PALUSO, COMMISSIONERS Minute No. 135 Office of County Commissioners Washington, Pa., September 7, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; John Drake, Senior Citizens; Helen B. Miller, League of Women Voters;'Ronald Edwards, Southwestern Pennsylvania Area Agency on Aging, Henry Badzik, Badzik Printing; Herb Caponi, Citizen; Bob Robertson, Observer -Reporter; Barbara Raffaele, Daily Notes; Pamela Golden, Valley Independent; Philip Morrissey, WKEG. Chairman noted for the record that the three Commissioners,the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissi to Minute No. 134, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 134 be approved as read. Old Business: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the bids received for window shades for Courtrooms 1, 2 and 3, Mr. Derrico stated that he had reviewed the bids and recommended award to Caldwell's Windoware, Inc., which was the lowest bid received. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for furnishing and delivery of window shades for Courtrooms 1, 2 and 3 to CALDWELL'S WINDOWARE, INC., 166 Wabash Avenue, Pittsburgh, Pa., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. F.N.B - Repurchase Agreement - 1974 Bond Issue Account - Interest Earned - $733.65 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Cole-Layer-Trumble - $4,708.33 2. MH/MR - $245.38 3. Felice Associates - $180.00 4. Infocon Corp. - $723.00 5. Omega Service - $5,211.60 6. J. J. Motion carried unanimously. Chief Clerk requested travel authorization for Don Ligman and Joe Giecek to attend the Annual Conference of the State Council of Civil Defense to be held in DuBois, Pa., on September 25 - 28, 1978. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoi travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Lease Extension between the County and William & Mary L. Bash, extending the lease dated December 16, 1957 for a term of five years beginning January 1, 1978 and ending December 31, 1982, for 1.1896 acres of land in Amwell Township for Civil Defense and other purposes for a rental of $500.00 per year. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoi Lease Extension. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the CETA Program, the Chief Clerk presented an On the Job Training Contract with Golf Shack to train Terry Marynchak as an Officer Manager for the period September 7, 1978 throggh March 2, 1979. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoi OJT Contract. Roll call vote taken: [I 0 1 Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes, Motion carried unanimously. MINUTE BOOK 239 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L, MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Chief Clerk informed the Board of a letter from members of the Pioneer Day Camp thanking the Commissioners for building the Girl Scout Pavillion at Mingo Creek Park. Chief Clerk requested travel authorization for Elmer Obitko, Director of Veterans Bureau to attend the second Refresher Training Course of 1978 conducted by the Veterans Services Division in Pittsburgh on October 12 and 13. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request. Roll call vote taken:' Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Drug and Alcohol Planning Commission Board, the Chairman recommended that Janet Diresta be reappointed for a term expiring April 1980, and the new appointment of Magistrate June Lilley to fill the vacancy of Roger Gaydos for a term expiring January 1979. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing appointments. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of letters from three libraries, Citizens Library, Peters Township Library and Chartiers-Houston Community Library, thanking the Commissioners for their contributions. Chief Clerk requested travel authorization for Timothy Harrison, Director, Juvenile Probation Department, to attend a Juvenile Court Training Program to be held in Pittsburgh on October 15-17, 1978, with all expenses reimburseable by the Governor's Justice Commission. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding Courthouse renovation, the Chief Clerk presented an Agreement between the County and Unique Mfg., Inc. of Washington, for reupholstering chairs for Courtrooms l,`2 and 3, at $22.50 per small chair and $96.00 per large chair. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 240 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS Chief Clerk requested authorization to advertise for bids for installation of ramps for the handicapped in the Coutthouse. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Change Order for the contract with A. J. Vater & Company, Inc., to rehang three sets of doors on the Courthouse at the rear, Beau Street and Main Street entrances, which would enable the doors to swing outward and would increase the contract sum by $6,783.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoin Change Order. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Change Order also with A.J. Vater & Company for refurbishing Courtroom No. 5 and would increase the contract sum by $5,149.00. Chairman noted that Courtroom No. 5 had not been included in the original specifications for renovation. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Change Order. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a third Change Order from A.J. Vater & Company for painting of the stairway railings which would increase the contract sum by $2,862.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Change Order. Roll call vote taken: Mr. Gilmore-- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between Washington -Greene Counties and the Life Management Associates, Ltd., of Greensburg, Pa. as a provider of services for mentally ill and mentally retarded individuals for a period of 9 months from October 1, 1978 through June 30, 1978, in the amount of $5,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore--- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. MINUTE BOOK 241 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Also under the MH/MR Program, the Chief Clerk presented an Agreement between Washington -Greene Counties and the Vocational Rehabilitation Center to be located in the Mon Valley. Agreement. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Washington County Conservation District -f®r, the -balance of their 1978 budget in the amount of $11,302.00. Solicitor: Mr. Derrico presented a Resolution authorizing the selection and appropriation of a certain tract of land with the building and improvements thereon, situate in Chartiers Township for Public Purposes (specifically) agricultural fairgrounds, and authorizing the filing of a Declaration of Taking and all necessary action for the acquisition thereof. Mr. Derrico presented a Contract between the County and Reese Dugan to aide the County in the reassessment program in the area of Houston and Chartiers Townships as an independent contractor and will be paid for his services on an "as needed" basis for 3.75 an hour up to a maximum of $30.00 per day for a maximum of 30 days.
