PALUSO, COMMISSIONERS 1 Minute No. 139 Office of County Commissioners Washington, Pa., Oobbber 5, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Budget Director Gillespie; Joe Giec6k, Administrative Assistant; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Ronald Edwards, Southwestern Pennsylvania Area Agency on Aging, Bob Robertson, Observer -Reporter; Barbara Raffaele, Daily Notes; Philip Morrissey, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 138, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 138, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for the three (3) 1979 Compact Models, Solicitor Derrico stated that the low bidder was Vaughn Chevrolet, Inc., but the bid had to be rejected as there was no bid bond or certified check included with the bid. Therefore, Mr. Derrico recommended the bid be awarded to Pankopf Ford Sales, Inc., who was the next lowest bidder for the Fairmonts in the amount of $12,111.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for the Delivery of three (3) 1979 Compact Models for Washington County to PANKOPF FORD SALES, INC., 470 Washington Road, Washington,Ra., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Chief Clerk presented a Memorandum of Understanding for a Flash Flood Warning System between the National Weather Service and the County of Washington.under the Civil Defense program. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Memorandum of Understanding. Roll call vote taken: Mr. Gilmore— Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Guaranteed Maintenance Agreement between the County and 3M Business Products Sales, Inc. for the maintenance of two (2) pieces of microfilming equipment for one year from August 30, 1978 to August 30, 1979. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Guaranteed Maintenance Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Drug and Alcohol Abuse Program, the Chief Clerk presented a Personnel Agreement, which was previously approved in 1976, but had never been properly signed. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the six (6) contracts for National Institute on Drug Abuse treatment slots as per above. Regarding the construction of the Washington County Parking Garage, the Chief Clerk presented a -Change Order from McAnallen Corporation (G-10)► which will decrease the contract sum by $28,489.00, and is recommended by the architect. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Change Order. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding Emergency Medical Services, the Chief Clerk requested authorization to advertise for an ambulance for the Monessen Ambulance Service - Remarks: Mr. Bracken Burns, Executive Director of Emergency Medical Services, stated that) the ambulance would provide increased coverage to the area which used to be serviced by the Charleroi Fire Department which includes Charleroi, North Charleroi, townships and small boroughs surrounding them. He also stated that the ambulance should cost about $9,000. Mr. Paluso stated that the new ambulance should be stationed in Washington County, and noted that only one ambulance has been designated for the county which is in Fallowfield Township. He added that at least two are needed for adequate coverage. Mr. Paluso felt that there should be some stipulation that we are going to secure grants for the Westmoreland based ambulance service, which would provide for another ambulance for the Washington County area. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids for one ambulance for the Monessen Ambulance Service.
