PALUSO, COMMISSIONERS Minute No. 99 Office of County Commissioners Washington, Pa., December 15, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Acting Chief Clerk Tina Dallatore; Solicitor Diamond; Budget Director Gillespie; Joe Giecek and Don Ligman, Administrative Assistants; Charlotte Lane, Tourist Promotion; John Cadez, Engelhardt & Power; Bob Robertson Observer -Reporter and Earl Bugaile, WKEG. Chairman noted for the record that the three Commissioners, the Acting Chief Clerk, Budget Director and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 98, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 98, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mrs. Charlotte Lane of the Washington County Tourist Promotion Agency was on hand at today's meeting to report on the move of the Agency to a new location. She mentioned the proposal from the architects on the type of building which will be constructed. Mrs. Lane then requested that the Board approve rental of a mobile trailer to be used as temporary office space on a month -to -month basis until the new building is completed. She stated that she has received a proposal from Guest Trailer Rentals Inc. of Bridgeville, Pa., for $145.00 per month. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the rental of a mobile trailer as temporary office space for the Washington County Tourist Promotion Agency as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for the Emergency Medical Services equip - went, Mr. Diamond informed the Board that the facility, which will use the equipment, wants to change the specifications on the encoder, pager and charger. Remarks: Mr. Burns stated that the ambulance service was not satisfied with the nature of the specifications and have requested that these items not be awarded and readvertised at a later date. Mr. Diamond stated that the low bidder for those items as well as for the defibril.7ator was Motorola. PALUSO, COMMISSIONERS objections, that the Board make a conditional award to Motorola *ith the proviso in view of the fact that the other items are going to be rebid, in the event that Motorola does not desire to accept the offer to furnish the defibrillator, they may withdraw their bid and rebid under the new specifications for all the items. Moved by Mr. Paluso, seconded by Mr. Gilmore, conditionally awarding the bid for the Defibrillator to MOTOROLA, 1711 Douglass Drive, Pittsburgh, Pa., for the amount set forth in their bid, with the foregoing proviso. Special Acct. - $5,398.00 3. Commonwealth of Pa. - ck. #31-184026 dated 12-5-77 Final payment for Action Grant as per Contract SW-76-C-9C-0093 - GJC Juvenile Probation Acct. 6-b-6 $4,279.00 4. Commonwealth of Pa. - ck. #37-333105 dated 12-9-77 Child Welfare Foster Home & Institutional Care Payment April, 1977, thru June, 1977, Acct. 6-b-5 - $56,951.95 5. Commonwealth of Pa. - ck. #53-206746 dated 12-9-77 Day Care Contract No. 3967 - Oct. (Actual & Dec. (Est.) Acct. #6-b-18 - $17,140.64 Acting Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Geo Mechanics, Inc. - $5,636.50 2. Dyna--Med, Inc. - $4,869.03 3. Community Action Corp. - $17,140.64 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk requested authorization to advertise for bids for a 1978 four-wheel drive four door station wagon for the Department of Weights and Measures. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Acting Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 3y MINUTE BOOK BOARD OF_COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLm L, MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Joseph Giecek, Administrative Assistant, presented a Resolution for condemnation of property concerning Harmon Creek, Site 480. Mr. Giecek further explained that this was an additional easement or actual taking of land required by the Soil Conservation Service. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. New Business: Mr. Charles Gillespie, Budget Director, referred to the plan for children and youth, which was sent into Harrisburg, regarding Act 148. Mr. Gillespie reported that the total amount of the 1978 cost is $3,428,000, of which $53,000 is program income, $277,000 federal, $1,865,000 state and $1,221,000 County. He added that this was somewhat misleading because $862,000 of this is for institutional care if the children are sent out of the County, which is state reimbursable by 50%, however, if the children are put into facilities in our own county, reimbursement will go up to 75%. He also stated that this will increase the budget $1,508,000, but he added that most of the programs are 75% to 95% reimbursable. He requested that the Board approve the Annual Plan for 1978 as a matter of record for the Commonwealth. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the 1978.Annua7. Mr. Diamond presented the following tax refund to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplica- tion or overpayment of real estate or personal property tax: Lawrence C. Walters (1977 County Tax) Box 68 Elrama, Pa. 15038 Amount: $16.96 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Several employees representing the Washington County Health Center attended today's meeting regarding the understaffed condition at the Center.
