PALUSO, COMMISSIONERS Minute No. 94 Office of County Commissioners Washington, Pa., November 10, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners.Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; John Cadez of Engelhardt & Power; Don Ligman and Joe Giecek, Administrative Assistants; Charles Gillespie, Budget Director; Bracken Burns, Director, Emergency Medical Services; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Jay Mitchell, WJPA; John Stevens; Observer -Reporter; Earl Bugaile, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 93, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 93, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: J. Bracken Burns, Executive Director, Emergency Medical Services, was on hand at today's meeting to recommend the purchase of a monitor -defibrillator, encoder, pagers, charges and an ambulance for the Tri-County Ambulance Service. Mr. Burns estimated the cost of the equipment to be near $27,000, but stated that part of the payment comes under the Highway Safety Grant. He also presented specifications for this equipment to be advertised for bids. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - ck. #77-162914 dated 11-1-77 Child Welfare Services payment for period Jan. 1 - June 30, 1977 - $48,386.78 2. Michael Reddington - $30.00 3. Gary Atkison - $30.00 4. John Jochynek - $300.00 5. John Peienkosky - $270.00 6. Charles Jackson - $210.00 7. Danny Muti - $300,00 8. Infocon - $723.00 9. Solomon & Teslovich - $128,278.08 ; 10. CLT - $4,833.40 11. William G. Johnston Co. - $3,996.30 12. Booz, Allen & Hamilton - $4,270.20 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving payment of the foregoing bills: (Discussion was held.) Mr. Gillespie informed the Board that the total payment for Special Deputies has gone over $4,000 for the year, and he noted that these fees are not included in the budget. ._ Mr. Paluso suggested that since these special deputies are needed quite often, a full time person should be employed in the courthouse. The Board instructed Mr. Gillespie to inquire from Judge Sweet the reasoning and necessity for employing special deputies in the courthouse. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluse - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated October 28, 1977, from L. J. Hollenbach, III, County Judge of Jefferson County, Louisville, Kentucky, regarding White House Fellowships which provide an opportunity for both our constituents and employees to apply for a small number of unique -one year positions at the highest levels of the Federal Government. Said letter stated that under these Fellowships a group of highly qualified younger careerists from a wide variety of professions are appointed to work as special assistants to members of the Cabinet, including the President and the Vice President. Enclosed with the letter were two applications and they urged the Board to encourage some of their community leaders to apply for these positions. The deadline for receipt of completed applications is December 1, 1977. Chief Clerk announced that there will be Council -Forum on Energy on Saturday, November 19, 1977, at the Hilton -Meadowlands, for citizens to be given an opportunity to hear the most recent policies and programs on federal, state, regional and local levels. PALUSO, COMMISSIONERS 1 Chief Clerk informed the Board of a request from Eleanor Zavatsky for an extended leave of absence to January 9, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from John Fantini, Director, Employment and Training, for authorization to attend the State Manpower Services Council meeting to be held in Philadelphia on November 17, Mr. Fantini also requested authorization for Kaiser Jones, Fiscal Manager, to attend the course "CETA Fundamentals in Financial Management" to be held at the Regional Training Center in Philadelphia on November 15-17. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the travel requests as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a modification to a contract with the Borough of California to change the status of one employee from a laborer to a super- visor and increasing the hourly wage from 3.56 to 4.04. Chief Clerk also presented a modification to a contract with the Borough of Donora increasing the number of employees to six (four bricklayers and two laborers) at a total cost of $41,575.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing modifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an institutional'Subcontract with Mnia Studios for eight persons in the amount of $18,200.00 for a six month period. Mr. Brady stated that the program runs from November 10, 1977 through September 30, 1978. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving,,the Subcontract as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an institutional Subcontract with Penn Commercial for ten persons for a 50 week period in the amount of $12,290.00. Chief Clerk presented a Master On the Job Training Contract with Automotive Services Council for 25 persons for the period of October 1, 1977 through September 30, 1978 in the amount of $50,793.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Master OJT Contract as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a contract for the Washington County Homes for Youth,in the amount of $94,134.48 and asked Mr. Gillespie to elaborate further on this matter. Remarks: Mr. Gillespie: They have a place in Burgettstown where they take status offenders... and they have brought two homes on Jefferson Avenue. One is a larger 13 room home with a smaller home behind it. They will not be allowed to use the third floor of the big house, and they want to remodel both of these homes to comply with the Labor and Industry Occupancy requirements. They will have a facility which will take care of about 10 children when they are done. Mr. Paluso: Has the city government been fully informed of the location and use of these buildings? This has caused quite a bit of controversy in the past, and I think the city should indicate whether they are in agreement with this type,of facility in this location. Mr. Gillespie: I think that the Executive Director of the Washington Homes for Youth and the Manpower Director should contact the city regarding this. (The Board agreed to table this matter until further clarification is received.) Solicitor: Regarding the bids received for the insulation and drop ceiling in the Jail, Mr. Diamond stated that the bids have been reviewed and that Mr. Fillingham has recommended that the bid be awarded to Easley and Rivers, Inc. in the amount of $16,850.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for installation of insulation and a drop ceiling in the County Jail to EASLEY & RIVERS, INC., Interior Finish Systems, P.O. Box 458, Monroeville, Pa., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the bid received for the vehicles ---for the Bridge Department, Mr. Diamond noted that the bid was for only one truck instead of four as advertised, and he asked the Board if they intended to readvertise. 10 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to readvertise for the four vehicles for the Bridge Department with the bidder given 90 days to deliver said vehicles.
