PALUSO, COMMISSIONERS 1 J 1 Minute No. 130 Office of County Commissioners Washington, Pa., July 27, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Morgan. Absent being Commissioner Gilmore. Also being present: Chief Clerk Brady; Solicitor Derrico; J. W. Cadez, Township Officials, Barbara Raffaele, Daily Notes; Bob Robertson, Observer -Reporter; Philip Morrissey, WKEG. Chairman noted for the record that two Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 129, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 129, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of travel requests for Jean Burrell and Jane Britton of Manpower, to attend the Regional Instruction Seminar on "Preparing the 1979 Title I Plan" on August 2 and 3, 1978, in Philadelphia, and for William Eiler and Gary Oliphant of Manpower, to attend the "Competitive Grant Seminar" on August 2 and 3, 1978, in Baltimore, Maryland. Also travel requests for Harvey Stuart and Josephine Vincent of Register of Wills office, and Jackie Baughman and George Hanna, Orphant' Court to attend the 1978 Convention of Register of Wills and Clerk of Orphans' Court Division at Williamsport, Pennsylvania. Chairman noted that Mr. Richard Gubanish, Chief Assesor, has resigned and recommended the appointment of Clifford Wayne Fleming of Fallowfield Township as the new Chief Assessor for Washington County. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the appointment of Clifford Wayne Fleming as Chief Assessor and the foregoing travel requests. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unaimously. Chief Clerk informed the Board of a letter from the Community Medical Center of Northwest Washington County requesting payment of $12,500 from Federal Revenue Sharing Funds authorized by the Commissioners in th&per Appropriation Resolution No. 120-2 at their meeting on May 18, 1978. Said letter thanked the Commissioners for their generous contribution. Chief Clerk informed the Board of a Change Order for the R C & D Project at Mingo and Ten Mile Creek Park for additional work which will cost approximately $14,000 with the County's share being $7,000. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Change Order. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a public notice from the Corps of Engineers advising that the Detroit District has prepared a Preliminary Draft Survey Report and Notice of Public Workshop Meetings on the Great Lakes - St. Lawrence Seaway Navigation Season Extension Survey Study. Chief Clerk noted the transfer of Colonel Max R. Janairo, Jr., District n 1 Engineer, U. S. Army Engineer District, Pittsburgh, and that Joseph A. Chief Clerk informed the Board of the final billing from Columbia Gas regarding the Chartiers Creek Flood Protection Project, Canonsburg -Houston Reach, Unit 2-A in the amount of $91,698.35. Moved by Mr. Paluso, seconded by Mr. Morgan, approving payment of the final billing from Columbia Gas as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that the Chartiers Township Volunteer Fire Department conducted the annual fire drill at the Juvenile Detention Center on July 19, 1978. Chief Clerk presented two (2) Special Project Modifications: Cross Creek Township - Transfer extra funds in wages to fringe benefits No change in funds previously obligated. Borough of Donora - Change in termination date from June 27, 1978 to August 25, 1978 No change in funds previously obligated. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Special Project Modifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an On the Job Training Contract with Fiberclad Division, Lunn Industries, Belle -Vernon, Pa., and under the Hire II Program, an On the Job Training Contract with Automotive Service Councils of Pennsylvania. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing OJT Contracts. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Washington County Parking Garage, the Chief Clerk presented two Change Orders (G-7 & G-8) for McAnallen Corporation which would increase the depth of caissons as required by actual site conditions over depths indicated on the drawings, increasing the Contract sum by $9,322.71; and for elevator revisions as shown on revised drawings, increasing the Contract sum by $13,023.00. Chief Clerk presented a Resolution adopting the Revised Citizen Participation Plan pursuant to receiving Federal funds under the Housing and Community Development Act of 1974 for undertaking community development activities. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Resolution adopting an Amendment to the Articles of Incorporation of the Washington County Authority which would change the term of existence of the Authority to July 1, 2028. Chairman stated that the Authority is contemplating the Bond Issue and the life of the Authority_ needs to be long enough to handle the tentative plans. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced that there would be no meetings held by the Commissioners during the week of July 31st thru August 4th due to the Annual County Commissioners Convention.
