PALUSO, COMMISSIONERS Minute No. 92 Washington County Commissioners Washington, Pa., November 5, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso, Absent being: C u&ssioner Mascara who was recover- ing from his hospitalization. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Administrative Assistant Davis, Budget Director Gillespie; Henry Fiumelli, Human Services Directo--; Lou Lignelli, CETA. Director; Bob Smouse and Earl Bugaile of the Planning Commission; Donna Miller of the Conuunity Action Corporation; Jon Stevens of The Observer -Reporter; Jim Jefferson of WJPA; Bob Sabot of WKEG; Helen Miller of The League of Women Voters; Linda Miller of WESA; a representa- tive of The Brownsville Telegraph; and Lucy Rea of The Girl Scouts. Vice -Chairman Gi]zmre called the meeting to order at 10:00 a.m. and asked if there were any corrections, additions or omissions to Minutes No. 90 and 91, each member having received a & read. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minutes No. 90 and 91 be approved as Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanumusly. Special Order of Business: Presentation of Award Donna Miller of the Washington -Greene Community Action Corporation presented to each Commissioner a Pennsylvania Energy Saver Award in recognition of the Board's efforts to save energy or promote the concept of energy savings. Old Business: Bids Solicitor Bassi reconi ended that the bid for the Furnishing and Delivering of Duplicating Supplies for the Department of Property and Supplies be awarded to the law bidder, AILING & CORY. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the bid for the Furnishing and Deliver- ing of Duplicating Supplies be awarded to AILING & CORY of Pittsburgh, Pennsylvania, for the ammunt set forth in their bid; this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the printing of a publication entitled "Washington County - A 200 Year Reflection' for the Washington County Planning Commission be awarded to S. A. MANCUSO PRINTING for their bid price of $5,579.46 for 8,000 books. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the foregoing bid be awarded to S. A. MANCUSO PRINTING of Washington, Pennsylvania, for the amount set forth in their bid (for 8,000 books); this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Installation of a Gasline for the County Courthouse and Jail be rejected. Mr. Gilmore noted that the bid received did not comply with the specifications. It was also noted that authorization was approved at last week's meeting for the Chief Clerk to readvertise for bids, if necessary. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the bid for the Installation of a Gas - line for the County Courthouse and Jail be rejected and readvertised. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - $25,000.00 - Employment and Training Program 2. Comconwealth of Pa. - $8,367.22 - Medical Assistance Payment 3. Commonwealth of Pa. - $221,684.77 - Medical Assistance Payment Chief Clerk announced that a copy of the Proposed State Health Plan (1981-1986) will be available for public review and comment in the Office of the Department of Human Services located on the fifth floor of the Courthouse Square Office Building. New Business: Chief Clerk presented to the Board for their consideration and approval an amendment to the FY 1981-82 Grant Agreement with the Department of Health for Drug and Alcohol funding for the last six months of the fiscal year. Said amendment increases the original agreement by the sum of $263,021, making a new total price of $510,043. The original Agreement's composite funding parts which are increased include Base Allocation, Prevention and Statewide Services. Mr. Fiu- melli added that the County's obligation will be approximately $400. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing amendment to the FY 1981-82 Grant Agreement with the Department of Health. Roll call vote taken: ! Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from 8 1the CETA Office to accept a proposal from Main Hurdman for the purpose of auditing 106 public ;service employment contracts totaling $1,707,308.00 for fiscal year 1981 at a cost not to exceed 9 1$94,000.00. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes, Motion carried unanimously, Chief Clerk requested authorization to advertise for bids for the Interior Restoration of the Courthouse. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously, Chief Clerk announced that the County offices will be closed on Wednesday, November llth, in observance of Veterans Day.
