PALUSO,-COMMISSIONERS 1 Minute No. 133 Office of County Commissioners Washington, Pa., August 24, 1978 The Board of County Commissioner met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Acting'Chief Clerk Tina Dallatore; Solicitor Derrico; Joe Giecek, Administrative Assistant; Budget Director Gillespie; Coroner Jackson; Mrs. Miller, League of Women Voters; Jon Stevens, Observer -Reporter; Barbara Raffaele, Daily Notes; Phil Morrissey, WKEG. Chairman noted for the record that the three Commissioners, the Acting Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 132, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 132, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: checks: Acting Chief Clerk informed the Board of the receipt of the following 1. U.S. Treasury - Manpower Planning Program - $400,000.00 2. F.N.B. - Repurchase Agreement - General Fund Capital Acct. Interest Earned - $553.38 3. F.N.B. - C.D. - Parks & Recreation - Interest Earned - $2,165.75 4. F.N.B. - C.D. - Industrial Development Revolving Fund Interest Earned - $1,484.18 5. F.N.B. - Certificate of Deposit - Federal Revenue Sharing Fund - Interest Earned - $4,197.74 6. Commonwealth of Pa. - Domestic Relations Special Acct. $9,891.00 7. Commonwealth of Pa. - for Indochinese refugees for fourth quarter of 1977 - Acct. 6-b-29 - $2,280.60 Acting Chief Clerk informed the Board of a request from the Washington County Firemen's Association, Inc., for a budget allocation of $10,000.00 from the 1978 budget. Acting Chief Clerk informed the Board of a travel request from Kate Podvia, Director, Volunteers -In -Probation, Inc., to attend the 8th National Forum on Volunteers in Criminal Justice held in Cherry Hill, New Jersey, from October 15 - 18. Ms. Podvia also requested authorization for her new assistant to attend. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. COMMISSIONERS Mr. Gilmore - Yes; Mr. Paluso - Yes;' Mr. Morgan - Yes. IN Motion carried unanimously. Acting Chief Clerk presented a Letter of Engagement for the Auditor General to perform the required financial and compliance audit of Public Works Employment Funds. The fee for this project will range from a minimum of $2,850.00 to $4,900.00 maximum. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Letter of Engagement to the Auditor General. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented a Special Project Modification under the CETA Program for the Washington YMCA, Camp Buffalo, Winterization Project, changing the termination date from September 30, 1978 to September 18, 1978, with no change in funds previously obligated. Acting Chief Clerk also presented a non -financial Agreement between the Job Corps and the Washington County Employment and Training Agency, which states in effect that the WCETA will be responsible for advertising interview dates and providing space for the Job Corps interviewers. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Special Project Modification and non -financial Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented a Change Order (G-9) from McAnallen Corp. regarding the Washington County Parking Garage and will increase the contract sum by $15,900.00. Said Change Order approved by the architect. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Change Order. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Derrico presented two (2) Agreements for dental and pharmaceutical services at the Washington County Health Center.rendered by Dr. William Sulkowski, D.D.S. and William Duvall, Pharamcist, on a fee for service basis. Mr. Derrico added that a 60-day written notice of termination has been included as part of the provisions in the Agreements. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Agreements. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Acting Chief Clerk informed the Board of a proposal from West Penn Power Company to remove their overhead facilities along West Beau Street between Main and Franklin Streets and placing them underground. Mr. Joesph Giecek, Administrative Assistant, added that West Penn has suggested that repaving of streets, sidewalks and other surface restoration could be done in conjunction with the construction now underway or with direct contract with others by the county. He also stated that we would be given a credit of $9,075.00 for surface restoration, with an estimated cost of $90,157.00 for work performed by West Penn Power. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the proposal from West Penn Power Company as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Motion carried unanimously. Remarks: Mr. Paluso made note of the Board's appreciation of the efforts made by Don Ligman and Joe Giecek, Administrative Assistants, during the recent blood drive. He added that 102 pints of blood had been collected for the Central Blood Bank. Meeting adjourned.
