Washington, Pa., September 21, 1978
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Acting -Chief -Clerk Tuna Dallaterei Solicitor Derrico;
Coroner Jackson; Gerald Falso, McAnallen Corporation; Helen B. Miller, League
of Women Voters; Pamela Golden, Valley Independent; Barbara Raffaele, Daily Note ;
Bob Robertson, Observer -Reporter; Phil Morrissey, WKEG.
Chairman noted for the record that the three Commissioners, the
Acting Chief Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 136, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 136,
be approved as read.

Acting Chief Clerk informed the Board of a request from the
Washington -Greene County Tourist Promotion Agency for their fourth quarterly
allocation for the year 1978.

Under the CETA Program, the Acting Chief Clerk presented the followi
Six (6) On the Job Training Contracts with Polycon, Inc., a
Thermoplastic Manufacturer in Donoaa for a 6 month period
$10,920.00 total cost
One (1) On the Job Training Contract with Washington Garmeht Co.,
a division of Bobbie Brooks for a 7 month period
$1,800.00 total cost
One (1) Institutional Contract with Penn Commercial to train
10 trainees in General Business Course
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
contracts under the CETA Program.

Acting Chief Clerk presented a Right of Entry Agreement which would
authorize the Immaculate Conception Church and Immaculate Conception High School
to use the unoccupied portion of the industrial site known as the Crile
Industrial Site in South Strabane Township as a cross-country course by its
cross-country team, for a period extending from September 1, 1978 until August
31, 1979.

Acting Chief Clerk informed the Board of a travel request from
George Messerotes, Chief Sealer, Department of Weights and Measures, to attend
the 63rd Annual Conference of the Pennsylvania Association of Weights and
Measures during the week of October 22-26, 1978, at the Tamiment Resort and
Country Club, Tamiment, Pa.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
travel request.

Acting Chief Clerk requested authorization to advertise for bids for
two (2) vehicles for the County parks.
Moved by Mr. Paluso, seconded by Mr-. Gilmore, authorizing the Acting
Chief Clerk to advertise for bids as per above.

Acting Chief Clerk informed the Board of a letter from the League of
Women Voters of the Peters Township-Washipgton Area requesting that the Board
of Commissioners proclaim the week of September 25-30, 1978, as "League of
Women Voters Week".
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Proclamation.

Regarding the Court House -Jail Root Renovation, the Acting Chief
Clerk presented a Change Order No. G-1 from Miller Thomas Gyekis, Inc., which
changes the type of nails being used and would result in a decrease of the
total contract sum in the amount of $220.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Change Order.

Mr. Derrico presented the following four (4) tax refunds to the
Board for their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax

Mr. Derrico presented a Resolution authorizing the County to enter
into a lease agreement with Citizens Library for a period of one (1) year for
rental of a storage room approximately 20' x 50' for storage of recoods and
historical documents at $100.00 per month.
Remarks:
Mr. Gilmore stated that this arrangement would only be a stopgap measure and
he felt that the Board should seek a long range solution.
Mr. Morgan stated that after much discussion on this matter, it was felt that
this would be the only reasonable and least expensive method of storage.

Rdgarding the bids received last week for the 12-passenger Van,
Mr. Derrico stated that the bids would be held for another week for further
review.
Mr. Paluso noted that he had rec:eiVed a letter dated September 20,
1978, from the National Foundation of the March of Dimes requesting that the
Commissioners delay the demolition of a building located at 135 East Chestnut St.
and grant them permission to use the property for their Haunted House project.
Said letter was accompanied by a letter from Mayor Johns and the Washington
School District which stated that they have no objections of the use of this
property for the Haunted House project. Mr. Paluso noted that the March of Dimes
will supply a certificate of insurance making the County harmless for any
liability to property damage or personal injury, and that they will be responsi-
ble for any costs relating to this project.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the use of
the abovementioned property by the March of Dimes.

Regarding the Marmon Creek Flood Control area, Mr. Paluso referred to
the July/August issue of the Washington County Conservation District publication
called "Tomorrow" which showed the problems and damages being caused by motor-
cycles and four-wheel drive vehicles. Mr. Paluso stated that if this problem
is not solved soon some of the damage may be irreversible, and he suggested that
the Board instruct Mr. Derrico to prepare some type of ordinance providing for
stiff fines for anyone caught damaging the property with these vehicles.
Remarks:
Mr. Gilmore stated there could be some problem with enforcing the ordinance.
Mr. Morgan stated that Mr. Giecek had checked the particular pipe which has been
blocked and reported that it is impossible to unblock it except with the use of
explosives. Mr. Morgan stated that hh has authorized Mr. Giecek to locate a
licensed demolition man to open the pipe.

10:30 A.M. - OPENING OF BIDS FOR INSTALLATION OF RAMPS FOR THE HANDICAPPED INTO
THE COURTHOUSE
Controller Mascara opened and read the following bids:

bid.
The foregoing bids were tabled for further review.
