Minute No. 144
Office of County Commissioners
Washington, Pa., November 9, 1978
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Morgan. Absent
being Commissioner Paluso. Also being present: Chief Clerk Brady; Solicitor
Derrico, Budget Director Gillespie; Attorney Jack France, representing the
Washington County Authority; Mrs. Miller, League of Women Voters; John Drake,
Senior Citizen; Bob Robertson, Observer -Reporter; Barbara Raffaele, The Daily
Notes; Phil Morrisey, WKEG; Dave Lester, The Telegraph, John McElwan, WJPA.
Chairman noted for the record that two Commissioners, the Chief Clerk
and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 143, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 143,
be approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Old Business:
Regarding the bids received for two four -wheal drive vehicles for
the Department of Parks and Recreation, Solicitor Derrico recommended the bid
be awarded to Van -Ed Motor Sales in the amount of $15,500.00 plus two trade-ins.
Mr. Derrico noted that Mr. Michael George also recommended Van -Ed because they
have the two vehicles in stock and can make immediate delivery.
Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract
for the furnishing and delivering of two four-wheel drive vehicles for the
Department of Parks and Recreation to VAN-ED MOTOR SALES, 930 Henderson Avenue,
Washington, Pa. 15301, for the amount set forth in their bid; for -reasons as
stated above.

Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk presented the following bill to the Board for their
consideration and approval:

Chief Clerk informed the Board of a request from the Washington County
Agricultural and Home Economics Extension Service for the balance of $8,296.00
from their 1978 budget.

travel requests.

Motion carried unanimously.
Chairman presented the following list of names as his appointments
to the Recount Board for the General Election of 1978.

Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
appointments to the Recount Board.

Motion carried unanimously.
Regarding the Washington County Parking Garage site, Mr. Derrico
presented a Resolution authorizing the execution of deeds conveying the parcel
to the Washington County Authority, and a Deed of Dedication of the County of
Washington to the City of Washington for a strip in West Cherry Avenue
approximately 20 feet by 150 feet.

Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
Resolution and Deed of Dedication.

Motion carried unanimously.
Also regarding the Parking Garage, Mr. Derrico requested that the
Board approve a Resolution authorizing the transfer of all the County's interest
in the various contracts such as McAnallan Corporation, Chapman Corporation, etc.
to the Washington County Authority.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
Resolution.

Motion carried unanimously.
Regarding the Agreement with Southwestern Pennsylvania Youth
Alternatives, Inc., which was tabled at last week's meeting and would provide
services for status offenders in Washington County, Mr. Derrico stated that
he has reviewed the Agreement and discussed the matter with Mr. Gillespie,
and they both recommended the Board to enter into this Agreement.

Remarks:
Mr. Morgan suggested that the bid be awarded to Moore Business Forms as the
County has dealt with this business in the past, and they were also the low
bidder.
Mr. Derrico reviewed the bid and found it to be in proper order, and he
recommended the bid be awarded to Moore Business Forms.
Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract
for the Furnishing and Delivering of 1979 Washington County Tax Bills for the
Washington County Tax Assessment Office to MOORE BUSINESS FORMS, INC., 500
Alamae Lakes Road, Washington, Pa., 15301, for the amount set forth in their
bid; this being the lowest responsible bid received in accordance with
specifications.
