PALUSO, COMMISSIONERS Minute No. 98 Office of County Commissioners Washington, Pa., December 8, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso. Absent being Commissioner Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Mrs. Miller, League of Women Voters; John Drake, Senior Citizens; John Cadez, Engelhardt and Power; Jay Mitchell, WJPA; Bob Robertson, Observer -Reporter and Earl Bugaile, WKEG. Vice Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Vice Chairman asked if there were any corrections, additions or omissions to Minute No. 97, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 97, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Old Business: Regatding the bids received for four vehicles for the Bridge Department; Solicitor Diamond stated that he had reviewed the bids and recommended the bid be awarded to Tri-State G.M.C. Truck Center, Inc., without trade-in. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for four vehicles for the Bridge Department to TRI-STATE G.M.C. TRUCK CENTER, INC., 728 Henderson Avenue, Washington, Pa., for the amount set forth in their bid; (without trade-in) this being the lowest responsible bid received in accordance with specifications. National Association of Counties - $2,556.00 2. Soil Conservation Service - $617.76 3. McMahon & Kenneth - $31,394.00 4. Robert L. Zeman - $1,681.00 5. R. L. Ceisler,- $2,968.00 6. David Posner - $1,488.97 Remarks: Mr. Paluso: I believe the bill from Mr. Posner should be tabled. Mr. Diamond: I reviewed, the bill this morning, but I have not had an opportunity to investigate it. I understand the background of it. This was additional work that Mr. Posner performed in connection with this suit after he left his employment of Court Administrator for the County. The Judges have indicated that this was necessary and that the amount is fair and reasonable. Mr. Paluso: ... The question arose as to whether the County taxpayers or County Commissioners pay for legal counsel for a suit brought by another group of state employees or judges against the taxpayers of the county. I think this should be tabled to find out if this is legal. Moved by Mr. Gilmore, seconded by Mr. Paluso,appnoving the payment for the foregoing bills with the exception of the bill from David Posner, which has been tabled. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk requested approval for the re -appointment of Commissioner David L. Gilmore to the Soil Conservation District for a period of one year (1-1-78 thru 12-31-78) as a Commissioner member. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the re -appoint- ment of Commissioner Gilmore as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk announced that the Courthouse will be closed on December 26, 1977 for the Christmas holiday and January 2, 1978 for New Years. Chief Clerk informed the Board of a memo from Timothy Harrision, Director, Juvenile Probation, requesting approval for Pamela Siegel and Ms. Rachel McCarrell to attend a Training Institute "Community Dispositional Alternative" on December 14-16, 1977. Expenses to be paid from the Juvenile Court Judges Commission Grant of 1977. request. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing 1 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso —Yes. Motion carried unanimously. 29, MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM I- MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Chief Clerk informed the Board of the resignatiors of Celene A. Minor, Case Worker, Adult Welfare Services, effective December 6, 1977; Ruth Shields, R.N., Health Center, effective December 16, 1977; Donald Holma, Utility Worker, Parks & Recreation, effective October 25, 1977 and Edward M. Morascyzk Sheriff's Office, effective December 9, 1977. Chief Clerk informed the Board of a notice from the Pennsylvania Public Utility Commission advising the Board that a field investigation and conference will be held at the site of a proposed crossing to be constructed by the Greater Charleroi Industrial Development Corporation above the grade of the tracks of Norfolk & Western Railway Company in the Borough of Speers. Said investigation to be held December 8, 1977 at 10:00 a.m. Chief Clerk presented three On the Job Contracts with Automotive Services Council for John R. Pape, Richard Gerhart and Curtis W. Pidich as Auto Repairmen. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing OJT Contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk presented the fallowing Proclamation by the Washington/ Greene County Drug & Alcohol Program for the Board's approval. PROCLAMATION S.O.B.E.R. CAMPAIGN FOR DECEMBER WHEREAS, Safety on the American highways has become a major public concern and alcohol use combined with driving leads to significant highway deaths each year with estimates running as high as 50% of all highway deaths being the direct result of drinking and driving; and WHEREAS, This concern is heightened each year during the year-end holiday season when Americans engage in the spirit of the season, often to the point of over -indulgence; and WHEREAS, The Washington/Greene County D/A Program and various non-profit and civic organizations are conducting a joint campaign known as S.O.B.E.R. - "SLOW ON THE BOTTLE, ENJOY THE ROAD"; and WHEREAS, S.O.B.E.R. is being directed toward reducing the over 300 drunk driving arrests in Washington/Greene Counties yearly and the related accidents and deaths. NOW THEREFORE, The Commissioners of Washington County and Greene County do hereby proclaim the period of December 9, 1977 to January 1, 1978 as S.O.B.E.R. Days in Washington/Greene Counties, and urge all drivers to go "SLOW ON THE BOTTLE and ENJOY THE ROAD" so as to enjoy a safe holiday season. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Proclamation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. 30 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH INGTON COUNTY, PENNSYLVANIA MALCOLm L. MORGAN, DAVID L. GILMORE. EDWARD M. PALUSO, COMMISSIONERS Chief Clerk announced that the proposed 1978 budget for the County of Washington will be available for public inspection on December 8, 1978, and for at least twenty days prior to the date set for adoption. The date set for final action shall be made a matter of public notice at least ten days prior thereto. Remarks: Mr. Paluso stated that the adoption date for the 1978 budget has been tentative- ly set for Thursday, December 29, 1977, at the regularly scheduled meeting at 10:00 a.m. He also stated that any comments regarding the budget will be taken under serious consideration by the Board prior to the final adoption. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the posting of the 1978 budget for Washington County for public inspection as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Solicitor: Mr. Diamond presented the following tax refund to the Board for their consideration and approval: 1. District: Nottingham - Deed Book: District No: 530 - Section No: 2 - Parcel No: 62-1 Amount: $4.20 Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the foregoing tax refund due to either duplica- tion or overpayment of real estate or personal property tax. Mr. Paluso stated that the bids will be tabled for further examination and awarded at next week's regular meeting on December 15, 1977. Regarding the construction of the new County Parking Garage, Mr. Paluso stated that in accordance with the regulations of the federal government concerning the EDA grant of approximately $634,000, the general contractors, McAnallen Brothers, have moved onto the site of the parking garage and have commenced work today.
