COMMISSIONERS 1 Minute No. 93 Office of County Commissioners Washington, Pa., November 3, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Coroner Jackson; Joseph Gieca]�, Administrative Assistant; John Drake, Senior Citizens; Bob Robertson, Observer -Reporter; Mrs. Miller, League of Women Votevs; Earl Bugaile, WKEG. Chairman noted for the record that three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 92, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 92, be approved as read. Roil call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - ck. #31+154696 dated 10-26-77 Day Care Contract #3967 - Months of Aug. (Actual) and October (Est.) - $15,884.64 2. Atlantic Aviation Corporation - ck.,#094229 dated 10-25-77 - Ohio Valley Piper Sales - rent - $500.OG Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Industrial Appraisal Company - $650.00 bills, 2. 21st Century Appraisals,, Inc. - $23,400.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving hhe foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested that the Board appropriate the sum of $10,000.00 to the Washington County Authority to be used as initial funds in establishing the Authority. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing appropriation of $10,000.00 to the Washington County Authority. Chief Clerk presented a Change Order in the amount of $300.00 from Job Fab, -,_Inc. to complete the work on moving and restoring of Wood -Covered Ebeaezer Bridge #9, in Mingo Creek Park. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Change Order as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Motion carried unanimously. Chief Clerk informed the Board of a letter from the Peters Township Council advising the Commissioners that on August 15, 1977, Councilman Paul A. Linder resigned from the Council, and on September 13, 1977, Henry S. Council of Chief Probation Officer's Meeting, to be held at State College, Pa. request. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from the members of Washington County Voiture Locale 676 40/8 expressing their appreciation for the Commissioners cooperation and help in their Grand Promenade celebration held on August 4-5-6-7, 1977. Chief Clerk informed the Board of a letter dated October 28, 1977, from the Washington -Greene Community Action Corporation, requesting the transfer of a check in the amount of $15,884.64 for day care services provided under the Department of Welfare Contract #3967. request. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried'unanimously. Chief Clerk presented the contracts between the Commonwealth of Pennsylvania, Department of Public Welfare and Washington County for child welfare services during the period of January 1 - December 31, 1978. contracts. Chief Clerk also requested approval of the Certification Statement for the County Child Welfare Program for the period of January 1977 thru September 1977. PALUSO, COMMISSIONERS 11:00 A.M. - OPENING OF BIDS FOR FOUR (4) 1978 VEHICLES FOR THE COUNTY BRIDGE DEPARTMENT AND INSTALLATION OF DROP CEILING IN THE COUNTY JAIL. August Stache, Deputy Controller, opened and read the following bids received for installation of drop ceiling in the County Jail. 1. All Seasons Insulation 115 Garden Street Canonsburg, Pa. 15317 Total amount of bid: $6,877.55 (for insulation only) A certified check in the amount of $1,031.55 accompanied the bid. 2. Easley & Rivers, Inc. Interior Finish Systems P.O. Box 458 Monroeville, Pa. 15146 Total amount of bid: $16,850.00 A bid bond in the amount of $2,028.00 accompanied the bid. 3. Siciliano Interior Systems Co. 105 Delta Drive Pittsburgh, Pa. 15238 Total amount of bid: $28,965.00 A bid bond in the amount of 15% of the total bid accompanied the bid. Motion carried unanimously. Mr. Stache opened and read the following bids received for four (4) Vehicles for the County Bridge Department. 1. Washington International Truck Sales and Service, Inc. 1105 Fayette Street Washington, Pa. 15301 Total amount of bid: $10,200.00 (one truck with trade-in) $12,000.00 (one truck without trade-in) A bid bond in the amount of 10% of the total bid accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bid be tabled for further examination. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Meeting recessed. Meeting reconven6d at 11:00 a.m. for swearing in of Washington County Authority members. Chairman requested that the Chief Clerk administer the oath of 1 E office to the seven (7) new members of the Washington County Authority, who were present at today's meeting.
