PALUSO, COMMISSIONERS n G' Minute No. 138 Office of County Commissioners WashingtoA, Pa., September 28, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Coroner Jackson; Helen B. Miller, League of Women Voters; Barbara Raffaele, Daily Notes; Bob Robertson, Observer -Reporter; Phil Morrissey, WKEG; Jim Frye, WJPA. S Chairman noted for the record that the three Commissioner, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 137, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 137, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mr. John Fantini, Director of Manpower, stated that, as of this date, the United States Congress has not passed the enabling CETA legislation nor the month -to -month continuing Resolution for operating funds for the CETA program, and in the event that they do not pass either piece of legislation by September 29th, he recommended that we honor the funds that we have contracted for in On -the -Job institutional training, and that we lay off all Work Experience employees, Title II and Title VI Public Service employees, and Title VI Special Project employees which will probably involve about 650 or 700 people. Mr. Fantini added that these employees would be notified of the layoff by telegram or telephone messages, and that if the employees are not notified by 4:00 p.m. an Friday, September 29th, that they will continue to work. Remarks: Mr. Paluso asked if any of these people would be entitled to unemployment compensation, and suggested that if they are, that they be notified to register with the Bureau of Unemployment Security. Old Business: Regarding the bids received for the installation of ramps for the handicapped into the Courthouse, Mr. Derrico reported that the Planning Commission has recommended that the bids be rejected as they were too high, and the item be readvertised. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going recommendation by the Planning Commission. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. PALUSO, COMMISSIONERS Regarding the bids received for the 12-Passenger Van, the Chairman stated that federal funding has not been forthcoming, and therefore, the E Planning Commission has recommended that the Board reject the bids until such p time that we do get final assurance that federal funding is forthcoming. I Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the s recommendation of the Planning Commission as per above. s Roll call vote taken: i Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. r F Chief Clerk informed the Board of a letter from Joanne E. Hott, Office 1 1 o Manager of the Washington -Greene County Tourist Promotion Agency commending a group of people working for the County Parks Department, especially Ron Roach, Ed Petricca and Vicki Hladik, for their assistance during the 8th annual F Covered Bridge Festival. Regarding the Courthouse renovation project, the Chief Clerk presented two (2) Change Orders (G-2 & G-3) from Miller Thomas Gyekis, Inc., to provide new roofing where existing statues have been removed, and to install insulation in the attic space above Court Room No. 5. Mr. Brady stated that the new roofing will increase the contract sum by $4,584.00, and will increase by $975.00 for the insulation. Said Change Orders have been approved and recommended by the architect. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Change Orders. PALUSO, COMMISSIONERS 1 1 1 Chief Clerk informed the Board of a public notice from the Corps of Engineers, Department of the Army, advising that The Guttman Realty Company of Belle Vernon, Pa., has applied to anchor five (5) spar barges end to end in order to provide a fleeting area measuring 880 feet long by 110 feet wide. Chief Clerk informed the Board of a Notice of Public Hearing from the Redevelopment Authority to be held in Canonsburg on Monday, October 16, at 7:30 p.m. in the Council Chambers of the Borough Building, regarding the Canonsburg Pike Street Redevelopment Project Area IV. Chief Clerk informed the Board of the following Special Project Modification Contracts: Roscoe Bevog4h Council Union Township Road District Long Branch Borough Wash. Coubty Board of Assistance Extended termination date No change in obligated funds Change of termination date from Sept. 30 to Oct. 27 No change in obligated funds Change of termination date from Sept. 30 to OctQ 27 No change in obligated funds Change of termination date from Sept. 30 to Dec. 29 Increases obligated funds by $9,181.33 Moved by Mr. Palaso, seconded by Mr. Gilmore, approving the foregoing Special Project Modifications. Mr. Derrico presented the following tax refund to the Board for their consideration and -approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund;, due to either duplica- tion or overpayment of real estate or personal property tax: Anthony M.
