COMMISSIONERS Minute No. 98 Washington County Commissioners Washington, PA, December 24, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, Budget Director Gillespie, Lou Lignelli, Director of Property & Supplies; Linda Hands, Secretary; Jon Stevens, Observer -Reporter; Linda Miller, WESA; Jim Jefferson, WJPA; Helen Miller, League of Women Voters and Joann Sarkett, Brownsville Telegraph. Chairman called the meeting to order and asked if there were any cor- rections, additions or omissions to Minute No. 97, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 97 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $67,000.00 and $40,000.00 - Employment and Training Program 2. Commonwealth of Pa. - $258,007.71 - Medical Assistance 3. Commonwealth of Pa. - $99,177.95 - Expenditures incurred under OFF Systems Program - Est. 10 - Cross Creek Township 4. Commonwealth of Pa. - Title XX - Children & Youth Program $ 38,128.79 period of 10-1-80 to 12-31-80 $184,479.00 period of 1-1-81 to 3-31-81 & 4-1-81 to 6-30-81 $ 87,923.76 period of 7-1-81 to 9-30-81 $310,531.55 New Business: Chief Clerk requested authorization to advertise for bids for groceries and staples for the Washington County Health Center and the County Jail for a three-month supply and authorization to advertise for bids for office space for Magistrate Spence.in the city of Washington. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for theip consideration and approval a Resolution opposing the proposed reduction of operating hours of locks on the Allegheny and Monongahela Rivers and in conjunction with that another Resolution supporting expanded Federal appropriations for the improvement of the navigation system on the Allegheny, Monongahela and Ohio Rivers. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolutions. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that William P. Sember has been recom- mended for appointment to the Washington County Authority for a five-year term, (1-1-82 to 12-31-86) replacing Melvin DeBolt, whose term expires at the end,of the year. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of William P. Sember as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board that Dr. Owen Benton and Dr. Edward Foley, both of Washington, have been recommended,for reappointment to the MH/MR Board and that Attorney Scot Curran and Mrs. Ann Quinn have been recommended for appointment to the same. These are for three-year terms. (1-1-82 to 12-31-84) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the reappoint- ments and appointments as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara noted that the County is in receipt of invoices total- ing $140.53 from Modern Business Machine Supplies, Inc., for items ordered for the Courts which were not processed through the County's Purchasing Office. Mr. Mascara stated that the Board would like to put all vendors on notice that the County's purchasing procedure should not be circumvented for any of the County offices, including the Courts. Chief Clerk presented to the Board for their consideration and approval a Tax Anticipation Note for 1982 in the amount of $3,000,000 with PNB. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Tax Anticipation Note for 1982. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the adoption of the 1982 Budget. Remarks: Chairman Mascara thanked his colleagues for their time and diligence in preparing the budget. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the 1982 Budget and the a,ccomp4nyjng Tax Levy and AppgopriatiQn Regoluticns Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that all County Offices will be closed on Christmas Day (December 25, 1981) and on New Year's Day (January 1, 1982) . Chief Clerk announced to all those present that the Commissioners' Meeting will be cancelled for Thursday, December 31, 1981 and that there will be a Salary Board Meeting on Thursday, December 31, 1981 at 10:00 a.m. in the Commissioners' Conference Room on the seventh floor. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property: 1.
