PALUSO, COMMISSIONERS Minute No. 97 Office of County Commissioners Washington, Pa., December 1, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Acting Chief Clerk Tina Dallatore; Budget Director Gillespie; James Fillingham, Architect; Mrs. Miller, League of Women Voters; Jay Mitchell, WJPA and John Stevens, Observer -Reporter. Chairman noted for the record that the three Commissioners, the Acting,Chief Clerk and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 95 & 96, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 95 & 96 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: In regard to the bids received for construction of the new Washington County Parking Garage, Mr. James Fillingham, Architect, recommended that the bids be awarded to the following contractors: Contract No. 1 - General Construction Work McAnallen Corporation P.O. Box 558, Route 18 South Washington, Pa. 15301 Contract No. 2 - Ventilating Work Chapman Corporation 351 West Beau Street Washington, Pa. 15301 Contract No. 3 - Plumbing Work I.S.M. Corporation Division of Island Sheet Metal 209-29th Street Wheeling, West Virginia 26003 Contract No. 4 - Electrical Work William G. Glenn Electric Co. 1043 Swissvale Avenue Pittsburgh, Pa. 15221 Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contracts for construction of the new Washington County Parking Garage to the foregoing contractors for the amount set forth in their bid; these being the lowest responsible bids received in accordance with specifications and subject to the Court's approval. Under the CETA Program, the Acting Chief Clerk in•formo-d the Board of a travel request for David Jackson to attend the Worksh©p for Local Education Agencies and CETA Prime Sponsors on the Youth Employment and Demonstration Projects in Dallas, Texas,on December 12 and 13, 1977. Acting Chief Clerk also presented three CETA contracts: North Charleroi Borough - Community Works Project; Independence Township - House Demolition and Recreation Rehabilitation; Z� MINUTE BOOK BOARD OF -COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM`L. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request and three CETA contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a letter dated November 18, 1977, from Child Welfare Services advising the Board that Herbert Caponi, Caseworker, will be receiving a salary increase effective November 7, 1977, from $11,032.00 to $11,540.00 annually. Said increase based upon his Performance Evaluation Report. Acting Chief Clerk informed the Board of a memorandum dated November 21, 1977, from the Child Welfare Advisory Board, recommending that the following persons be appointed to serve on the Board for a term of two years from January 1, 1978 to December 21, 1979. Mr. Marshall C. Nunez 24 Cross Street Burgettstown, Pa. 15021 Mrs. Gloria Yurkovich R. D. #1 Avella, Pa. 15312 Mr. Joseph Sammartino 609 Gladen Road Canonsburg, Pa. 15317 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing - appointments to the Child Welfare Advisory Board. Acting Chief Clerk advised the Board of one vacancy on the Mental Health," Mental Retardation Board under the Consumer category, and that Mr. Ronald Barshick has recommended that Lillian Beattie of Charleroi, Pa., be appointed to fill this vacancy.for a term of two years from January 1, 1978 to December 31, 1980. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appointment of Lillian Beattie as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a letter dated November 25, 1977, from the Washington County Health Center, requesting that the per diem be raised to $70.00 for Skilled care and $55.00 for Intermediate care in order to prevent any possible loss of funds during the coming audit for 1977. Under Soil Conservation Service, Acting Chief Clerk informed the Board that the terms of Albert Miller, Farmer Director and August Engelhardt, Urban Director will expire December 31, 1977, and also Carl Stark, Urban Director, has resigned and his term will expire December 31, 1979. Ms. Dallatore stated that the Soil Conservation District has recommended that William Slosky be appointed to keplace-Catl Starke, and Albert Miller and August Engelhardt be reappointed.for a four year term from January 1, 1978 to December 31, 1981.
