Office of County Commissioners
Washington, Pa., March 2, 1978
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director
Gillespie; Controller Mascara; Tina Dallatore, Secretary; Don Ligman and Joe
Giecek, Administrative Assistants; Coroner Jackson; John Cadez, Engelhardt &
Power and Jay Mitchell, WJPA.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 108, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 108, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Special Order of Business:
In anticipation of the new County office building, Mr. Sember reported
that he has been interviewing a number of firms to do a study to determine the
most efficient use of office space in the new building. He stated that the
three firms which he interviewed are, the Arthur Young Company, Price Water
House, and the Pennsylvania Economy League, all of whom have had experience in
this area before. He explained that the firm would make a determination of eac
agency within the County, who would be moving into the new building, to analyze
the existing office space each of these agencies is now using, to determine if
the office space is adequate and what is the agencies probable future require-
ments five to ten years from now. They will also determine the amount of off-
street pedestrian traffic that each office will generate to determine where eac
agency will be located throughout the building, and how each agency interacts
with other agencies within the County. He then reported that he has analyized
each of the proposals submitted by the three firms, and that the Pennsylvania
Economy League indicated that they could start the study immedietely and would
take from eight to ten weeks to complete at a cost of $5,000. Mr. Sember added
that the other two proposals were considerably higher in cost and would take a
longer period of time to complete. He then recommended that the proposal from
the Pennsylvania Economy League be approved.

from Pennsylvania Economy League as recommended by Mr. Sember as per above.

Regarding the bids received for the removal of statues on the County
Courthouse, Solicitor Diamond recommended that the bids be tabled for one more
week for further review.

Chief Clerk presented the following bills to the Board for their
consideration and approval:

Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment of
the foregoing bills.

Regarding the proposed data processing system for the County, Mr.G"i-l-- -
reported that the Board has reviewed several proposals and have decided that
International Business Machines and Borroughs could offer the best data process-
ing for county government. He also stated that Robert K. Bailey & Associates.-_.
who have formed computer services to several other counties, and Philip Lodge,
who runs the computer operation at W & J College, have agreed to study each of
these systems for a fee and inform the Board as to which system could best meet
the needs of the County. Mr. Gilmore then recommended that the Board hire
Mr. Bailey and Mr. Lodge to review the two data processing system proposals.

of Robert K. Bailey & Associates and Philip Lodge as per above.

Chief Clerk presented a Road Maintenance Agreement with Hopewell
Township for maintenance of a paved road in Cross Creek County Park for $25.00
per hour from January 1978 to May 1978.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Road Maintenance Agreement.

Chief Clerk informed the Board,of a letter from Child Welfare Services
advising that Elena Bell, Clerk Typist, will be receiving a salary increase
effective February 13, 1978, from an annual salary of $7,628.00 to $7,980.00.
Chief Clerk noted that the terms of Mr. August Engelhardt and Mr. David
Miller of the Washington County Planning Commission expired-as�of#_January 1,
1978, and they have been recommended for reappointment for another four year
term.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the reappoint-
ment of Mr. August Engelhardt and Mr. David Miller as per above.

Chief Clerk informed the Board of a letter of resignation from Judge
Richard DiSalle as a member of the Washington County Authority. Judge DiSalle
stated that his new duties as a Commonwealth Court Judge would make it impossibl
to attend the meetings.
Chief Clerk informed the Board of the notification of the Annual
Election Officials Conference to be held April 3, 4 and 5, 1978, at the Treadway
Resort Inn in Grantville, Pa. Chief Clerk then requested authorization for his
attendance, the Director of Elections and a member'of his staff at this
conference.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the travel
request as per above.

Chief Clerk informed the Beard of a letter dated February 20, 1978,
from Speers Borough stating that they are in agreement with the change to
automated voting machines and the conversion should be expedited as soon as
posti.ble.

Remarks:
Mr. Morgan suggested that a copy of this letter be forwarded to all the state
legislators and state senators.
Chief Clerk informed the Board of a Request for Conservation District
Assistance for Harmon Creek Sites 485 and 486. Mr. Joseph Giecek, Administrative
Assistant, stated that this was an agreement for the Conservation District to
assist in the upkeep of the dams and technical assistance for these sites.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Request for Conservation District Assistance.

Chief Clerk presented an Agreement between Washington County and the
Army Reserve for work to be done at the Arden Ball Field located across from
the Fairgounds. Mr. Giecek added that the Army Reserve has agreed to level the
field and install sub -surface drains to relieve the excess water problem during
the spring rains all of which will be done at no cost to the County.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Agreement with the Army Reserve.

Regarding Civil Defense, the Chief Clerk presented the Annual Submissior.
for Fiscal Year 1976 to the State Council of Civil Defense which indicates a
change in staffing and other adjustments.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Annual Submission for Fiscal Year 1978.

Chief Clerk announced that the Mid -Year Conference of the United States
Civil Defense Council is to be held in Washington, D.C. on March 12 to 15, 1978,
and requested authorization for Donald Ligman to attend.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the travel
request as per above.

Regarding the Yablonski trials, the Chief Clerk informed the Board of
a letter from Controller Mascara advising that it will be necessary for the
Board of Commissioners to make a supplemental appropriation of $150,000 to
Account 164.2. Mr. Mascara stated in his letter that the total appropriation

for 1978 amounted to $100,000, and with the most recent advance of $73,000

Chief Clerk presented a modification of a contract between Community
Action and the Washington County C.E.T.A. office, adding $338.53 to the contract
compensation figure to cover tools, etc.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
modification.

Chief Clerk presented the following fifteen (15) Special Project
proposals for the Board's consideration and approval:
Charleroi Metropolitan Library Association
$41,620.13 - to hire one supervisor and six laborers to begin
converting the Old Charleroi Post Office into a
community library
Robinson Township
$36,256.69 - to hire six people to provide road maintenance
and to reorganize the township filing system
Union Township
$28,310.09 - to hire five laborers to clear 3.5 acres for a
community park
Charleroi Area School District
$26,326.24 - to hire seven classroom assistants to release
teacher from clerical and non -instructional
tasks
Burgettst:own Borough
$52,358.46 - to hire eight laborers to demolish two buildings,
repair the fire station, replace sanitary sewer
and other community improvements
Washington YWCA
$23,626.39 - to hire five workers to provide quality child
care service for children of working parents
when school is not in session
East Bethlehem Township
$57,294.20 - to hire ten people to start a beautification
project ridding the township of all excessive
debris and delapidated structures. Also, the
floor of the Township building will be replaced
and the stairway leading to the business district
will be repaired.
Smith Township
$43,573.62 - to hire six people for tree, brush and limb removal
along roadways and the building of picnic tables,
shelter and rest rooms for the recreational park.
Also, they will demolish several old buildings and
renovate the old Township garage.
Mount Pleasant Township
$66,865.52 - to hire nine people to construct recreational
facilities in the Township
City of Washington
$94,468.22 - to hire twelve people to rehabilitate substandard
homes owned by senior citizens
Canonsburg Borough
$76,751.24 - to hire ten people to expand the maintenance garage;
construct terraces, ballfields, and outside seating
arrangements in the Borough parks; and to clear
brush from the flood control project area
Mon Valley Health and Welfare Council
$69,140.65 - to hire fourteen people to provide winterization
improvements to the homes of low income senior
citizens and facility improvements to senior citizens
centers in Washington County
