PALUSA COMMISSIONERS 1 Minute No. 146 Office of County Commissioners Washington, Pa., November 22, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Morgan. Absent being Commissioner Paluso. Also being present: Acting Chief Clerk Tina Dallatore; Solicitor Derrico; Budget Director Gillespie; Ron Edwards, Area Agency on Aging; John Drake, Senior Citizen; Mrs. Helen Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Barbara Raffaele, Daily Notes; Dave Lester, The Telegraph; Phil Morrissey, WKEG. Chairman noted for the record that two Commissioners, the Acting Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 145, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 145, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: checks: Acting Chief Clerk informed the Board of the receipt of the following 1. F.N.B. - Certificate of Deposit - Liquid Fuels Tax Fund Interest Earned - $3,785.96 2. P.N.B. - Certificate of Deposit - Commonwealth Conservation Interest Earned - $183.33 3. P.N.B. - Certificate of Deposit - Grants & Gifts Interest Earned - $220.00 4. U. S. Treasury - Manpower Planning Program - $185,000.00 Acting Chief Clerk presented the following bills to the Board for their consideration and approval: 1. USDA Soil Conservation Service - $18,035.78 2. Danny Muti - $90.00 3. Charles Jackson - $30.00 4. Elijah Gauden - $150.00 5. John Jochynek - $30.00 Moved by Mr. Gilmore, seconded.by Mr. Morgan, approving payment of foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. 290 MINUTE BOOK BOARD OF -COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE. EDWARD M. PALLISO, COMMISSIONERS Acting Chief Clerk informed the Board of a request from the Redevelopment Authority for their fourth quarterly payment of $27,750.00 based on the 1978 County Budget. Acting Chief Clerk informed the Board of a travel request from William P. Sember, Executive Director of the Washington County Planning Commission to travel to Harrisburg or a closer location on November 27th or 28th to discuss our Park-N-Ride Study and Van Fool Program with PennDOT. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented a letter of concurrence from the Washington County Commissioners and directed to the Southwestern Pennsylvania Regional Planning Commission confirm the willingness of Washington County to participate in the single annual audit procedures as authorized by the SPRPC Board on September 25, 1978. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the letter of concurrence as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented an Agreement between the County and Arlene Chodock Adelman, a Licensed Physical Therapist, for professional services at the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Drug and Alcohol Program, the Acting Chief Clerk presented the 1978-79 contract between the Washington/Greene Single County Authority (SCA), and Serenity Farms, Inc. Contract. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board that the term of Anthony L. Colaizzo with the Washington County Housing Authority will expire at the end of this year. Colaizzo to the Washington County Housing Authority for a five year term from January 1, 1979 to December 31, 1984. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk also informed the Board that the terms of Edward DuJordan and Kenneth Laird with the Washington County Authority will expire at the end of this year. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the reappoin ment of Edward DuJordan and Kenneth Laird to the Washington County Authority for a five year term from January 1, 1979 to December 31, 1984. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico presented the Deeds for the Board's execution for properties sold during the Tax Claim Private Sale on November 13, 1978. Moved by Mr. Gilmore, seconded by Mr. Morgan, that deeds be executed for the following described properties to the following persons listed below for the sum or price set opposite the same under and by virtue of the action of this Board taken October 5, 1978, as recorded in Minute No. 139 and the Decree of the Court of Common Pleas dated November 13, 1978, and that the said deeds to be delivered to the purchasers named herein upon payment of the consideration recorded herein together with the costs of proceedings and that the Board of Commissioners be and are hereby authorized to execute the said deeds as and for the County of Washington and Mr. Morgan is hereby constituted and appointed attorney in fact to knoitledge the said deeds before any person authorized to take acknowledgements: TERM BIDDER DISTRICT & DESC.
