PALUSO, COMMISSIONERS 1 �l Minute No. 136 Office of County Commissioners Washington, Pa., September 14, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Coroner Jackson; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Barbara Raffaele, Daily Notes; Phil Morrissey, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 135, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 135, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check 1. Commonwealth of Pa. - Civil Defense Personnel & Administrative Reimbursement - Acct. 6-a-1 $1,556.36 2. Commonwealth of Pa. - Supplemental check for prorated share of 1977 Public Utility Realty Tax - Acct. 8-f $4,806.85 3. Commonwealth of Pa. - Juvenile Act Expenditures for quarter ending Sept. 1977 - Acct. 6-b-11 - $29,952.99 4. F.N.B. - Certificate of Deposit - Liquid Fuels Tax Fund - Interest Earned - $1,078.77 5. Commonwealth of Pa. - Child Welfare Contract #3063 Second Quarter - Title XX Social Services - Acct. 6-b-27 $50,790.88 6. Commonwealth of Pa. - Day Care Contract No. 9630 Months of July (actual) and Sept. (est.) - Acct. 6-b-18 $11,164.12 Regarding the Courthouse renovation, the Chief Clerk presented Change Order No. 4 from A. J. Vater & Company, Inc., to paint the handrailing on the second floor of the Courthouse, which would increase the contract sum by $1,171.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoin Change Order. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 244 MINUTE BOOK BOARD OF -COUNTY COMMISSIONERS WASH INGTON 'COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE, EDWARD M. PALLISO, COMMISSIONERS Chief Clerk informed the Board of the following travel requests: Warden Jay Taylor Deputy Warden Poland Jean Britton Jean Burrell Manpower William Eiler Manpower Tim Harrison, Director Juvenile Detention Home to attend annual fall conference of the Pennsylvania Wardens Association on October 5,6,7 to attend the State Manpower Services Council Plan Review Sessions on September 19, 20 and 21 in Lancaster, Pa. to attend the Regional Training Center course "Media Skills Workshop on September 26 - 28 in Philadelphia, Pa. to attend Chief Probation Officer's Council Meeting at Penn State on September 19 - 21 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request for a leave of absence from September 18 through September 20, 1978, for Helen Jean Nichols, Fiscal Technician of the Child Welfare Office. Chief Clerk also informed the Board of notification from Helen S. Grantz, Nurses Aide at the Health Center, advising that her doctor has directed her to remain off work for an indefinite period of time. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing request for leave of absence for Helen Nichols. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Under the CETA Program, the Chief Clerk presented a Special Project Modification for Meadowcroft Village, Avella, Pa., changing the termination date from September 30th to September 2nd as the project cannot extend beyond one (1) year. Said change of termination date does not affect funds previously obligated. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the fok6goinc Special Project Modification. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter of appreciation from the Greater Canonsburg Public Library to the Commissioners for their 1978 allocation. COMMISSIONERS 1 0 Chief Clerk presented a Lease with William & Carla Golden for rental of a house in Mingo Creek Park for a term of one (1) month from October 1st to October 31st. Lease. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a public notice from the Corps of Engineers stating that the Boat Shop and Marina of Belle Vernon, Pa., has appli for a permit to install three permanent steel pilings in order to move the exist- ing boat dock an additional 30 feet riverward. 10:30 A.M. - OPENING OF BIDS FOR THE FURNISHING AND DELIVERING OF ONE (1) 1979 MODEL 12-PASSENGER VAN. Barbara Davis of the Controller's Office opened and read the following bids: 1. Rudy Schreiber Chevrolet 1655 Jefferson Avenue Washington, PA 15301 Total amount of bid: $8,725.00 A certified check in the amount of $872.50 accompanied the bid. 2. Thompson Ford, Inc. 803 Main Street Bentleyville, PA 15314 Total amount of bid: $9,181.00 A cashier's check in the amount of $918.10 accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bids be tabled for further review. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso.- Yes; Mr. Morgan - Yes.
