COMMISSIONERS 1 1 Minute 'No. 103 Office of County Commissioners Washington, Pa., January 12, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Don Ligman and Joe Giecek, Administrative Assistants; John Cadez, Engelhardt & Power; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter and Jay Mitchell, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 102, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 102, be approved as read. Roll call vote taken: Pair. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - ck. #85,831,363 dated 1-4-78 Manpower Planning Program - $190,000.00 2. U.S. Treasury - ck. #85,831,912 dated 1-5-78 Harmon Creek Flood Control - PA-485-1 - Estimate No. 14 (Final) dated 12-14-77 - Harmon Creek Flood Control 1974 - $71,166.15 3. U.S. Treasury - ck. #53,456,225 dated 1-9-78 Payment for calendar quarter beginning Jan. 1, 1978 under the Anti -Recession Fiscal Aid Acct. - $86,913.00 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Cerebral Palsy of Southwestern Pennsylvania, Inc. Finleyville Borough Borough of West Alexander Neighborhood House, Assoc. (Bronson House) Borough of Roscoe Borough of McDonald Moved by 11r. Gilmore, seconded by Air. Paluso, approving the foregoing Public Service Employment Program Contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Also under the CETA Program, the Chief Clerk presented the following six (6) Special Project Proposals: West Pike Run Township Hanover Township Borough of Cokeburg Smith Township Supervisors Dept. of Public Welfare Wash. Co. Board of Assistance T7ash. Co. Agricultural Fair, Inc. Building and Road Program $80,264.66 Peta Project Comm. Service Program - $48,203.50 Renovation and repair of Borough Bldg. and storm sewers, drains and curbs $41,024.32 Smith Township Upgrading Project - $43,573.62 Restructuring of Filing System - $46,520.39 :dash. Co. Fairgrounds Improvement Project $29,960.76 Moved by Iir. Paluso, seconded by Mr. Gilmore, approving the foregoing Special Project Proposals. Chief Clerk presented an Amended Agreement between the Department of Environmental Resources and Washington County to adjust the Department's encumbrance to the Chartiers Creek Flood Protection Project, Canonsburg -Roust Reach, Washington County, to reflect the recent lapsing of $268,925.18 of the existing available balance. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Amended Agreement as per above. Roll call vote taken: I Ll Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 0010, MINUTE BOOK 01 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Chief Clerk informed the Board of a letter from Jess D. Costa, District Attorney, requesting the approval of his attendance and the attendance of First Assistant District Attorney Rodgers at a criminal seminar, sponsored by the Pa. District Attorney's Association, to be held at Hershey Motor Lodge on February 9th and loth, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Courthouse Complex, the Chief Clerk presented a requisition from McAnalien Corporation for a current payment due of $22,431.01. Mr. Brady added that this comprehends the performance bonds and demolition that has already taken place. Moved by Mr. Plauso, seconded by Mr. Gilmore, approving payment of the foregoing requisition from McAnallen Corporation. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Also regarding the Courthouse Complex, the Chief Clerk presented Change Orders G-1 and G-2 from McAnallen Corporation for modification of foundations. Mr. Brady stated that this would result in a total reduction of costs of $13,220.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Change Orders G-1 and G-2 as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman announced that the following persons have been recommended to serve on the Drug and Alcohol Board: Jack Howell - April 1977 - April 1978 Martha Sweet - Jan. 1978 - Jan. 1979 A. B. Kenney - April 1977 - April 1978 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing appointments. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman recommended that Debbie O'Dell, Esq. be appointed to fill the vacancy in the Public Defender's office. Chief Clerk informed the Board of a letter from the Washington -Greene County Tourist Promotion Agency, requesting their first quarterly allocation for 1978. Chief Clerk informed the Board of a letter from the Cooperative Extension Service, requesting an allotment of $7,000.00 from the 1978 budget. Chief Clerk informed the Board of a letter dated January 6, 1978, from the Washington County Adult Probation and Parole Office regarding Thomas J. Gorby, Court Case t652, Crim., of 1977. Said letter requested a refund in the amount of $23.00 to their office for the subject as overpayment of court costs. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing refund. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that the balance of the contracts from the low bidders on the Courthouse Complex will be signed at 10:30 a.m. today. Motion carried unanimously. 10:30 A.M. - OPENING OF BIDS FOR FOUR WHEEL DRIVE VEHICLE FOR WEIGHTS & MEASURES August Stache, Deputy Controller, opened and read the following bids: 1. Corwin Jeep Sales & Service, Inc. Route 50, Box 98 Hickory, PA 15301 Total amount of bid: $6,463.50 A certified check in the amount of $646.35 accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for a four wheel drive vehicle for the Weights & Measure Dept. to CORWIN JEEP SALES AND SERVICE, INC., Route 50, Box 98, Hickory, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specification. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Diamond presented the three remaining contracts to be adopted and formally authorized by the Board for the new Courthouse Complex. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the contracts with the following contractors for the new Courthouse Complex: Chapman Corporation - for ventilating work William G. Glenn Electric Co. - for electrical work I.S.14. Corporation - for plumbing work Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously.
