. Special Order of Business: pre - Roland Bourke, Executive Director of the Redevelopment Authority,sente.d a Resolution authorizing the execution of a deed conveying 2.95R7 acres of County land to the Washington County Industrial Development Authority for re - conveyance to Iuasitronics, Inc. 14r. Bourke briefly outlined the project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Lotion carried unanimously. Mr. Bourke presented to the Board a Resolution authorizing the execution of an Option Extension Agreement with Hankison Corporation on County owned property in Chartiers Township. Pfr. McPlahon, 'Kenneth, Baily & Assoc., Inc. - $57,651.00 - dividend check for 1979-80 policy year of PSAB group Worker's Compensation Plan New Business: Chief Clerk requested authorization to advertise for bids for Grocer- ies and Staples for the County Jail and the Health Center. These are two separate bias, each for a three (3) month supply and authorization to advertise for 'aids for a Standard Depth 16-Roller Shelf Starter Units and 8 Standard Depth 16-Roller Shelf Annex Units. These units are to be used by the Recorder of Deeds Office in the mortgage room located in the basement of the Courthouse and would store a total of 192 record books. € .loved by nor. Motion carried unanimously. Chief Clerk presented to the Board an Addendum to the Lease between Washington County and Citizens Library. Chief Clerk noted that the Addendum increases the monthly rental for storage space at the Citizens Library from $125.00 per month to $137.50 per month, to begin on October 1, 1981, on a month - to -month basis and continue until further amendment or agreement by the parties. ,loved by iyr. Regarding the WCETA Program, Chief Clerk presented to the Board an Agreement with the Private Industry Council of Washington County. The pur- pose of this agreement is for the administration and operation of activities and services, including on-the-job training and classroom training, under Title VII of CETA, the Private Sector Initiative Program. Fifty-seven (57) participants will be served under this contract (5 carry-over in classroom training, 22 carry-over in on-the-job training, and 30 new on-the-job train- ing slots). The term of the contract is from October 1, 1981 to September 30, 1982 and the total cost of the Agreement is $183,000. Chief Clerk presented to the Board Agreements with 70,0001 Ltd. MASCARA, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Chief Clerk presented to the Board an Agreement with the Automotive Services Council of Pennsylvania, Inc. The purpose of this Agreement is for the administration and operation of on-the-job training activities under Title IIB of CETA. The term of the contract is from October 1, 1981 through September 30, 1982. There will be 38 participants served under this contract (8 carry-over and 30 new participants) and the total cost of the agreement is $90,000.00. Chief Clerk presented to the Board an Agreement with the following listed contractors for a total of 43 participants at a total cost not to ex- ceed $195,000.00. Authorization Contractor Part. Chief Clerk presented to the Board Amendments to the Contracts with the Department of Public Welfare to reduce the Title XX MH/MR Services as follows: Mental Health Mental Retardation from $105,272.00 from $266,312.00 to 91,812.00 to 223,702.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Amendments to the Contracts with the Department of Public Welfare. PALUSO, COMMISSIONERS Chief Clerk announced to all those Present that the Commissioners' Meeting for Thursday, October 8th has been cancelled and that the County Offices will closed on Monday, October 12, 1981 in observance of the Columbus Day Holi- day.
