PALUSO, COMMISSIONERS E 1 Minute No. 142 Office of County Commissioners Washington, Pa., October 26, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Budget Director Gillespie; Jack Welty, Data Processing, Wayne Fleming, Chief Assessor; Ron Edwards, Southwestern Pennsylvania Area Agency on Aging; John Drake, Senior Citizen; Mrs. Miller, League of Women Voters; J.W. Cadez, Township Officials; Rob Robertson, Observer - Reporter; Barbara Raffaele, Daily Notes; Pamela Golden, Valley Independent; Dave Lester, The Telegraph; Philip Morrissey, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 141, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 141, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: check.- Chief Clerk informed the Board of the receipt of the following 1. F.N.B. - Repurchase Agreement - General Fund Acct. Interest Earned - $247.11 Chief Clerk presented the following bill to the Board for their consideration and approval: 1. Soil Conservation Service - $13,877.82 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bill. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented two (2) Tenant Lease Agreements for dwellings to be occupied by Mary Jo Samir and Robert Z. Miller, Park Rangers, for one month from November 1st to November 30th in Mingo Park. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore Lease Agreements. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. PALUSO, COMMISSIONERS Chief Clerk presented a proposal from Neilan Engineers, Inc., for consulting engineering services on the Cross Creek Park Phase I Development for a cost not to exceed $2,000.00. proposal. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Mdrgan - Yes. Motion carried unanimously. Regarding the upcoming 1978 General Election, the 4ehief Clerk requested that the Board appoint the members to the Recount Board. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the following people be appointed to the Recount Board for the 1978 General Election. Chief Clerk informed the Board of a request from the Washington County Historical Society for their fourth quarter allocation in the amount of $1,000 for 1978. Chief Clerk presented a Contract between the County and The Glen Mills Schools for referral of youths by the Juvenile Probation Department. Contract. Chief Clerk informed the Board of a Notice of Public Hearings from the 1 1 Redevelopment Authority being held in Donora on November 2nd at 2 p.m. and 7 p.m. to review progress and performance of the respective Community Z 73 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. Chief Clerk informed the Board of a letter dated September 26, 1978, to Mr. Michael Stefan, Executive Director of the Washington County Housing Authority from the Department of Housing and Urban Development, advising that the County's application for Public Housing to provide 43 units of housing at California, Pa. was approved. Chief Clerk informed the Board of a letter dated October 19, 1978, from C. S. McKee Investment Managers of Pittsburgh, in regard to self -insuring the Workmen's Compensation program. They stated that in their opinion, self- insurance is not at this time, a viable alternative for Washington County, because our standard annual premium was very low when compared to other equivalent sized counties. Said letter also stated that this low premium is primarily the result of the work done by George McMahon, and they commended the Commissioners for authorizing these cost -saving measures. Chief Clerk presented a letter dated October 23, 1978, from a citizen whose son was recently placed at the Washington County Juvenile Detention Home. She stated that she was greatly impressed by the courtesy extended to her and especially commended Leon Pappa, Ralph Armstrong and David Shaw for their genuine concern and interest for the boys they work with. Under the CETA Program, the Chief Clerk presented two (2) LEA Agreements withthe Trinity Area School District and the Ringgold School District. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foi&going LEA Agreements. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Non -Financial Agreement between the Washington County Employment and Training Agency and the Bureau of Employment Security, for the purpose of screening and referring applicants for the HIRE II training program covering the period from October 1, 1978 to September 30, 1979. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Non -Financial Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - ?dies. COMMISSIONERS Chief Clerk informed the Board of a request from the Washington -Greene Drug and Alcohol Planning Commission for Washington County's share for the Drug and Alcohol Program for the quarter of July 1, 1978 to September 30, 1978, in the amount of $7,160.00. Chief Clerk presented Notices of Hearing and Sale for properties as listed in Minute No. 139 dated October 5, 1978, and will be presented for sale at the Court of Common Pleas of Washington County on Monday, November 13, 1978, at 3:30 p.m. Chief Clerk requested authorization for the Solicitor to petition the court to transfer the Parking Garage and Office Building site to the Washington County Authority. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Solici to petition the court as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Meeting recessed. 10:30 A.M. - OPENING OF BIDS FOR ONE AMBULANCE FOR THE EMERGENCY MEDICAL SERVICES AND THE FURNISHING AND DELIVERING OF TAX DUPLICATE PAGE FORMS FOR THE TAX ASSESSMENT OFFICE. Barbara Davis of the Controller's Office opened and read the following bid received for the ambulance. 1. Pfund Superior Sales 221 Chester Drive Lower Burrell, Pa. 15068 Total amount of bid: $23,210.00 A bid bond in the amount of 10% of the total bid accompanied the bid. Ms. Davis then opened and read the bids received for the Tax Forms. 1. Keystone Business Forms P.O. Box 425 Williamsport, Pa. 17701 Total amount of bid: $2,340.00 A certified check or bid bond did not accompany the bid. 2. The Standard Register Company Suite 104, 3309 Office Park Dr. Dayton, Ohio 45439 Total amount of bid: $2,905.54 A bid bond in the amount of $290.55 accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bids be tabled for further review. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the furnishing and delivering of tax bills for 1979 for the Tax Assessment Office. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
