PALUSO, COMMISSIONERS 1 1 to No. 105 Office of the County Commissioners Washington, Pa., January 26, 1978 The Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Charles A. Gilles; Administrative Assistant Joseph Giecek; Mr. Norman Carson, Project Inspector for the Washington County Office Building/Parking Complex; Barbara Raffaele of the Daily Notes; Phil Morrisey of WKEG; Jay Mitchell of WJPA; and John Cadez of Engel hardt & Power Associates. (Richard Glance and Floyd Laubham of the Planning Commission later entered the meeting. Also, Earl Bugaile of WKEG, J. Bracken Burns of EMS and various bidders later entered the meeting.) Chairman noted for the record that the three Commissioners, the Chief Clerk and the County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 104, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 104 be approved, as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: (1) P.N.B. - ck. #1124975 dated 1-23-78 - Proceeds of Loan - General Fund-$1,500,000.00 (2) U.S. Treasury - ck. #85,851,085 dated 1-18-78 Manpower Planning Program - $115,000.00 Chief Clerk presented the following bills to the Board for their consider, Lion and approval: (1) John Jochynek - $120.00 (2) Mart Egan - $210.00 (3) Abe Nasim - $90.00 (4) Danny Muti - $240.00 (5) Steve Yancec - $210.00 (6) George Anthou - $400.00 (7) William G. Johnston Co. - $200.00 (8) Newanna M. R MINUTE BOOK BOARD OF COUNTY CCMMISSIONERS WASH INGTON `COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMdSSIONERS Chief Clerk requested authorization to advertise for bids for Flags and Markers for Veterans Graves. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids for Flags and Markers for Veterans Graves. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously.' Chief Clerk informed the Board of correspondence dated January 19, 1978, from the Pennsylvania Public Utility Commission which enclosed an Order concern the application of the Borough of Speers and the Greater Charleroi Industrial Development Corporation for approval of the construction of a crossing where Arentzen Boulevard, constructed as proposed, will cross above the grade of the tracks of Norfolk & Western Railway Company in the Borough of Speers, Washington County, and the allocation of the costs and expenses incident thereto. Chief Clerk informed the Board of a request from Louise Abel, Executive Director of the Child Welfare Services, to increase the per diem rate for foster children from $4.50 to $5.00 and the clothing allowance as follows: Under 2 years 2 - 5 years 6 - 11 years 12 years and over $12.00 monthly $15.00 monthly $20.00 monthly $30.00 monthly Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above increases for the per diem rate for foster children and the clothing allowance as per above, Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk also informed the Board of the probationary appointments of IMr. Gregory Hilderbrand as Caseworker Trainee and Ms. Ellen O'Leary as Caseworker Trainee for the Child Welfare Services, effective January 23, 1978, at an annual isalary of $8,352.00. Chief Clerk presented to the Board for their consideration and approval an Agreement between the County of Washington, through the Washington County Office of Employment and Training, and the Elliott Training Center, in the amount of $57,200.00 for the training of twenty applicants in the fields of arc welding and pipe fitting. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Agreement as 1per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Ringgold School District For: Career Development Amount: $76,000.00 3. Charleroi Area School District For: Career Development Amount: $60,000.00 4. CLASP, Inc. For: Career Development Amount: $30,000.00 5. Beth -Center School District For: Career Development Amount: $25,010.00 YCCIP Contracts: 1. Washington -Greene Community Action Corporation For: Winterization Program Amount: $32,000.00 2. Washington -Greene Community Action Corporation For: Housing Rehabilitation Project Amount: $22,000.00 3. YMCA Camp Buffalo For: Conservation Improvement Program Amount: $20,000.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above -listed contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Diamond presented to the Board for their consideration and approval a Resolution whereby the Board of County Commissioners would approve to transfer title to Curtis McGaughey of 1.0± acres in the Cross Creek Park in retu for which Curtis McGaughey will transfer title of 2.0± acres to the County of Washington. Mr. Diamond recommended that the Resolution be adopted, subject to the approval of the Court. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the above-mentionel Resolution, based upon the recommendation of Solicitor Diamond and subject to the approval of the Court. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for one (1) 4-Wheel Drive Pickup Truck and two (2) Lawn & Garden Tractors for the Department of Parks and Recreation. Special Order of Business: Mr. Richard Glance of the Washington County Planning Commission reported to the Board on the condition of the statues located on top of the Courthouse. Mr. Glance stated that the statues are dangerous to life and property and recom- mended that the statues be removed. and replaced. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the removal of the statues located on top of the Courthouse, based upon the recommendation of Mr. Glance as per above. Engineered Communications, Inc. 1610 Potomac Avenue Pittsburgh, PA 15216 Total Amount of Bid: $8,048.00 for items under Groups 1 and 2 A certified check in the amount of $793.80 accompanied the bid. 2. Conaway Coach, Inc. P. 0. Box #36 Markleysburg, PA 15459 Total Amount of Bid: $19,435.00 for ambulance only A bid bond in the amount of 10% of the total bid accompanied the bid. 3. Motorola Communications and Electronics, Inc. 1711 Douglass Drive West Pittsburgh, PA 15221 Total Amount of Bid: $1,530.00 (Group I) $4,830.00 (Group II) A bid bond in the amount of 10% of the total bid accompanied the bid. 4. RCA Corporation Meadow Lands, PA Total Amount of Bid: $6,428.00 (Groups 1 and 2) (Optional Equipment) A bid bond in the amount of 10% of the total bid accompanied the bid.
