GILMORE, EDWARD M. PALUSO, COMMISSIONERS Minute No. 95 Office of County Commissioners Washington, Pa., November 17, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Roland Bourke, Redevelopment Authority; Coroner Jackson; Don Ligman and Joe Giecek, Administrative Assistants; Mrs. Miller, League of Women Voters; Jay Mitchell, WJPA and John Stevens, Observer -Reporter. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 94, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 94, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mr. Roland Bourke, Executive Director, Redevelopment Authority, presented a Resolution approving the Addendum to the Cooperation Agreement between the County and the City of Monongahela for both of our third class cities. Mr. Bourke explained that we entered into the Cooperation Agreement in 1975 to qualify for the Urban County Program under the federal government, and now we are required to amend the Agreement this year. He further stated that the existing Cooperation Agreement provides that the cities notify the Authority 180 days pri®r to the program year, which is August 1st, of their intention to terminate the Agreement. Mr. Bourke stated that HUD has changed this date to December 1st, and therefore, the Agreement is being amended to give the cities 60 days prior to December 1st to notify the Authority. Mr. Bourke added that both Washington City and Monongahela have approved this Addendum. Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from the Commonwealth of Pa. Department of State, regarding their new Voter Registration By Mail form. Said letter stated that various seminars would be held throughout the state to familiarize everyone with this new form. Mr. Brady stated that one seminar will be held in Pittsburgh on December 9, 1977. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the attendance of Jack Wagner, Director of Elections and those members of this staff which he deems necessary, at the foregoing seminar. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated November 15, 1977, from the Washington -Greene Drug and Alcohol Planning Commission, requesting the transfer of a check in the amount of $6,586.21 for Washington County's share in the Wash./Greene County Drug and Alcohol Program for quarter of July 1 thru September 30, 1977. Chief Clerk informed the Board of two requests for leaves of absence from Linda Behanna, LPN, Health Center, from November 14 - 28, 1977 and from Jean Barker, Aide, Health Center, from December 9 - 16, 1977. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that next week's regular meeting on November 241 1 1 1 1977 will be cancelled due to the Thanksgiving holiday, and that a special MINUTE BOOK 13 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE. EDWARD M. PALUSO. COMMISSIONERS meeting will be held on November 22, 1977, for the sole purpose of opeking bids for the new County garage. Regarding Unemployment Compensation, Mr. Chatles Gillesoie, Budget Director, suggested to the Board that it wot1d probably be cheaper to pay unemployment claims as they are submitted rather than compute two percent of the first $6,000 of'an employee's salary. He stated that this method will be in effect for two years but after ,reading the new law,he understood that the County could possibly change in midstream. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the payment of any unemployment claims using the reimbursement method as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried.unanimously. Chief Clerk noted that two appointments on the Mental Health Mental Retardation Commission will expire at the end of this year, and that they have recommended the reappointment of-Ndi Holmes and Larry Kinskey. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the reappoint- ments as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk noted that there have been various groups throughout the County who have expressed anc6ncern with the Fuel Adjustment legislation, and they have approached the Commissioner for their help and support. Mr. Brady stated that a letter has been prepared by the Board to,be forwarded to the Pennsylvania Public Utility Commission. Mr. Morgan then read the following letter. On behalf of the Washington County B-dsef., issimners, I am writing to request information concerning the Automotic Fuel Adjustment Clause. Various groups within Washington County have expressed a concern with the results of the Fuel Adjustment Legislation and how it will ultimately effect them. I understand that a public meeting was held on October 21, concerning this program and I would appreciate any information resulting from that meeting enabling us to constructively comment on the Fuel Adjustment Clause and its possible tran- sition to an energy cost rate proposal. Please forward all pertinent information for our review and comment at your earliest convenience. Thank you for your attention to this most important matter. /s/ Malcolm L. Morgan Chairman Regarding flood control, Mr. Brady presented Amendment No. 1 to an agreement for engineering services performed by the Soil Conservation Service:. He added that the original was $12,000 for the County's share and the new proposal will now be for $33,000. for -the Harmon Creek Watershed Project. (Discussion was held.) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Amendment No. 1 as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated November 14, 1977, from the Washington -Greene Community Action Corporation, requesting the transfer of a check in the amount of $27,138.11 for day care services under the Department of Public -Welfare Contract #3967.. Regarding the Washington County Health Center, Chairman recommended that Dr. Charles Tripoli be appointed to the Utilization Review Committee. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing appointment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the construction of the new County Courthouse complex, Mr. Brady stated that it will be necessary for the County to lease additional properties for the Juvenile Probation Department and other offices. He then presented a proposal from the First National Bank and Trust Co. for properties in the Jefferson Court Centre. Mr. Brady stated that he has looked over the two areas Aone for 3,000 sq. ft. for�$4:25 per sq. ft plus utilities and for 2,000 sq. ft. for $4.75 per sq. ft. plus utilities) and recommended that the County lease these areas. Mr. Brady added that the properties will be leased until we move into the new complex, which will be from 18 months to two years. Remarks: Mr. Morgan stated he would like to make sure that this is really what we need in the way of additional space. Mr. Gilmore stated that we may need additional space if the Child Welfare program is expanded. (Discussion was held.) Mr. Diamond presented a Lease Agreement between the Borough of Canonsburg and Washington County for the Canonsburg Senior Citizens Center for a term of nine months from April 1, 1977 to December 31, 1977 and shall continue in effect for another year and thereafter from year to year for a rental fee of $125.00 per month. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Lease Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Diamond presented the following tax refund to the Board for their consideration and approval. Mr. Diamond presented a Petition for Court Approval of Purchase and Sale Price for property owned by the Bortz Coal Company, George H. Bortz, Pamilla Bortz, his wife, Charles E. Bortz and Anna M. Bortz, his wife. Said property to be purchased for industrial development use at a purchase price of $39,500.00. Mr. Diamond recommended approval of the Petition, which will then be presented for the Court's approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Petition.as recommended by the Solicitor. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Diamond referred to an Agreement executed between the County of Washington and Ram Construction Company on September 30, 1976, for site prepara- tion for the Washington County Health Center. Mr. Diamond stated that the Agreement has been renegotiated by changimg the sum contained therein from $6,900 to $5,000 for full and final satisfaction of any and all claims against Washington County by Ram Construction Co. He added that a release will be prepared to be executed by John M. Lastooka, individually, and on behalf of Ram Construction. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the amendment and payment to Ram Construction as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
