PALUSO, COMMISSIONERS Minute No. 140 Office of the County Commissioners Washington, Pa., October 12, 1978 The Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Administrative Assistants Ligman and Giecek; Coroner Farrell Jackson; Controller Mascara and Mrs. Mascara; Phil Morrissey of WKEG; Barbara Raffaele of The Daily Notes; Pamela Golden of The Valley Independent; Lynne Riggle of Washington High School; Bob Robertson of The Observer; John Drake of the Senior Citizens; Helen B. Miller of the League of Women Voters; and Dave Lester of The Brownsville Telegraph. (Mr. John Eastham of Black Top Paving Company later entered the meeting for the bid openings.) Chairman asked if there were any corrections, additions or omissions to Minute No. 139, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 139 be approved, as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Gallatin National Bank - Repurchase Agreement Appraisal Fund - Interest Earned - $9,764.38 2. Commonwealth of PA - Incentives for month of July, 1978 - Child Support Program Fund - $3,152.66 3. U.S. Treasury - Manpower Planning Program - $235,000.00 4. U.S. Treasury - Manpower Planning Program - $320,000.00 5. F.N.B. - Certificate of Deposit - Liquid Fuels Tax Fund - Interest Earned - $822.77 6. F.N.B. - Repurchase Agreement - 1974 Bond Issue Acct. Interest Earned - $332.93 Chief Clerk presented the following bills for the Board's consideration and approval: 1. Loren W. Carl Agency - $300.00 2. Robinson Pipe Cleaning Co. - $1,550.00 3. Infocon Corporation - $723.00 4. Cole-Layer-Trumble Company - $4,708.33 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing bills for payment. PALUSO, COMMASSIONERS 1 1 Under the CETA Program, the Chief Clerk presented to the Board the following Special Projects Modifications: Smith Township Burgettstown Area School District Fallowfield Township Change in termination date from September 30, 1978 to October 27, 1978 No change in funds Change in termination date from September 30, 1978 to December 29, 1978 No change in funds Change in termination date from September 30, 1978 to October 27, 1978 No change in funds Washington County Board Change in termination date of Assistance from September 30, 1978 to December 29, 1978 Increase in funds by $10,062.11 Western Center Change in termination date from September 1, 1978 to December 29, 1978 No change in funds Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above listec Modifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board an Agreement of Release and Indemni- fication in connection with the sale of land in the Crile Industrial Park (Battery Systems) to the Washington Industrial Development Corporation (in anti- cipation the Company securing a loan from PIDA). Mr. Brady explained that the Company has chosen instead to finance the project through the County Industrial Development Authority; and, therefore, the property has to be transferred to the Washington County Industrial Development Authority. Said Agreement will release and discharge the Washington Industrial Development Corporation from any obliga- tion or responsibility in connection with this conveyance. Solicitor Derrico also recommended that the Board execute this Agreement. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Agreement of Release and Indemnification as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested the Board for authorization to advertise for bids for Tax Duplicate Page Forms for the Tax Assessment Office. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 264 MINUTE BOOK BOARD OF_COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE. EDWARD M. PALLISO, COMMISSIONERS Solicitor: Solicitor Derrico recommended to the Board that they join in with the Pennsylvania State Association of County Commissioners in the Farview litigation cost, so long as sufficient number of counties participate to keep costs no greater than 1/4 cent per capita. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Washington County join in with the Pennsylvania State Association of County Commissioners as per above, based on the recommendation of Solicitor Derrico. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Derrico requested the Board to approve the release of $25,000.( to William Potts and $25,000.00 to the Estate of M. Miller Potts for the condemns tion of land in the Borough of Canonsburg in connection with the Chartiers Creek Flood Control Project. Moved by Mr. Paluso,_seconded_..hy,.Mr. Gilmore,_,approving the release of $25,000.00 to William Potts and $25,000.00 to the Estate of M. Miller Potts as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. 10:30 A.M. - OPENING OF BIDS: (Construction of Handicapped Ramps) Controller Mascara opened and read the following bid: 1. Black Top Paving Company, Inc. 150 W. Beau Street Washington, PA 15301 Total Amount of Bid: $11,600.00 A bid bond in the amount of 10% of the total amount of the bid accompanied the bid. (Furnishing & Delivering of Jury Chairs) Controller Mascara opened and read the following bid: 1. Office Interiors, Inc. 40 East Maiden Street Washington, PA 15301 Total Amount of Bid: $3,099.60 - Bid #1 $5,756.40 - Bid #2 (Delivery of two 1978 or 1979 Four -Wheel Drive Vehicles for Department of Parks) Controller Mascara reported that no bids were received. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the above bids be tabled for further review. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
