PALUSO, COMMISSIONERS Minute No. 102 Office of County Commissioners Washington, Pa., January 5, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Don Ligman and Joe Giecek, Administrative Assistants; John Drake, Senior Citizens; John Cadez, Engelhardt & Power; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; and Jay Mitchell, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 101, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 101, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of correspondence received from the Sheriff's Office advising that Anthony Seneca, Esq., will be the new Solicitor for their office, effective January 9, 1978. Chief Clerk informed the Board of two travel requests from Manpower for Mary Jo Closser to attend a continuation of a training program on Non- traditional Role for Women from January 9th through the.12th, and also for William Nicholson and John Fantini to attend the Southwest Pennsylvania Manpower Consortium meeting to be held at 10:30 A.M. on January 6, 1978 in Harrisburg. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a contract with McGinley Maintenance, Inc. to provide janitorial services at the Manpower facilities on Maiden Street. Mr. Brady added the term for the contract is one year with $375.00 per month for equipment and supplies. contract. Chief Clerk requested authorization to advertise for bids for one ambulance, three radios and pagers, for the Emergency Medical Services Instit under the Highway Safety Program. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Stapulis, Placement Supervisor, Juvenile Probation Dept. to attend a training institute (Family Counseling) sponsored by the Pa. Juvenile Judges Commission in Williamsport on January 9-13. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the 1978 Budget, the Chief Clerk stated he had received a list of accounts to be adjusted from Mr. Gillespie, Budget Director. &V MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLid L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Mr. Gillespie requested that the Board reappropriate the accounts as per Minute No. 101 dated December 29, 1977, for the various accounts he has listed. He explained that these adjustments are necessary because we cannot exceed our appropriations during the year; and that for any account that has exceeded its appropriation by Dec. 15th, we are given a 15 day period to Dec. 31st to either debit or credit on accounts that have money so that there is a small balance for each account. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the reappropriations for accounts listed by Mr. Gillespie for the 1978 Budget as per Minute No. 101, dated December 29, 1977. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Snl i r-i t-nr- Mr. Diamond presented an Ordinance authorizing the incurring of debt by the County of Washington, by issuance of a General Obligation Note in the principal amount of $1,200,000.00 for the purpose of providing a portion of the funds for and toward a project consisting of the construction of a parking garage and certain other projects. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the Ordinance providing for the General Obligation Note, 1978 Series A, in the principal amount of $1,200,000 from Pittsburgh National Bank.
