PALLISO, COMMISSIONERS Minute No. 150 Office of County Commissioners Washington, Pa., December 21, 1978 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Derrico; Roland Bourke, Redevelopment Authority; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Dave Lester, The Telegraph; Phil Morrissey, WKEG; Barbara Raffaele, Daily Notes. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 149, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 149, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke, Executive Director of the Redevelopment Authority, presented a Resolution to the Board which will approve Program Amendments to the First, Second, Third and Fourth Year Urban County Programs, FY-75, FY-76, FY-77 and FY-78 Respectively, as authorized under the Housing and Community Developmen Act of 1974. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - Child Welfare Title XX - Social Services Invoice - Acct. 6-b-27 - $11,712.46 2. F.N.B. - Repurchase Agreement - Wash, County Health Center - Interest Earned - $13,652.25 3. F.N.B. - Repurchase Agreement - Anti Recession Fiscal Aid - Interest Earned - $1,930.81 4. F.N.B. - Repurchase Agreement - Washington County Office Const. Fund - Interest - $327.24 5. Carl, Inc. - $300.00 3. Felice Associates - $381.60 4. Mental Health/Mental Retardation - $232.89 5. Deputies as listed below - Elijah Gauden - $150.00 John Jochynek - 180.00 Danny Muti - 180.00 Frank Levato - 90.00 Clyde Gregg - 60.00 Earl D. Phillips - 60.00 Paul Buchek - 30.00 Joseph Mermy - 30.00 Richard Brezenski - 30.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills. Under the CETA Program, the Chief Clerk presented a Youth Employment & Training Program Agreement between Washington County and the Washington County Council on Alcoholism to assist children of addictive parents in the amount of $11,393.16 through September 30, 1979. Agreement. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Application for the new Juvenile Probation Grant in the amount of $23,000. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Application. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Amendment to Grant Contract No. A-3-4-62-00-A- S-2 for extension of the termination date of the $500 Million Conservation and Recreation Bond Issue Program from December 31, 1978 through June 30, 1979. Amendment. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore -Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. u L -1 Motion carried unanimously. MINUTE BOOK 311 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN, DAVID L. GILMORE. EDWARD M. PALUSO, COMMISSIONERS Chief Clerk announced that next week's Regular Meeting will be held on Wednesday, December 27, 1978, at 10:00 a.m. and the Salary Board Meeting will be held on Monday, January 8, 1978, at 2:00 p.m. Chief Clerk informed the Board of the receipt of a Certificate of Appreciation to the Board from the Department of State signed by the Governor for contributing and participating in the 1978 Bi-partisan Voters Registration Drive. Solicitor: Mr. Derrico presented the following tax refund to the Board for their consideration and approval. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be authorized to prepare the following tax refund due to either duplica- tion or overpayment of real estate or personal property tax: Louis Speicher (1977 County Tax) R. D. 1 Burgettstown, Pa. 15021 District: Hanover Township Trailer Listing District No: 340 - Section No: 21 - Parcel No: 14-1 Amount: $22.26 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Derrico requested that the Board give him the authorization to submit a Petition to the Court to approve the purchase price of $68,300.00 for the garage being purchased from the First Federal Savings and Loan Association. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Solici to petition the Court as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
