COMMISSIONERS L l� Minute No. 148 Office of County Commissioners Washington, Pa., December 6, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Morgan. Absent being Commissioner Paluso. Also being present: Acting Chief Clerk Tina Dallatore; Solicitor Derrico; Budget Director Gillespie; J. Bracken Burns, Emergency Medical Services; Martin Resnick and Herb Caponi, PSSU, Local 667, SEIU; Mary Weaver and Jeff Dykstra, Children and Youth Services; John Drake, Senior Citizens; Dave Lester, The Telegraph; Barbara Raffaele, Daily Notes; Bob Robertson, Observer -Reporter; Phil Morrissey, WKEG. Chairman noted for the record that two Commissioners, the Acting Chief Clerk, Solicitor and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 146, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving Minute No. 146 as read Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Acting Chief Clerk presented the Agreement between the County of Washington and the Pennsylvania Social Services Union, Local 668, affiliated with SEIU, AFL-CIO Child Welfare. Agreement. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing' Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes. Motion carried unanimously. Old Business: Regarding the bids received for the Specially Equipped Van and Laundry Pickup for the Health Center, Mr. Derrico stated that he had reviewed the bids and found them to be in proper legal form, and that Mr. Slencak, Administrator of the Health Center, has also reviewed them and recommended awarding of the bids. Moved by Mr. Gilmore, seconded by Mr. Morgan, awarding the contract for Delivery of One (1) 1979 Specially Equipped Van for the Washington County Health Center to CONAWAY COACH, INC., P.O. Box 36, Markleysburgl,.Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications. Special Deputies (7)* See Page 301. 2. Michael Baker, Jr. - $1,750.00 3. GAI Consultants, Inc. - $3,225.00 Moved by Mr. Gilmore, seconded by Mr. Morgan, approving payment of the foregoing bills. Acting Chief Clerk presented two (2) Applications for Expenditure of Liquid Fuel Tax Allocations for construction of a bridge over Chartiers Creek to replace the present bridge identified as Van Eman Bridge #26, and for the construction of a bridge over Pike Run Creek to replace present bridge identified as Deems Bridge #24. Under the CETA Program, the Acting Chief Clerk presented three (3) YETP Contract with C.L.A.S.P. - to employ ten (10) youths for a total cost of $46,143.03, who will learn all phases of running a small business YETP Contract with the American Cancer Society - to employ two (2) youths for a total cost of $14,222.77, who will help organize and present educational/informational displays and meetings. Non -Financial Agreement with Project Forward for services in support of YETP and YCCIP activities. Acting Chief Clerk presented an Amended Agreement between the Department of Environmental Resources and Washington County, encumbering $50,000 to the Chartiers Creek Flood Protection Project, Canonsburg -Houston Reach, which will permit the Department to continue to reimburse Washington County for outstanding partial billings. Mr. Derrico presented the following five (5) tax refunds to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Morgan, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1. Mr. Derrico presented an Ordinance to the Board whereby the County of Washington will guarantee the bonds to be issued by the Washington County Authority in conjunction with the County Office Building in the amount of approximately $6,565,000. Mr. Derrico added that the Ordinance had been reviewed by both he and Mr. Gillespie, and that they both recommended passage of the Ordinance. Ordinance. Regarding the Food Stamp Program, Mr. Derrico recommended that the Board approve payment of the balance due from Washington County to the Commonwealth of Pennsylvania for their share of administrative costs in the operation of the Program, in the amount of $11,646.71, in order to finalize and close this account. Mr. Derrico added that Mr. Gillespie has reviewed this account and also recommended payment of the balance. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving payment of the third final billing in the amount of $11,646.71 to the Commonwealth of Pennsylvania for Washington County's share in the Food Stamp Program. COMMISSIONERS requested that the Acting Chief Clerk be authorized to advertise for bids for Medical Rescue, Training and Communication Equipment as approved under three (3) Highway Safety Grants. Moved by Mr. Gilmore, seconded by Mr. Morgan, authorizing the Acting Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Morgan - Yes.
