COMMISSIONERS I 1 1 Minute No. 145 Office of County Commissioners Washington, Pa., November 16, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Budget Director Gillespie; Earl Bugaile, Planning Commission; R.P. Woodhouse, Chartiers Council of Retired Steelworkers; John Drake, Senior Citizen; Helen B. Miller, League of Women Voters; Pamela Golden, Valley Independent; Bob Robertson, Observer - Reporter; Barbara Raffaele, Daily Notes; Philip Morrissey, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 144, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 144, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - Manpower Planning Program - $325,000.00 2. F.N.B. - Repurchase Agreement - Office Building Const. Acct. - Interest Earned - $102.40 3. F.N.B. - Repurchase Agreement - Health Center Acct. Interest Earned - $4,776.98 4. F.N.B. - Repurchase Agreement - 1974 Bond Issue Acct. Interest Earned - $1,181.92 Chief Clerk presented the following bills for the Board's considera- tion and approval: 1. Mack C. Picknick - $862.32 2. Soil Conservation Service - $49,534.97 3. Donald York - $2,175.00 4. Infocon - $723.00 5. Rudolph Colteryahn - $250.00 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a travel request from District Attorney Jess Costa to attend a two day training conference with a member of his staff on the Anti -Crime and Corruption legislation on November 16 and 17 at MINUTE BOOK BOARD OFTCOUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLu L. MORGAN, DAVID L. GILMORE. EDWARD M. PALUSO, COMMISSIONERS at the Hershey Motor Lodge in Hershey, Pa. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. In conjunction with the Pennsylvania State Association of County Commissioners December Seminar to be held in Harrisburg on December 7 and 8, Mr. Paluso announced that there would be a day long seminar regarding appeal procedures and new laws on property assessments. He then recommended that the Chief Clerk, the Chief Assessor and one member of his staff, and the Appeals Board be authorized to attend this seminar. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the attendance as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk announced the resignation of Mr. J. Harold Chapman who has served as a member of the Washington County Housing Authority Board of Directors since 1954. Chairman directed the Chief Clerk to forward a Certificate of Appreciation to Mr. Chapman for his years of service. Chief Clerk announced that the Courthouse will be closed on November 23 and 24, 1978, due to the Thanksgiving holiday, and that the Board's regular meeting will be rescheduled for November 22, at 10:00 a.m. Chief Clerk requested authorization to advertise for bids for the furnishing and delivering of One (1) 1979 Specially Equipped Van for the Washington County Health Center. Remarks: Mr. Paluso referred to an older van at the Health Center and suggested that it be checked for trade-in possibilities. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico presented the following Tax Claim Resolutions to the Board for their consideration. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 51, for property situated in the Borough of Burgettstown, Washington County, Pennsylvania, sold on 1926 September 1, 1950, Tax Claim Bureau Sale, being MINUTE BOOK 287 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L, MORGAN, DAVID L. GILMORE, EDWARD M. PALUSO, COMM49SIONERS described as 1926 Tax Sale, Vacant Lot So. Side of Pgh. St. Adjacent Harry Richey, and described in the 1950 Tax Sale as Lot 14, So. Side of Pittsburgh St. in Borough of Burgettstown, Washington County, Pennsylvania, and formerly assessed in the name of S. L. McCullough & Virginia McCullough , be approved, and that the sum of $200.00 be accepted from Rennison M. & Edna E. Malone Washington County Tax Claim Bureau receiving the consent of taxing district involved: Burgettstown Area School District - July 3, 1978 and Burgettstown Borough - August 1, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 52, for property situated in Canton Township, Washington County, Pennsylvania, sold on September 12, 1966, Tax Claim Bureau Sale, being described as Lot 47, DB 209-443, situate in Canton Township, Washington County, Pennsylvania, and formerly assessed in the name of Henry Zelt, be approved, and that the sum of $100.00 be accepted from George W. Jr. & Judith A. Vitteck, Washington County Tax Claim Bureau receiving the consent of taxing district involved: Trinity Area School District - August 31, 1978 and Canton Township - December 20, 1976. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 53, for property situated in the Borough of Elco, Washington County, Pennsylvania, sold on January 23, 1940, April 25, 1940, Treasurer's Sale, being described as Lot -Corwin Plan Adj. Mitchell & Downer property situate in the Borough of Elco, Washington County, Pennsylvania, and formerly assessed in the name of William Herbertson, be approved, and that the sum of $725.00 be accepted from Elizabeth Spisak, Joseph & Alice Saeli, Washington County Tax Claim Bureau receiving the consent of taxing district involved: California Area School District - August 21', 1978 and Elco Borough -r August 1, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 54, for property situated in New Eagle Borough, Washington County, Pennsylvania, sold on September 12, 1977, Tax Claim Bureau Sale, being described as 1962 Elcar Trailer, situate in New Eagle Borough, Washington County, Pennsylvania, and formerly assessed in the name of Steve Fabin, be approved, and that the sum of $100.00 be accepted from Rose Ardesky, Washington County Tax Claim Bureau receiving the consent of taxing district involved: Ringgold School District - October 25, 1978 and New Eagle Borough - October 18, 1978. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 55, for property situated in Union Township, Washington County, Pennsylvania, sold on September 8, 1975, Tax Claim Bureau Sale, being described as 1972 Fleetwood Trailer, situate in Union Township, Washington County, Pennsylvania, and formerly assessed in the name of Stanley Kazmier (PO) First Federal Savings & of Pittsburgh, be approved, and that the sum of $976.30 be accepted from irst Federal Savings & Loan of -Pittsburgh, (Repurchase), Washington County Tax laim Bureau receiving the consent of taxing district involved: Ringgold School strict - August 24, 1978 and Union Township - September 19, 1978. 288 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASH INGTON 'COUNTY, PENNSYLVANIA MALCOLHI L. Mr. Derrico then presented the following tax refund to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: Neil, Glade A. & Ruth N. R. D. 2 Valencia, PA 16059 Amount: $20.55 (Refund for personal property tax) Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. New Business: Earl Bugaile, Public Relations Coordinator, Washington County Planning Commission, announced that effective Monday, November 20th, the telephone number at the Courthouse will be changed from 225-0100 to 228-6700, as the result of a newly installed telephone system, designed to increase the operating efficiency in each of the County departments.
