Minute No. 149
Office of County Commissioners
Washington, PA, December 14, 1978
The Board of County Commissioners met in regular session with the fol-
lowing members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Derrico; Roland Bourke,
Redevelopment Authority;Barbara Raffaele, Canonsburg Daily Notes; Dave Lester,
The Telegraph; Bob Robertson, Observer -Reporter; Philip E. L. Morrissey, WKEG;
Mary Panizza, Washington Industrial Center; and representatives from the PARC.
The Chairman noted for the record that the three Commissioners, the Chief
Clerk and the County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 148, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 148, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr, Paluso -- Yes; Mr, Morgan - Yes.
Motion carried unanimously.
Special Order of Business:
Mr. Roland Bourke, Executive Director of Redevelopment Authority present
to the Commissioners a Resolution Approving Proposal For Redevelopment of
Disposition Parcel No. 3-C In The Canonsburg Curry Field Urban Renewal Project
Penna. R-165 by Coyne International Enterprises Corporation, A New York Corp-
oration, And The Form Of The Redevelopment Contract With Said Developer.
Mr. Bourke stated that the Coyne International Enterprises Corporation's
proposal completes the Curry Field Redevelopment Project which involved
over $15.5 million in Federal, State, County, local and private funds and
that this Corporation will provide an industrial laundry facility which will
employ over 100 employees initially, and will gradually increase to 150
employees,
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above resolu-
tion presented by Mr. Bourke.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
(1) F.N.B. - Repurchase Agreement - Federal Revenue Sharing Fund -
Interest Earned - $8,387.42
(2) F.N.B. - Repurchase Agreement - 1974 Bond Issue - Interest
Earned - $688.12
Chief Clerk presented the following bills to the Board for their considera-
tion and approval:
(1) Soil Conservation Service - $40,389.80
(2) Infocon - $723.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment of the
foregoing bills.

Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr, Morgan - Yes.
Motion carried unanimously.
The Chief Clerk present the following contracts under the CETA program to
the Commissioners for their approval:
(1) The two YCCIP contracts are with Washington - Greene Community Action.
The "Housing Rehabilitation" project totals $57,851,63 and will employ
seven (7) participants. The "Winterization" project totals $49,321.68 and will
employ seven (7) participants.
(2) One YETP contract is with the LeMoyne Center and totals $114,418.00.
They will have twenty (20) participants involved in photography and
the graphic arts. The second YETP contract is with the Greater Wash-
ington Area Parks & Recreation Commission, The project totals
$11,869.03 and will employ four participants as Recreational Coordina

be approved.

Chief Clerk presented to the Board a letter from William P. Sember, Executiv
Director of the Washington County Planning Commission requesting that Mrs.
Velma Rollison be appointed as our local government representative to the
Southwestern Pennsylvania Regional Planning Commission. Commissioner Morgan,
who is a representative of the SPRPC recommended the appointment of Mrs. Velma
Rollison.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Mrs. Velma Rollison be
appointed as our local government representative to the Southwestern Pennsyl-
vania Regional Planning Commission.

Chief Clerk presented to the Board a letter from Mr, William P. Sember,
Executive Director of the Washington County Planning Commission, stating that
the terms of Mr. Myshin and Mr. Watson on the County Planning Commission will
expire on January 1, 1979 and that the Planning Commission unanimously agreed
to recommend that the Board of County Commissioners reappoint Mr. Myshin and
Mr. Watson to a new four (4) year term on the Commission.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Mr. Myshin and Mr.
Watson be reappointed to a new four (4) year term on the County Planning
Commission.

Mr. Gilmore n Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board a drawing from West Penn Power Company
showing the relocation of some poles in Cross Creek Park and stated that Mr.
McClure of West Penn Power asked that the Board of Commissioners approve the
relocation of these poles.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the above stated
drawing showing the relocation of some poles by West Penn Power in Cross Creek
Park be approved.

for their consideration and approval.
Moved by Mr. Paluso, seconded by Mr, Gilmore, that the Tax Assessment
