Minute No. 108
Office of County Commissioners
Washington, Pa., February 16, 1978
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Don Ligman and Joe
Giecek, Administrative Assistants; Michael George, Parks & Recreation; John
Cadez, Engelhardt & Power; Mrs. Miller, League of Women Voters; Bob Robertson,
Observer -Reporter and Jay Mitchell, WJPA.
Chairman noted for the record that two Commissioners, the Chief Clerk
and County Solicitor were in attendance.
Chairman asked if there were any corrections,additions or omissions to
Minute No. 107, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 107, be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for two (2) lawn and garden tractors for
the Department of Parks & Recreation, Mr. Diamond stated that he had reviewed
the bids and recommended that the bid be awarded to Canonsburg Supply & Equipment
Company.
Moved by Mr. Paluso, seconded by Mr. Morgan, awarding the contract for
two (2) lawn and garden tractors to CANONSBURG SUPPLY & EQUIPMENT COMPANY,
R. D. 1, Box 247, Canonsburg, Pa., for the amount set forth in their bid; this
being the lowest responsible bid received in accordance with specifications.

Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Regarding the bids received for the 1978 Model 4-Wheel Drive Pickup
Truck, Mr. Diamond recommended that the bid be awarded to Thompson Ford, Inc.
(Mr. Gilmore entered the meeting.)
Moved by Mr. Paluso, seconded by Mr. Morgan, awarding the contract for
a 1978 Model 4-Wheel Drive Pickup Truck, to THOMPSON FORD, INC., 803 Main Street,
Bentleyville, Pa., for the amount set forth in their bid; this being the lowest
responsible bid received in accordance with specifications.

Chief Clerk informed the Board of a request from Marcella Frankovitch,
Nurses Aide, for a five day leave of absence from March 1 - 5, 1978, for pers
reasons. Mr. Brady noted that Ms. Frankovitch has accumulated no vacation time
as she is a recent hiree.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
request for leave of absence.

Chief Clerk presented an Agreement between Washington County and
Cross Creek Township for road maintenance from December 1, 1977 to May 1, 1978.

Agreement with Cross Creek Township.

Regarding the proposed smoke detectors for the Juvenile Detention Home,
the Chief Clerk stated that recommendations have been received from Emil S.
Bazzoli, Chief, Chartiers Twp. Volunteer Fire Dept. and William S. Ennis, Fire
Marshal, as to the type of alarms and where they should be located.
Chairman noted a vacancy on the Washington County Planning Commission
Board and stated that Mrs. Joan Jessen has been recommended to fill this vacancy
for a four year term from 1978 to 1982.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
appointment.

Chief Clerk informed the Board of a letter dated January 19, 1978, from
the Washington -Greene Community Action Corp. requesting the transfer of a check
in the amount of $8,817.76 for day care services provided under the Department
of Welfare Contract #3540. Mr. Brady stated that they are also requesting the
first half of their yearly budget -allocation in the amount of $7,500.00.
Chief Clerk informed the Board of a letter from the Washington -Greene
Drug and Alcohol Planning Commission requesting Washington County's hhare to
the Drug and Alcohol Program for the quarter of October 1, 1977 to December 31,
1977 in the amount of $6,177.33.
Chief Clerk presented a contract to be renewed with Infocon for data
processing services for Manpower. Mr. Brady stated that the contract expired
in December of 1977, and is now on a month -to -month basis. The Board agreed
to hold this matter in abeyance as the County is contemplating the purchase of
an in-house computer.
