PALUSO, COMMi§SI`ONERS Minute No. 106 Office of County Commissioners Washington, Pa., February 2, 19781 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Ron Barshick and Gary Johnson of MH/MR;' Bracken Burns of Emergency Medical Services; Mrs. Miller, League of Women Voters; John Cadez, Engelhardt & Power; John Drake, Senior Citizens; Jay Mitchell, WJPA and John Stevens of the Observer -Reporter. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 105, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 105, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for Paging Equipment, 3 Mobile VHF Radio Systems and 1 ambulance for Emergency Medical Services, Mr. Diamond stated that at first examination Motorola appeared to be the low bidder, but that after a further examination of the bid, it was ascertained that Motorola had failed to bid on two optional items. He further stated that RCA had included these two optional items in their total bid and recommended that the bid be awarded to RCA. Mr. Burns added that the decision of which optional item will be used will be left up to the ambulance service. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for the Paging Equipment 3 Mobile VH)ti' Radio Systems for Emergency Medical Services to RCA Corporation, Meadow Lands, Pa., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the bid received for the ambulance from Conaway Coach, Inc., Mr. Diamond stated that Mr. Burns has asked that the bid be awarded with the proviso that the ambulance will be utilitized by Cecil Area Emergency Medical Service and not Coleman Funeral Service, which has gone out of business. Mr. Diamond added that this is being done to satisfy a technicality in 1 1 Harrisburg. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLv4 L. MORGAN, DAVID L. Box #36, Markleysburg, Pa., for the amount set forth in their bid with the foregoing proviso; this being the lowest and only responsible bid received in accordance with specifica- tions. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Anthony K. & Stella Cindrich - $6,373.25 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills: Remarks: Regarding the bills for the Special Deputies, Mr. Morgan suggested that the Chief Clerk set up a meeting with the Sheriff's office, the Courts and the Commissioners to see what can be done about the use of the extra deputies. Hrutkay, Controller of the Washington County Health Center, effective February 20, 1978. Chief Clerk informed the Board of a letter of resignation from Abe Nasim from the Southwestern Pennsylvania Regional Planning Commission. COMM1§9tIONERS Mr. Brady noted that Miss Stajduhar has vacation time coming to her, and according to the Union Contract this should be used first for a leave of absence Chief Clerk informed the Board of the termination of Michael Anderson, William Colosimo and Thomas Quinn from the CETA Project at Mingo Creek Park, effective January 27, 1978. Chief Clerk informed the Board of a travel request 'for Tom Stapulis, Juvenile Probation Dept., to attend the Governor's Justice Commission meeting in Harrisburg on February 6, 1978, for consideration of their 1978 Grant Application. Mr. Brady stated that there were funds to cover this expense. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Chief Clerk presented an On the Job Contract No. 78-102 between Kasel Industries, (formerly Liggett Spring & Axle Co) of Monongahela, Pa., and the Washington County Office of Employment and Training for the period from February 6 thru September 30, 1978 for 95 positions. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing OJT Contract. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Modification of a Contract between Joe Fida Auto Plate Service and the Washington County Office of Employment and Training changing the starting date to October 3, 1977, for training of a title searcher. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Modification. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Services Subcontract Project No. 42-8-015-10-6 to provide services, tools and equipment to 8 participants in the Home Builders/ Washington -Greene Community Action Program. Chief Clerk presented an Agreement to continue the County's contractual arrangement with Mrs. Gail Keener as the ceramics instructor for the Burgetts- town Senior Citizens Center commencing January 3 thru December 31, 1978, for a monthly sum not to exceed $50.00. Chief Clerk informed the Board of a letter from Adult Welfare Services requesting permission for three of the supervisory staff, Patricia Cook, Elizabeth McCloskey and Deborah DeStefano, to attend the 28th Annual National Council on the Aging, being held April 16 thru 19, 1978, in St Louis, Missouri. Mr. Diamond presented two Contracts and one Agreement for Community Living Arrangements for Mentally Retarded Persons: Contract between Washington County and the United Cerebral Palsy of Southwestern Pennsylvania, Inc. - Contract between Washington County, Greene County and the Washington County Chapter PARC, Inc. - Agreement between Washington County and Mon Valley United Health Services, Inc. Mr. Diamond stated that he had reviewed the contracts and found them to be in order, and also stated that the funds are 100% reimburse through MH/MR. Mr. Barshick gave a brief explanation of each contract and stated these are general contracts which are being renewed with the exception of Mon Valley which is a new program. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing two Contracts and one Agreement for Community Living Arrangements. Chief Clerk announced that the Commissioners will be attending an out of town meeting in Harrisburg, and therefore, the regularly scheduled meeting on Thursday, February 23, 1978, will be cancelled including the Salary Board meeting.
